Request for Proposal (RFP)

The International Organization for Migration (IOM) is looking for a qualified individual consultant(s) for proofreading and editing services of two modules English. The Terms of Reference (ToR) is stated below:

1. Background and context:

The International Organization for Migration (IOM) is implementing a four-year European Union (EU) funded project titled “Sustainable Reintegration and Migration Governance in Bangladesh” known as “Prottasha”, in partnership with BRAC. The project is expected to contribute to the sustainable reintegration of returnees and the progressive achievement of Sustainable Development Goal 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed policies in Bangladesh. Reintegration of returnees from European Union (EU) member states and awareness raising for safe migration are key components of this project that are aimed to contribute in enhancing correct knowledge, attitude, and practices (KAP) of returning and aspirant/potential migrants, their families and communities to adopt regular safe and orderly migration and better manage remittances.

Under this project two modules have been developed named as “Financial Literacy and Remittance Management” and “Awareness Raising on Safe Labour Migration”, which are both in Bangla and English language. The module on Financial Literacy and Remittance Management will be used for the capacity development of aspiring, potential and returning migrants and their family members. The module on awareness raising will be used for capacity development of local level relevant stakeholders including government officials and civil society organizations. Both the modules are in final stage for publishing on online and hardcopy; and require high quality proofreading and editing suitable for international audience/readers.

The specific objectives (SO) of the project are to ensure that;

  • SO1: Irregular migrants returning to Bangladesh are sustainably reintegrated (Reintegration component)
  • SO2: The capacities of the Government of Bangladesh and other migration actors are strengthened to manage migration at central and local levels and to ensure the reintegration of irregular migrants (Migration Governance component)
  • SO3:Returning Migrants, aspirant migrants, families, communities, and local government and private sector actors, are empowered to make informed decisions about migration, and practice and promote safe, orderly and regular migration behaviours, including remittance management. (Component on Awareness Raising)

On this backdrop, IOM initiates the task of proofreading of the two modules in English mentioned above. IOM is looking for a qualified individual/service provider for the assignment of proof reading of two modules in English language under this ToR. 

2. Objective of the consultancy:

The main objective of the consultancy is to complete the proofreading of the following specified modules maintaining the quality control of language and quality protocols under IOM house style manual and communication and visibility guide of Prottasha project:

3. Key tasks of the consultants:  

The consultant(s) assigned under this ToR will consider the following key tasks:

  • Proofreading the specified modules including correcting spelling, style, formatting, grammatical, punctuation or any other linguistic error as per the IOM house style guidelines ;  
  • Incorporating the expectations/comments/feedback for proofreading from IOM till the final version is approved and maintain the overall clarity and quality of consultant’(s) tasks;
  • Preparing the final versions ready for printing/publishing” considering the quality control described in objective. In rare cases (depends on the quality of deliverable), the proofreader may need to be asked to revise or rework on the task while maintaining the essence of the content.
  • Ensure that all content is free of linguistic mistakes stated earlier, have the expected quality control and presentable

4. Methodology:

The following can be considered for the assigned tasks:

  • Read and understand the quality control of language and quality protocols under IOM house style manual and communication and visibility guide of Prottasha project, provided by IOM; 
  • Consultation with IOM for accumulating expectations/comments/feedback on proofreading and continuous refinement;

5. Key deliverable(s):

Following will be considered as key deliverables:

  • Share a draft after proofreading of assigned modules;
  • Submit the final version ready to be print/publish, incorporating all feedback/comments from IOM until the approval.

6. Production Duration/ Timeline:

The assignment will be granted for total 30 days. 

7. Method of Application:

8. Required Documents:

Interested individual(s) need to submit a technical and financial proposal separately in single email.

Each Submission Must Include the Following:

    • Technical Proposal must contain:
  • Profile of the firm/agency/service provider: CV of the individual(s) including past experience in similar assignments and name of the references.
  • Examples of samples of work to be included.
  • Methodology with detailed of: a) work plan and consultation on the modules; b) proofreading document; c) revision based on feedback/comment and d) Submitting final version.
    • Financial Proposal must contain:
  • listing all costs associated with the assignment. In particular, the financial proposal should itemize the following:
  • Associated human resource costs for proofreading per page and finalizing the documents;
  • All associated cost needs to be show in local currency (BDT).

9. Professional and Related Experiences:

The proposed induvial(s) should have following competence:

  • 5 to 7 years relevant experience, demonstrated ability to write, edit or proofread reports for various audiences, with portfolio that includes UN agencies and/or donors.
  • Proven degree in English language/humanities/social science or relevant field.
  • Expert mastery of the English language, native English speaker preferable.  
  • Knowledge on the concepts of safe migration, financial literacy, better remittance management, preferable.
  • Ability to work in tight deadline and willing to accept and incorporate multiple times’ feedbacks/comments.

The Proposal should be written in English.

Any attempt for persuasion will be considered as a disqualification.
