Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed, and developing states. In this capacity, we work to restore safety, dignity, and hope to millions who are uprooted, struggling to endure, and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence, child protection, Protection Rule of Law (PROL) and Education. Recently IRC has also introduced Economic Recovery and Development program.  IRC will continue working in both the camps and host community, while meeting the significant needs of both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s Bazar and to other parts of the country, thus expanding its’ networks and partnerships around emergency preparedness and response work, reaching beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.

Purpose

The position will directly work under the Senior SRH Manager and will be responsible for the key role in timely implementation of educational and promotional activities as well as supporting community awareness/mobilization activities related to reproductive health. The position will directly work on the Project completion and Need assessment approval from CIC, maintain liaison with Govt. officials, and will attend the coordination meetings with stakeholders monthly. Close interaction will also be required with the operation team, Safety Security team, Fleet team.

Major Responsibilities

Program management and development:

  • Conducting outreach session and engagement session with members of the community.
  • Organizing Majhi /Imam meeting to share information and collect feedback (at least once per quarter) by coordinating relevant stakeholders, partners at camp
  • Promote the culture of learning and documentation so that lessons learned, and good practices are documented and shared for institutional memory and learning.

Staff Supervision & Development:

  • Monitor and supervise the referral system and follow the referral protocol from the Govt. and sector.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight.
  • Convening the team regularly on progress, successes and challenges and make timely adjustments to the activities; and reporting back to the supervisor.

Coordination & Representation:

  • The Project Officer will be responsible for need assessment approval and project completion approval for the project in different camps.
  • The person will be responsible for CIC report submission in the assigned camps.
  • Coordinate internally within IRC on a regular basis with support departments, including Supply Chain, Finance, HR/Admin and M&E.
  • Collaboration with the CHWs of other partners and ensure the proper referral also take part in the outreach and awareness session with IP’s
  • Represent IRC to and proactively engage in relevant coordination fora and meetings at field level.
  • Develop and maintain effective functional relationships and linkages with all relevant partners, including government stakeholders (CIC), site management, NGOs, UN agencies etc. to enhance cooperation and coordination in camp.

Monitoring & Reporting:

  • Keep a record of all the health education/promotional sessions and E voucher Program (disaggregated by gender/ age/ IDP/Host etc.).
  • Responsible for compiling timely monthly community mobilization activity reports and data compilation.
  • Responsible for recording and compiling data for sessions on the men’s group module quarterly.
  • Responsible for finalizing outreach register, ensuring questionnaire upload in the commcare system, ensuring proper data entry in commcare regarding outreach activities and sessions in coordination with Monitoring, Evaluation, Accountability and Learning (MEAL) team.
  • Ensure that ethical and sound data collection and information management is implemented for appropriate data analysis, planning, evaluation, and advocacy, working closely with the SRH team and Monitoring, Evaluation, Accountability and Learning (MEAL) team
  • Document the projects learnings, monthly qualitative and quantitative achievements, challenges and prepare periodic reports as per project requirements

Other Duties:

  • Consistently and proactively monitor/assess the safety and security of field teams (midwife), promptly reporting concerns or incidents to Supervisor/IRC management and liaising with other external parties as required to maintain/enhance the security environment.
  • Other duties as assigned by the supervisor to enable and develop IRC programs.
Requirements
  • Minimum 2 years of experience in a relevant field is required.
  • Strong organizational skills, including the need to be agile by responding to requests at short notice, work on multiple projects with competing priorities at the same time with the ability to meet deadlines
  • Demonstrable people and program management skills
  • Adaptable and able to work under pressure in a demanding and fast-moving environment
  • Initiative and motivation to work independently and develop solutions to problems.
  • Sensitivity to protection issues and application of the principle of confidentiality
  • Strong communication skills, with a good understanding of relevant cross-cultural and sensitive issues.
  • Qualitative and quantitative reporting skills
  • Competency in MS Office Package
  • Proficiently in reading, writing, and speaking in Bangla, English and knowledge in Rohingya or local language will be added value
