Program Brief
Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment (WPE), sexual and reproductive health (SRH), gender-based violence (GBV) and child protection (CP). Recently IRC has also introduced two new programs: protection rule of law (PRoL) and education. Throughout 2018, IRC’s response strategy primarily began with targeting Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities were compounded with cyclical monsoon and cyclone seasons that imposed additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing over time its geographic coverage within Cox’s bazar, thus expanding its networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, and target the vulnerable host groups in all over Bangladesh.

Purpose
The Senior Protection Manager will be responsible for technical oversight and program management of IRC's Protection Monitoring, Protection Mainstreaming, Community-Based Protection, Signpost intervention, Individual Protection Assistance (IPA), durable solution for Rohingya refugees, strengthening of local justice mechanism and Legal Assistance Programming including Partnership Management. Operation from the Ukhiya field office, will conduct regular technical visits to PRoL teams working in all program areas to ensure that interventions are technically sound, in-line international standard methodologies, and are appropriately meeting the needs and priorities of vulnerable individuals in target communities. The role requires collaboration and mentoring of the protection team to and coordinate with the Women’s Protection and Empowerment, Child Protection and others IRC’s sectors. This position will supervise Protection Managers and Editorial Manager.
Major Responsibilities

Program Management and Development:

Staff Support:

  • Support with the hiring, supervising, and build the capacity of protection team members in relevant technical and management competencies.
  • Provide technical guidance, on the job mentoring and coaching for protection team.
  • Ensure ongoing training and targeted technical capacity building for the entire protection team.
  • Support Field Coordinators to make certain that program managers put capacity development plans in place for the national protection teams based on documented capacity needs assessments exercise.
  • Approve and manage attendance and leave requests to ensure adequate departmental coverage. Ensure monthly, accurate timesheet submission and carry out probationary reviews.
  • Hold high-quality meetings with each direct report on a regular and predictable basis, at least monthly.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • As required identify staff performance issues and work with Human Resources to document and address these as per the National Staff Employment Policies
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.

New Business Development:

  • Develop the recommendations for a strategy for the refugee response.
  • Contribute to business development opportunities, including developing concept notes, proposals and budget as required.
  • Develop and/or input into protection assessments and protection reporting analysis for the purpose of program development.
  • Engaged partner for proposal/concept note development in coordination with Partnership team.
  • Find opportunities for partnership and strategic collaboration.

Representation, Coordination and Advocacy:

  • Actively participate in, and contribute to, coordination meetings and working groups, specifically the Protection sector coordination group and other related task forces
  • Develop and maintain effective working relationships with other key partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors; establishing IRC as one of the leaders in protection.
  • Seek to establish and develop partnerships and collaborate with the Bangladeshi and Rohingya civil society and local partners.
Requirements

Experience (Including sector/industry):

  • At least 6 years NGO experience preferably in a management role
  • 2-3 years of experience in implementing similar programming i.e. protection monitoring, community-based protection, Signpost and legal aid in an emergency or complex emergency context

Competencies: Knowledge, Skills & Ability:

  • Solid understanding of Protection Monitoring; Community-Based Protection, Protection Mainstreaming and/or Legal Aid
  • Demonstrable understanding of the relevance of international humanitarian law and human rights law to humanitarian action
  • Shown, successful managerial experience and previous experience of nationalization process strongly preferred.
  • Strong skills in analyzing data to inform advocacy initiatives.
  • Demonstrable knowledge of and commitment to human rights and protection
  • Strong communication and interpersonal skills with excellent analysis and writing skills.
  • Excellent analytical, writing skills and fluency in English.
  • Strong team and people leadership, management, organizational and development skills
  • Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively.
  • Additional qualities: ability to multi-task, well, ability to improvise, flexibility, adaptability to handle transitions and change.
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint

 Language Preference:

  • Strong communication skill in both written and spoken English.
  • Familiarity with the local dialect will get preference.
Specific Educational Qualification
  • Master’s degree in Humanitarian/ Social Work/ Human Rights/ International Law/ Social Science
  • Advance degree in relevant subjects will get preference.
Certification
  • Professional degree related to the role will be an added advantage.
