IRC Bangladesh has its ongoing health programme in different camps in Ukhiya and Teknaf under Cox’s Bazar district. As part of IRC’s health programme, IRC is going to establish a Primary Health Care Center (PHCC) in Camp11, Ukhiya where the total workable land area is about 7880 sft. And it is expected to have single storied structures in environment friendly modern design and low cost materials (i.e Steel building fabrication & sandwich panel). In this regard, IRC is looking for potential qualified Construction firm/Companies for Steel building fabrication & sandwich panel made construction work. Interested construction firm/companies are requested to provide their technical competency proven documents according to acceptance and evaluation criteria for Pre-qualification process. Only Pre-qualified construction firm/companies will be called later for main construction work tender process once IRC finalized the BoQ and design.
Period of Performance
It is expected to start the construction work as early as possible after completion of competitive bidding process by IRC. So, final construction will be done according to the final design and approved BoQ. Interested qualified competent Construction firm/Companies for this Steel building fabrication & sandwich panel made construction work are invited to submit their Technical proposal for Pre qualification process. Final Design, Drawing and BoQ preparation is in progress. After having the details final BoQ and design IRC will invite only Pre-Qualified Construction Firm/Companies for their financial and completion period proposals. It is expected that IRC will complete the pre-qualification process by end of July 2021 where the actual restricted tender bidding will happen in August 2021 and selected winner bidder should start work from August or early September 2021.
Place of Performance
Construction of Primary Health Care Center (PHCC) will be in Camp -11, Ukhiya where the total workable land area is about 7880 sft. The GPS coordinates are Latitude: 21.183103 & Longitude: 92.158259.
Work Requirements
The objective of inviting interested experienced qualified Construction firm/companies for this Steel building fabrication & sandwich panel made construction work to ensure below listed service delivery:
- It is to be noted that the structure will not be of permanent in nature (due to restrictions posed by Government of Bangladesh in Rohingya camps in Cox Bazar) and thereby IRC is considering collapsible sandwich panel with minimum civil work.
- To construct a Primary Health Care Centre with architectural & Engineering drawing and design where proper structural design with electric layout, fire safety plan, plumbing plan, water and sanitation plan, for OPD (single-storey) building, IPD (single-storey) building, waiting shed, X-Ray room (identifying medical protocol), water tank platform (for 2X5000 ltr.) Heavy Generator room, Security room etc.
- It is highly recommended that interested Construction firm/companies should have practical knowledge and idea about Camp location and land condition.
- Construction Firm/Companies will strictly follow the BoQ, Design, specification of Materials and will do construction work as per instruction and guidance by Consultancy firm appointed by IRC and IRC construction supervisor.
- Ensure fire safety, flood and cyclone resistance and health safety, office security should be given during construction period.
- Interested Construction Firm/Companies will be abide by IRC policy.
Schedule/Milestones
Interested Engineering firm/companies for Pre Qualification on Construction work are expected to submit their details technical proposal including necessary documents and experience documentations as mentioned above by 01.00 pm of 25th July 2021. For prequalification process, interested Engineering firm/companies are not required to submit any financial proposal or offer. IRC will take about one week time (subject to number of proposal and clearance from selection committee) to finalize the Pre-qualification process, once the pre-qualification process is complete, IRC will do restricted tender only among pre-qualified Engineering firm/companies to submit details Financial proposal and Delivery completion timeline according to final BoQ and Design.
Acceptance Criteria
Interested engineering firm/companies are requested to submit below listed documents and information to be eligible for the Pre qualification evaluation process.
- A cover letter explaining the interest in supplying the goods or service to the IRC, mentioning relevant experience on Steel building fabrication & sandwich panel made construction work ;
- Profile with portfolio of the company with mentioning the staffs/ technician’s qualification (CV’s) who will be involve in this project. Provider need to mention gender balanced team composition who will be involved in this project.
- The Construction firm/company should provide copy of their valid updated (2020-2021) business registration/license copy. (Mandatory)
- The Construction firm/company should provide copy of their valid Tax registration with updated 2020-2021 Tax return certificate. (Mandatory)
- The Construction firm/company should provide copy of their valid 13 digit BIN/ VAT registration. (Provider should have ability to process invoice in Musak 6.3). (Mandatory)
- The Engineering firm/company should provide a details proposal to showcase their competency and experience on Steel building fabrication & sandwich panel made construction work. The proposal also should have below details and section-
- Team combination: number of people will be engaged in this construction work (a gender balanced team is expected).
- Team skill and qualification: details CV of the team member need to submit with the proposal where should be minimum one B.Sc engineer with minimum three year working experience or one Diploma Engineer with minimum five year experience on relevant field should be in team.
- Company need to provide their previous work experience related to Steel building fabrication & sandwich panel construction work. PO/contract copy of previous similar service (e.g. Steel building fabrication & sandwich panel made construction) will be counted for evaluation process.
- Bidder need to provide IRC Vendor Information Form (VIF), COI & COI form which is available in given link: https://rescue.box.com/v/IRCTender-notice
Special note: Bidders need to provide documents and information mentioned in the acceptance criteria (1 to 7). Bidders will not be considered for evaluation process if any information or documents not provided as asked in acceptance criteria.

Clarification of Bidding Documents:
A prospective Bidder requiring any clarification of the pre-qualification process or documents may notify the Purchaser in writing at BD.clarifications@rescue.org. The request for clarification must reach the purchaser not later than 12th July, 2021 before 3.00PM. The Purchaser will respond by e-mail providing clarification on the bid documents by 13th July, 2021.
A meeting will be held on Zoom virtual meeting (Zoom conference meeting) on 12th July 2021, starting at 02.00 pm and finishing time 03.00 pm, where all interested bidders are invited.

Deadline of proposal offer submission:
Interested engineering firm/companies are requested to submit their proposal with necessary supporting documents mentioned above as a PDF copy through email with necessary attachments before 01.00 PM of 25th July 2021. After this mentioned date and time, no bid offer will be accepted.
