Human Resource (HR) & Administrative Manager (Manager I) - 01 Position based at Country Office - Dhaka

Job Summary

The Human Resources (HR) & Administrative Manager is responsible for managing HR and Administrative function in Ipas Bangladesh Country Office. The Manager is responsible for the technical management of human resources of Ipas Bangladesh so as to secure the effective and efficient implementation of the Country’s HR strategy in conformity with the legal and internal frameworks. The Manager is also responsible to ensure smooth functioning of the office operation, logistics support, procurement and legal registration process.

Key Responsibilities

Human Resource Management:

  • Builds relationships with all managers and unit leads in the organization, to consult and provide HR support and guidance.
  • Advises on and coordinates recruitment and selection processes, as per organizational procedures.
  • Develops and implements locally appropriate onboarding processes and communications for new staff, in line with Ipas policies and approach.
  • Ensure compliance with Ipas policies, country and donor policies and guidelines, the Employee Handbook, employment contracts and files, and Ipas minimum standards.
  • Provides support to supervisors to develop staff skills and capabilities to ensure accurate job descriptions are available; Provides support related to developing and updating job descriptions.
  • Provides performance management guidance to management (e.g., coaching, counseling, career development, disciplinary actions).
  • Works to ensure a competitive and cost-efficient benefits package and supports salary scale reviews and revisions as needed.
  • Identifies training and development opportunities; as well as organizing training sessions, workshops and staff recognition and appreciation activities.
  • Ensures accuracy and proper functioning of the human resources information system, including monitoring and reporting the proper entry of information from activities such as: timesheets, vacations, permits, and absences to management.
  • Ensures timely enrollment and off-rollment in/out of benefits, and timely updates on HR systems.
  • Works with supervisors to manage voluntary and involuntary separations, including conducting exit interviews.
  • Implements the Ipas Employee Engagement Survey, reports on their results, and works with Ipas Country leadership to ensure a positive organizational climate.
  • Supports management in budget preparations regarding Compensation and benefits and Staffing.
  • Maintains knowledge of laws and requirements related to management of employees, works to reduce legal and other HR related risks and to ensure regulatory compliance. Partners with local legal counsel as needed.
  • Ensure compliance with legal obligations tax obligations (HR, administrative, etc.) through external sources of support (lawyers, local accountant, workplace inspectors, etc.) and accord particular attention to the legality of contracts

Procurement:

  • Manage vendor selection processes for different categories, including ensuring appropriate approvals and signed documentations as per the Authority Matrix and Ipas policies.
  • Update the list of approved enlisted vendors on half yearly basis.
  • Assist project staff in the identification and selection of required consultants and agencies for specified technical scopes of work.
  • Prepare monthly/quarterly procurement plan in consultation with project managers, unit leads and Sr. Advisor – Logistics Supply as per approved budget.
  • Hold regular meetings with purchase committee members for opening of the bids and recommendation of the comparative statement for each procurement require competitive bidding.
  • Ensure procurement of project material and other supplies/equipment following Ipas procurement policy as per approved requisition within agreed deadline.
  • Conduct performance appraisal of the vendors taking inputs from the requisitioners and place to purchase committee for approval.

Logistical Support:

  • Manage logistical activities for the office in a cost effective manner, within budgets, as per Ipas, Bangladesh government and donor guidelines and policies and with relevant approvals.
  • Manage collection of venues rates, accommodation/hotel room tariff of different size and category, prepare statement and take management approval on annual basis.
  • Ensure logistical support for official meetings/training with required equipment, food, snacks etc. as per Ipas procurement policy.
  • Ensure vehicle support to country program with proper coordination confirming value for money and best use of the resource.
  • Provide proper travel guidance to Ipas Bangladesh staff for international travel and international visitors, in line with Ipas Travel and Safety policies and Bangladesh requirements.
  • Ensure necessary logistics support including visa support, currency endorsement, invitation letters, accommodation support etc.

Office Maintenance & Administrative support:

  • Responsible for managing of the office space which includes but is not limited to managing lease deed, repairs and smooth utility services etc.
  • Ensure documentation is maintained as per legal and Ipas record retention requirements.
  • Supervises the maintenance of office equipment, including copier, fax machine, etc.
  • Responsible for the facilities day-to-day operations (such as distributing building access keys and back-up to security access cards, etc.)

Qualifications and Experience

  • Master’s degree in human resource management or relevant subject
  • Minimum 8 years of combined human resource and administrative management experiences
  • Minimum years of experience of working with INGO, preferable in the health and/or development sectors
  • Proven Knowledge and Experience in personnel administration, payroll management, employment legislations and staff development & recruitment process management

Personal Qualities:

  • Ability to make decisions, delegate effectively and supervise staff
  • Good organization skills
  • Good communication skills in Bangla and English
  • Good counseling and negotiation skills
  • Solid understanding of national and local employment regulations

Salary & Benefit
