Program Brief |
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. IRC will continue working in both the camps and host community; while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh. |
Purpose |
The IRC in Bangladesh is implementing a three-year project funded by Education Cannot Wait (ECW) in collaboration with the education sector, which began in 2022. This project primarily focuses on both the Rohingya and host communities, emphasizing access to quality education, inclusion, mental health and psychosocial support (MHPSS), Burmese language skill development and support for children with disabilities, and gender equity. The project will support Rohingya children aged 3 to 18 years and host community children aged 4 to 6 years.
This role involves establishing and operating the Burmese Language Lab, developing supplemental materials, and providing support to mentors, language instructors, field-level partner staff, and teaching volunteers on the ground. The individual will assist the technical manager in identifying the capacity-building needs of partner project staff, developing tools, and providing training and facilitation support specially on Burmese language. Additionally, the personnel will be responsible for project-related documentation processes, including modules, case studies, and success stories. As a team member of the education program, the individual will work closely with the program and operations teams to ensure high-quality program implementation. |
Major Responsibilities |
Major Responsibilities:
- Establishing and operating the Burmese Language Lab with the support of implementing partner.
- Develop age-appropriate all necessary teaching-learning materials and supplemental materials for children focusing Burmese language.
- Facilitate capacity-building initiatives for teaching volunteers and partner/project personnel on Burmese language.
- Ensure in-service coaching/mentoring support to Mentor, Language instructor and partner/project personnel.
- Support developing activity-based training modules for teaching volunteers and partner/project personnel.
- Develop guidelines and support on Teachers’ Learning Circle (TLC) as per education sector standards.
- Assess partner/project personnel/facilitators’ skills and take necessary initiatives for improvement.
- Assess children’s progress on learning outcomes and recommend necessary initiatives for improvement.
- Identify good practices from community people on teaching learning materials development and replication of those good practices.
- Coordination between the program and operation team to ensure implementation of planned activities.
- Regular visits to project areas (Camps and host) for developing project activities and quality implementation.
- Ensure project-related quality documentation (i.e. case study, success story)
- Functional working relationship with education and other teams and extending support and rationale where necessary.
- Any other relevant tasks assigned by IRC management.
Major Challenges/Difficulties of this role:
- Should be willing to travel to project areas (Camps & Host) at regular basis.
- Understanding and sensitivity of the Rohingya context.
- Ability to work under pressure.

Requirements |
Experience (Including sector/industry):
Language Proficiency:
- Speaking fluency in Burmese, English and Bangla.
- Strong writing skills in Burmese, English and Bangla.
- Speaking fluently in the Local/ Rohingya dialect is mandatory.
Knowledge, Skills & Competences:
- Experience of working with refugees and vulnerable groups of people.
- Understanding and sensitivity to the needs of people from a variety of backgrounds and cultures.
- Ability to meet deadlines and able to work under pressure.
- Responsiveness to queries and referrals as and when needed and able to manage a varying workload.
- Cultural awareness and ability to build relationships quickly with a wide variety of people.
- Computer skills in MS Office.

Specific Educational Qualification |

Minimum bachelor’s degree from any discipline or the equivalent. A bachelor’s degree in education, Linguistics, Social Welfare, Sociology, Development Studies, and English will be preferable.
