SCOPE OF SERVICES REQUIRED

Engineering Consultancy service to develop design and BoQ with supervision of construction work of  Primary Health Care Center in Rohingya Camp

IRC Bangladesh has its ongoing health facilities in different Rohingya Camps in Ukhiya and Teknaf. Part of IRC’s health service programme, IRC is going to establish Primary Health Care Center (PHCC) in Rohingya Camp 8E, Ukhiya where the total workable land  area is about 7880 sft. And it is expected to have two storied structure by using environment friendly modern design and low cost materials (i.e sandwich panel). On this regard, IRC looking for potential Engineering firm/companies for Consultancy Service to develop details engineering design and BoQ. The service provider also will be responsible for providing technical support to IRC on quality monitoring and supervision of implementation work.

Period of Performance

It is expected to start the construction work as early as possible after completion of competitive bidding process by IRC. So the final design and BoQ is necessary to be prepared and approved by the Engineering Consultancy firm/company who will be selected through a competitive process. So, interested Engineering firm/companies for Consultancy Service, need to submit their details proposal following the below mentioned acceptance criteria requirements. It is a preference to have the details BoQ and Design within two week from the contract issue date. And after then IRC will process the tender and once the construction company is hired and work starts, Engineering Consultancy service provider also need to be engaged to provide technical supervision and monitoring support to IRC on quality delivery by the construction service provider. It is to be noted that the technical supervision and monitoring support will not be required on day to day basis, therefore interested bidder should specify the critical stage / milestones of the construction work where such supervision and monitoring will be critical and accordingly number of days of such support should be proposed. 

Place of Performance

Primary Health Care Center (PHCC) will be establish in Rohingya Camp 8E, Ukhiya where the total workable land area is about 7880 sft. The GPS coordinates are Longitude: 92.165723, Latitude: 21.193369. Consultancy service providers are expected to visit the site and do proper technical assessment before finalizing the design and BoQ.

Work Requirements

The objective of hiring Engineering firm/companies as Consultancy service provider is to ensure below listed service delivery.

• It is to be noted that the structure will not be of permanent in nature (due to restrictions posed by Government of Bangladesh in Rohingya camps in Cox Bazar) and thereby IRC is considering collapsible sandwich panel with minimum civil work.  
• To develop an appropriate architectural & Engineering drawing and design where proper structure design with electric layout, fire safety plan, plumbing plan, water and sanitation plan, for OPD (two-storey) building, IPD (single-storey) building, waiting shed, X-Ray room (identifying medical protocol), water tank platform (for 2X5000 ltr.) etc
• To prepare an interior layout plan including the furniture and materials will be required for Primary Health Care Centre (PHCC) with consultation of IRC Health Team
• To ensure healthy safety measure are incorporated in the plan
• To ensure that the engineering design and BoQ sufficiently factor in vulnerability of the health facility to natural hazards such as cyclone, strong winds, flood / heavy rains, landslides etc.
• To prepare appropriate BoQ of work including standardization of materials and technical specification based on requirement and in-country market availability.
• Finalize materials sample (if any) for tender process and construction work.
• Provide technical support to IRC’s tender committee on any technical evaluation process when needed.
• Provide monitoring and supervision assistance to the construction work during execution of construction work on behalf of IRC and flag any concern on quality of material, construction work or construction supplier performance if it is not according to design, BoQ and agreed quality standard. It is to be noted that the technical supervision and monitoring support will not be required on day to day basis, therefore interested bidder should specific the critical stage / milestones of the construction where such supervision and monitoring will be critical and accordingly number of days of such support should be proposed.
• All design and concept should be in consideration of diversity, gender sensitivity and also user friendly for people with disability.
• Health safety, office security concern should be given priority in the layout.
• Consultancy company will be responsible to coordinate with Construction contractor/supplier and IRC time to time for timely progress of implementation work. 
• Consultancy company need to provide assistance to IRC engineer on construction work completion assessment and necessary documentations.
• There will be separate BoQ for different structure & item as per requirement where the Certification for drawing & BOQ need to be done by consultancy company.
• All soft copies of final design (AutoCAD files) and BoQ should be given to IRC.

