Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure, and wishing to advance on a path of development. The IRC has been present in Bangladesh since 2017, obtained registration with the NGOAB in March 2018, and expanded integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy primarily targeted Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. Since 2019, IRC Bangladesh’s strategic vision expanded, towards the protection, empowerment and holistically addressing the needs of the most vulnerable women, children and youth through technical expertise and partnerships in the areas of integrated protection, health, education, and economic wellbeing before, during, and after displacement caused by conflict and climate-induced disaster, including the climate affected coastal belt of Southern Bangladesh. IRC Bangladesh will continue to grow over time, it’s geographic coverage within Cox’s Bazar, Southern Bangladesh, and other parts of the country, thus expand networks and partnerships around emergency preparedness and response.

Purpose

Under direct supervision and technical support from the Finance Coordinator-Grants and Budgeting, Finance Manager- Budget and Reporting will be responsible for the preparation of Donor budget, Budget amendments, Financial Report, Cash Forecast, Monthly budget variance analysis (BVA) and grants reconciliation in a timely manager.

Major Responsibilities
  • Developed proposal budget or budget modification complies with Donor regulations and IRC financial policy;
  • Prepare D codes as per IRC internal budget and upload it into Integra (Microsoft Dynamics 365)
  • Review financial transactions and cross-check with donor budget lines (DCodes) and do necessary corrections as per approval from DDO/DDP.
  • Prepare and update spending plans for all active grants in conjunction with designated budget holders. Reviews budget spending and advises relevant staff on spending status.
  • Participate in regular Project Cycle Meetings, including Grants Opening, regular BVA/Grants review, closure meetings, etc.
  • Prepare quarterly grants reconciliation as per the template and find out deviations to take appropriate decisions.
  • Ensure that cross-functional costs are properly charged to Grants.
  • Prompt monitoring of exchange rate loss/gain and promptly advising Finance Coordinator/DDF. 
  • Provide training on financial management and compliance to the budget holder.
  • Facilitate grant audits.

Financial Reporting and Budgeting:

  • Preparation of monthly/quarterly budget versus actual reports for current grans to ensure that Program/Grants can monitor the budget utilization and take appropriate action on any significant variances.
  • Prepare financial reports as per donor reporting schedule (DRS) and submit them to Finance Coordinator Grants and Budgeting for review.
  • Prepare donor’s budget on the internal budget template, ensure SPC %age and SPC position as per operational budget and linked with donors’ format and timely submit to Finance Coordinator Budget and Grants for review.
  • Where necessary train and develop the capacity of the partners’ finance team to ensure that a good standard of financial management is maintained.
  • Undertake other related duties as may reasonably be assigned by the Finance Coordinator Grants and Budgeting.

Major Challenges/Difficulties of this Role

  • Work under tight deadlines while dealing with competing priorities
  • Gather the necessary inputs from other functions/roles while meeting the necessary quality and agreed deadlines

Deliverables

  • Produce budgets for all new grants with accuracy and efficiency.
  • Develop monthly/regular BVA reports and share it with the respective budget holders for review.
  • Draft donor financial report for internal review
  • Ensure timely Grants reconciliation as per IRC systems
Requirements
  • Minimum 5 years of experience working in humanitarian/development contexts.
  • Minimum 3 years of relevant work experience in a similar role with international NGOs.
  • Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs (Microsoft Dynamics 365).
  • Familiarity and experience in dealing with financial compliances of US grants, ECHO, FCDO, UNs, GAC and other foundations. 
  • Solid understanding and experience of relevant GoB compliances for INGOs in Bangladesh including but not limited to FD6, FD7, VAT, taxes, etc. 
  • Excellent problem-solving skills and demonstrated ability to handle pressure and improve.  
  • Requires having a proven track record of proactively identifying and communicating potential problems and proposing solutions
  • Demonstrated skills and experience in strategic and analytical thinking
  • Ability to carry out responsibilities independently with minimal technical support
  • Good English and Bangla language communication skills, both written and verbal.

Specific Educational Qualification
  • Master’s degree in Accounting / Finance
Certification
  • Recognized professional certificate in accounting such as CA/ ACCA (part qualified) preferred
