              Program Brief   | 
            
            
              Founded in 1933, the International Rescue Committee (IRC) is one of    the world’s leading agencies working in post-conflict and development    contexts, supporting communities in over 40 fragile, failed and developing    states. In this capacity, we work to restore safety, dignity and hope to    millions who are uprooted, struggling to endure and wishing to advance on a    path of development. 
                  The IRC has been present in Bangladesh since 2017 and obtained registration    with the NGOAB in March 2018. Since the IRC obtained registration in March    2018, it has moved quickly to expand its integrated emergency health and    protection response through both direct and partner-based programming focused    on primary healthcare, women’s protection and empowerment, sexual and    reproductive health, gender-based violence and child protection. Recently IRC    has also introduced two new programs: Protection Rule of Law (PRoL) and    Education. Through 2018, the IRC’s response strategy will primarily target    Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both    refugee and host populations, as already existing vulnerabilities are    compounded with cyclical monsoon and cyclone seasons that impose additional    threats to the lives and protection of those refugees as well as vulnerable    host populations. IRC will grow over time its geographic coverage within Cox’s    bazar and to other parts of the country, thus expand its’ networks and    partnerships around emergency preparedness and response work, reach beyond    the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar    and other parts of Bangladesh.  | 
            
          
         
        
          
            
              Purpose   | 
            
            
              The    main purpose of this position to increase and ensure oversight for the Grants    Management and Donor compliance of the country program portfolio.   | 
            
          
         
        
          
            
              Major Responsibilities   | 
            
            
              Compliance and grant management 
                  
                    
                      - With support from the Grants    Coordinator, support the regular monitoring of grants, using appropriate    grant management tools and organizing and coordinating follow up action of    Project Opening Meetings (POMs); monthly Project Implementation Meetings    (PIMs); budget review/Budget vs Actual (BVA) review meetings and Project    Closing Meetings (PCMs) in collaboration with the Grants Coordinator.
 
                      - Ensure that grants and award contracts    are well administered, and program/operations teams are fully informed of    relevant donor compliance regulations and IRC procedures including any new    donor communications, changes in regulations and meetings or events.
 
                      - Provide technical mentorship on IRC and    donor regulations to MEAL, program and operations staff to ensure compliance    within operations, implementation and reporting. This includes advising    programs, operational and support teams and senior management on necessary    actions to address compliance issues and processes modification requests,    NCEs, cost extensions, budget realignments, and other amendments as required. 
 
                      - Liaise with IRC HQ about specific    compliance issues and clearly communicate these issues through to relevant    colleagues in the field.
 
                     
                   
                Reporting and Internal and external communication  
                  
                    
                      - Update and support the use of    information management systems and grant management tools; such as box and    OTIS (Award Management system) to ensure accurate tracking of opportunities    and grants reporting. 
 
                      - Provide monthly analysis of BVA of    grants and update the FM01 (financial overview toolkit) analysis and share    with Grants coordinator and Sr. Co GPA.
 
                      - Support the sub award process with    local or international partners, including due diligence of potential    partners and draft sub award agreement in line with IRC processes and donor    requirements. 
 
                      - Ensure timely submission and quality    reporting and donor updates by cross checking all documents (financial,    narrative, MEAL data, log-frame and annexes) ensuring cohesive language,    consistent monitoring data and financially reported figures in coordination    with the finance, support and program team. 
 
                      - Ensure systematic record keeping to    maintain hard and soft grant files of the grant portfolio; distribute and    share documentation (grant proposals, reports, budget etc.) to relevant staff    as appropriate.
 
                      - Coordinate the workflow and compilation    of reports by ensuring all guidance on requirements and templates are shared,    donor reporting trackers are updated that designating contributors and    reports are submitted with the review of technical coordinators (TC), grants    coordinator, SMT for sharing and technical review by the Regional support    teams/HQ.
 
                      - With the support of the Grants    Coordinator Coordinate with HQ colleagues and directly to donors (if    required) on donor queries and submitted reports. Ensuring that feedback    following on quality and technical review of reports is shared and addressed    by the program/finance/support team and any donor queries are shared with    relevant colleagues and addressed on time. 
 
                     
                   
                Proposal and donor    liaison 
                  
                    
                      - Support    of the Grants Co and Sr Co GPA to develop relationships with existing donors    to pursue renewed investment and strengthen existing relationships the donor, consortium partners and other    relevant external/internal parties by facilitating preparation for donor    visits and or meetings
 
                      - Support    Grants co to develop concept notes and proposal by launching go-no-go    discussions, sharing timeline, templates, donor requirements and coordinating    contribution from program (MEAL) /finance/support team and lead the quality    edit, cohesion of data between all documents (narrative/budget/log frame    & annexes) and timely submission to HQ/region for technical review and    submission.
 
                      - Monitor    for upcoming competitive open calls/EOI’S and support grants coordinator in    preliminary discussions for renewed funding with donors.
 
                      - Perform other duties as required of the    grants team.

              Requirements   | 
            
            
              
                
                  - At least 05    years of work experience in humanitarian or development programs/industry. 
 
                  - Demonstrable experience in grants    management, including: report writing, financial report reviewing, grant    monitoring, risk and compliance management, budget realignments. 
 
                  - Experience of working with    institutional donors is highly expected. 
 
                  - Demonstrable    understanding of project planning and project cycle management. 
 
                  - Demonstrable    high-level performance management and team working skills, with experience in    managing multiple donors. 
 
                  - Ability to    build good working relationships and work effectively with program, field    staff and HQ from a distance. 
 
                  - High-level    of knowledge and practice with Word, Excel, Outlook, etc. 
 
                  - Ability to    work well under tight deadlines and high-pressure situations. 
 
                  - Professional    fluency in spoken and written English; able to communicate concisely and with    impact.