Schedule/Milestones

Interested Engineering firm/companies for Consultancy Service are expected to submit their details proposal including necessary documents and experience documentations as mentioned above by 10.30 am of 29th October 2020. IRC will take maximum one week time (subject to number of bidders and clearance form selection committee) to finalize the engineering firm/company and once the provider is selected, it is expected that the provider will start their work in an immediate effort and deliver the draft design and BoQ to IRC within 10 calender days incliuding site visit.

Acceptance Criteria

Interested engineering firm/companies are requested to submit below listed documents and information to be eligible for the evaluation process and consultancy work.

• Company profile where company owner and executives details, company’s similar ongoing or completed projects details, important client details as reference etc.
• The Engineering firm/company should provide copy of their valid business registration.
• The Engineering firm/company should provide copy of their valid Tax registration.
• The Engineering firm/company should provide copy of their valid BIN/ VAT registration.
• The Engineering firm/company should provide a details proposal on what documents they will produce (e.g. 2D / 3D design, BoQ etc) how they will complete the work. The proposal also should have below details and section-
• Type of documents (such as 2D / 3D design) detailed BoQ etc that consultancy company will provide to IRC to manage subsequent tender process for construction effectively.
• Team combination: number of people will be engaged in this service work (a gender balanced team is expected).
• Team skill and qualification: details CV of the team member need to submit with the proposal where should be minimum one B.Sc engineer with minimum three year working experience or one Diploma Engineer with minimum five year experience on relevant field should be in team.
• Detail timeline and process method should be clearly mentioned in the proposal.
• Details on how the company will be ensuring the supervisor and monitoring support during the construction execution period. It is to be noted that the technical supervision and monitoring support will not be required on day to day basis, therefore interested bidder should specific the critical stage / milestones of the construction where such supervision and monitoring will be critical and accordingly number of days of such support should be proposed.
• Company need to provide their previous work experience related to sandwich panel construction work. PO/contract copy of previous similar service (e.g. Steel building fabrication & sandwich panel made construction) will be counted for evaluation process.  
• Details price offer: company need to provide a financial offer for this consultancy service work where there terms of payment need to clearly mention. Any financial price offer must be inclusive of all necessary Tax/Vat as per Govt. Regulations.
• Bidder need to provide IRC Vendor Information Form (VIF) which is available in given link.

Special note: Bidders need to provide documents and information mentioned in the acceptance criteria (1 to 8). Bidders will not be considered for evaluation process if any information or documents not provided as asked in acceptance criteria.

Evaluation process and proposal submission deadline:

Criteria 1: Previous work experience in similar work (20% weightage)
Based on proof of documents (PO/Contract or completion certificate copy) on similar work (Steel building fabrication & sandwich panel made construction works) will be considered as evaluation process. Maximum PO/Contract or completion certificate copy provider in different organization will get highest score.

Criteria 2: Type of documents (Engineering design, BoQ and other relevant documents useful for subsequent tender process for actual construction), Skill and competent team (25% weightage)

IRC will evaluate the Skill and competency of the team who is proposed by the company to perform the service. So, bidder need to provide details CVs of the nominated team members. Gander balanced team with highest educational background and maximum years of working experience (preferably Steel building fabrication & sandwich panel made construction) will get highest score.

Criteria 3:  (15% weightage): Quality of technical supervision and monitoring plan. It is to be noted that the technical supervision and monitoring support will not be required on day to day basis, therefore interested bidder should specify the critical stage / milestones of the construction where such supervision and monitoring will be critical and accordingly number of days of such support should be proposed.

Criteria 3: Delivery timeline (10% weightage)
Bidder need to provide clear timetable on how much time will be require to prepare the final design and BoQ after issuance of PO/Contract by IRC. Shortest delivery lead-time to prepare design and BOQ will get highest score in this criteria.

Criteria 4: Offered Price (30% weightage)
Based on bidders financial offer for the total consultancy service, bidder will get score. Lowest price offer will get highest score.

Deadline of proposal offer submission:

Interested engineering firm/companies are requested to submit their proposal (both financial and technical) with necessary supporting documents mentioned above in a closed envelop to IRC Cox’s Bazar Office or can send their offer through email with necessary attachments before 10.30 AM of 29th October 2020. For Email bid submission, bid will be only accepted between 09.00 AM to 10.30 AM of 29th October 2020. After this mentioned date and time, no bid offer will be accepted.
