Ipas is a nonprofit organization working with partners around the world to advance reproductive justice by expanding access to abortion and contraception. We aim to build sustainable abortion ecosystems that address all factors impacting a person’s ability to access abortion—from individual health knowledge to social and community support, to a trained health workforce, to political leadership and supportive laws. In Bangladesh Ipas works since 2011 and from its inception in the country we work closely with the Ministry of Health and Family Welfare to ensure that women and girls can enhance their sexual and reproductive health via affordable, safe, respectful, and comprehensive abortion and contraceptive care. Ipas works throughout the country- in rural settings, in urban areas and in the humanitarian settings.

Ipas Bangladesh is seeking applications from hardworking, sincere, and cheerful individuals for the following position.

Position: Consultant- Clinical Trainer and Mentor, Based in Cox’s Bazar  (Number of Positions-1)

Key Role

The consultant will be responsible to improve the availability and accessibility of quality service of comprehensive Menstrual Regulation & Postabortion Care and Contraceptive care through capacity building, mentoring & monitoring, follow up of service providers by following national standard protocol who are performing SRH services in Humanitarian settings. Consultant will be responsible for need based quality service provision according to the standard protocol. The consultant will support in ‘Quality Assurance’ initiatives, including planning for quality improvement of the facilities and mentoring of the Ipas’s seconded service providers as well as all the trainees in guidance of Ipas’s Health system regarding the quality issues. 

The consultant will also actively participate in the planning and implementation of project activities as per project indicators with Cox’s Bazar team, implementing partners and will conduct monitoring visit for enduring service delivery and other support activities in consultation with the project manager.

Key Responsibilities

A. Capacity Building of service providers (Physicians and Mid-level Providers) to ensure quality FP, MR, and PAC Services in Ipas supported facilities:

  • Provide technical support to partner NGO’s trainers for capacity building through training, ensure onsite support and mentoring of Ipas’s seconded service providers and as well as of other partner NGOs working in Humanitarian ground.
  • Prepare training plan in collaboration with the partner organization and Ipas’s Health system team as per project activity plan and allocated budget within due time.
  • Supervise and monitoring to ensure quality of training conducted by the partner organization as per Ipas standard protocol.
  • Participates in the development of training needs, communication with the partner NGO’s for nominating trainee, organizing and support trainers and facilitators in training conduction, provide support and guidance to trainers and clinical mentors in trainee follow-up as per protocol.
  • Facilitate training session as per standards when required.

B. Mentoring, Monitoring support to and Coordination with Implementing partner

  • Ensure monitoring in Ipas supported all facilities and seconded service providers through routine field visits according to standard protocol. 
  • Actively take part in onsite support and clinical mentoring on providing contraceptive and MR/PAC services for UNFPA supported midwifes in the humanitarian settings through facilitation of theory & practical sessions and onsite mentoring using appropriate logistics, clinical mentoring & monitoring tool.
  • Ensure follow up of trainee (UNFPA supported Midwives) who received competency certification from Ipas to involve them in regular practice of FP, MR, PAC service.
  • Support clinical mentors of partner NGOs in providing mentoring and monitoring support to improve the process and outcome of mentoring and monitoring effort.
  • Conduct SPR (Service Provision Report) quarterly to observe the service improvement, challenges, and plan for corrective measures to resolve the challenges in consultation with project team members and Project manager.

C. Facility readiness

  • Ensure medical instruments, appropriate medicines and logistics, commodities at the selected health facilities of camp areas to ensure comprehensive MR, PAC and FP services through seconded service providers of respective facilities.
  • Ensure utilization of training logistics, models, medical instruments and, other training logistic for effective practice session during the trainings and clinical mentoring at facility level.
  • Regular monitoring service data to address the gaps in skill in record keeping for the documentation of FP, MR, PAC service
  • Regular monitoring of Ipas seconded service providers to address the gaps in knowledge and skill to provide quality FP, MR, PAC service and plan for need assessment for their further improvement.

D. Coordination with internal and external stakeholders:

  • Support through organizing and by attending in coordination meeting with government (RRRC, CIC, CS, DDFP), donor agency and different stakeholders as per project requirement both at camp level and district level; share the meeting decisions and resolutions with team members for further planning.
  • Facilitate the whole site orientation (WSO) and Values Clarification and Attitude Transformation (VCAT) sessions in training activities and at facility level for the managers, other service providers and facility staff to ensure enabling environment for provider to provide quality MR, PAC and FP services.
  • Support the project team members in organizing program review and coordination meeting as per project work plan.
  • Attend need based different meetings with donor, stakeholders, orientation coordination meetings
  • Reports to Project Manager about workflow, deadlines, reports
  • Performs other duties as assigned by the supervisor

. Qualifications and Experience

  • MBBS with post-graduation in public health or relevant area.
  • At least 3-5 years’ experience in public health.
  • At least years’ experience in public health.
  • Experience and knowledge on Sexual & Reproductive Health (SRH) program particularly family planning and MR/PAC program
  • Experience in performing MR, PAC and FP services
  • 1-2 years of experience in humanitarian settings would be an asset.
  • Strong written and verbal communication skill in English and Bangla.
  • Experience of working in diverse cultural settings will be preferred.
  • Ability and willingness of extensive field travel is essential.
  • Computer literacy with proficiency in Microsoft word, excel and PowerPoint.

  • February 01, 2023, to July 31, 2023

REMUNERATION AND OTHER SUPPORT

BDT per month 147,000 ( including  VAT and IT)

Note: Above consultancy fees includes 15% VAT and 10% income tax.

Withholding of Tax and VAT will be as per GoB rule and deposited by Ipas to the Government of Bangladesh through treasury challan.
