Ipas is an international NGO with a mission of reducing maternal deaths and disabilities from unsafe abortion and improving women’s reproductive health and rights. Ipas has been working in Bangladesh since July 2011.

Ipas Bangladesh is a partner of a Consortium led by Concern Worldwide to implement a large health programme funded by DFID to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the Khulna and Barishal Division of Bangladesh. The programme duration is three and half years from 2019- 2022.

Ipas Bangladesh is seeking applications from hardworking, sincere and cheerful individuals for the following position for its Essential Healthcare for the Disadvantaged (EHD) in Bangladesh project funded by DFID:

Position: MEAL Advisor I - Essential Healthcare for the Disadvantaged (EHD) in Bangladesh project

Job Summary

The MEAL Advisor I is responsible for providing technical and managerial support to EHD project. S/he will be the key responsible person for Ipas Bangladesh’s research, monitoring and evaluation efforts of the project and collaborating with the RM&E and other units of Ipas and with relevant consortium members to ensure quality implementation of the project. The Advisor will responsible for designing and managing different assessment, studies and evaluations and also for database management, statistical analysis, and scientific & technical writing including donor reporting.

S/he will be the focal person for providing technical support to improve data use at local level by health managers to improve health care services and to enhance data management capacity of statisticians and other relevant officials working with public health system of the project area.  S/he will work with the RM&E team of Ipas Bangladesh to ensure adequate field monitoring and improvement of existing DGHS and DGFP’s management information system. 

Key Responsibilities

  • Provide technical guidance and managerial oversight of the implementation of M&E plan of the project, including data collection, data management and documentation, and results reporting
  • Ensure quality control and consistency with Ipas global standards for RM&E
  • Designing and managing different assessment, studies and evaluations activities in collaboration with Ipas country & global office and Consortium members
  • Lead project data management, statistical analysis, scientific & technical writing and assisting in donor reporting.  
  • Design, ethical approval, implementation, data analysis, reporting, and administrative support for operations/intervention research to test program models
  • Technical support for improving data quality and data use at local level by health managers to improve health care services
  • Support statisticians and other relevant officials working with public health system of the project area to improve their data management capacity
  • Work with the RM&E team of Ipas Bangladesh to ensure adequate field monitoring and improvement of existing DGHS and DGFP’s management information system. 
  • Support capacity building of staff (including partner) and consultants in data collection processing and analyzing.
  • Maintain regular and ongoing communication with technical and program unit staff in Ipas headquarters office, consortium partners and concerned program division of Ministry of Health and Family Welfare, Bangladesh
  • Conduct dissemination of RM&E findings, both internally and externally, including workshop organization, report preparation and contributing to peer-reviewed journal articles
  • Represent Ipas at local, regional and global professional meetings and conferences
  • Coordinate with consortium partner as and when necessary
  • Collaborate with other Ipas units and country programs to achieve overall organizational objectives
  • Frequent travel (50% time) to remote and hard-to-reach areas for supervision, monitoring, evaluation.
  • Supervisory support and other duties as requested by the supervisor

Qualifications and Experience

  • Master’s degree in Statistics, Biostatistics or other relevant subject. MPH will be an asset.
  • 8+ years of experience conducting monitoring, evaluation and research in public health programs, maternal health program preferably working in international organizations.
  • 5+ years of experience supervising research and/or monitoring and evaluation teams.
  • Experience in applying research findings to inform the design of community and health facility-based interventions.
  • Strong quantitative research skills, including demonstrated ability in the collection, management, analysis and presentation of quantitative data.
  • Sound understanding and experience in qualitative research.
  • Demonstrated ability in word processing, spreadsheet (Excel), and statistical computer packages (Epi Info, Stata, SPSS, SAS). Experience with qualitative packages (Atlas.ti, NVivo) desired.
  • Strong management skills, including experience in project administration, supervision of field staff, and communication among global and national staff and partners.
  • Strong technical and scientific writing and communication skill
  • Ability and willingness to travel domestically 50%.
  • A limited amount of international travel is required.
  • Strong interpersonal skills and the ability to work successfully in a cross-cultural, team-based global environment.
