Request for Proposal (RFP)

The International Organization for Migration (IOM) is looking for a qualified service provider to facilitate the “installation of information boards in the project locations”, as per below Terms of Reference (ToR):

Background/Context of the program:

International labor migration has been an integral part of economic and social development of Bangladesh. The growing occurrence and significance of labor migration from Bangladesh has become an important issue for country’s development. The Government of Bangladesh has taken several initiatives to enhance the policy and practices to better facilitate safe and dignified labor migration from Bangladesh. Nevertheless, a big number of Bangladeshi nationals are taking irregular routes for migrating abroad. Lack of information and awareness on safe migration and reintegration process is a major factor among others contributing to irregular migration/remigration. In recent years, an increasing number of Bangladeshis have taken irregular pathways to reach European countries. In this regard, the Government of Bangladesh and the European Union through high level multilateral and bilateral discussions signed a Standard Operating Procedure to facilitate the return and sustainable reintegration of Bangladeshi irregular migrants without authorization to stay in EU Member States.

With financial support from the EU, IOM – The UN Migration Agency is implementing a four -year project titled “Sustainable Reintegration and Improved Migration Governance in Bangladesh” known as “Prottasha”, in partnership with BRAC. The project aims to contribute to the sustainable reintegration of returnees and the progressive achievement of SDG 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, through the implementation of planned and well-managed policies” in Bangladesh.

The project operates from the Reintegration Service Centers (RSCs) in 10 districts managed by the project and covers directly 60 upazilas with a potential service coverage to 64 districts aiming to provide reintegration support to EU returnees across Bangladesh. To foster reintegration support and facilities, the returnees are provided with need based social, psychosocial and economic reintegration support. Services are also provided through referral mechanism linking with different government and non-governmental organizations.

The services stated above including all other project activities are being managed and implemented through 10 RSCs established under this project at Keraniganj (Dhaka), Khulna, Shariatpur, Sirajganj, Tangail, Narsingdi, Munshiganj, Cumilla, Noakhali and Sylhet respectively. To reach out all the migrants, potential migrants and returnees a hot line number (+ 88 8000102030) has been initiated to provide essential and real time information and referral services to the migrants, aspirant migrants and returning migrants. Furthermore, to stimulate the whole process an Information Centre has been established at BLC Uttara, Dhaka to coordinate relevant stakeholders and provide emergency support to the returnees upon arrival at Hazrat Shahjalal International Airport.

IOM Project to which the task is contributing:

Bangladesh: Sustainable Reintegration and Improved Migration Governance (Prottasha), implemented by the International Organization for Migration (IOM) in partnership with BRAC and funded by the European Union (EU). The overall objective of the project is to contribute to the sustainable reintegration of returnees and the progressive achievement of Goal 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, through the implementation of planned and well-managed policies.

The specific objectives (SO) of the project are to ensure that-

SO1: Irregular migrants returning to Bangladesh are sustainably reintegrated (Reintegration component)

SO2: The capacities of the Government of Bangladesh and other migration actors are strengthened to manage migration at central and local levels and to ensure the reintegration of irregular migrants (Migration Governance component)

SO3: Returning migrants, aspirant migrants, families, communities and local government and private sector actors make informed decisions about migration, and practice and promote safe, orderly and regular migration behaviors, including remittance management (Awareness Raising component)

The assignment will contribute to the purpose of ensuring communications and visibility under the project. 

Objectives of the task:

To promote safe migration and advance reintegration process as well as to cater to the needs of the Government of Bangladesh, the project Prottasha planned to install a total of 300 information boards in district, upazila and union level. The objectives of installing the information boards are to disseminate safe migration and reintegration related information and services. Moreover, through this information board, “Probash Bondhu Call Center” and “Prottasha Hotline” numbers will be promoted. This RFP, however, is aimed for installation of 300 installation boards across the DEMO offices in the country and the project implementation areas under the direct supervision of IOM.

Expected outcome from the service provider:

  • Service provider will develop 300 information boards according to the below specification-
  • Instalment view will be Unipole
  • Board Size: 3′ × 5′ Metal Sheet (20 gaze)
  • Iron Stand: 3’+4’+1.5’=8.5’
  • 2 m, Iron pipe (3” pipe)
  • Iron structure-1.5”x1.5” angle
  • Board- 20 gaze Metal sheet
  • Vinyl sticker: Eco solvent sticker with lamination
  • Construction: Casting (cement)

Service Provider will install the 300 information boards (Unipole) after getting final approval from IOM according to the location list shared by IOM.

Methodology:

The key message will be jointly developed by IOM and BRAC. It should carry elements of generating ‘Top of Mind’ for audience.  IOM will install 300 units of information board. These information boards will be primarily installed in district, upazila and union level to be visible and reach out the community people to aware and inform them about safe, secure and regular migration. Initially 42 information boards will be installed in 42 District Employment and Manpower Offices (DEMOs) and 77 Technical Training Centres (TTCs) as priority (list attached). After that, rest of the 181 information boards will be installed as per the attached location list. Prottasha project’s staff from IOM and BRAC will provide support to the service provider to identify the location and installation.

Deliverables

The following are the expected deliverables:

  1. Draft proposal and workplan of the service provider
  2. Initiate the implementation
  3. Complete the installation of 300 information boards in different place in Bangladesh.

Duration/ Timeline:

The total duration for this assignment is proposed to be approximately 2 months which means the installation of 300 information boards should be completed by December 2019.

The above is an indicative timeline. In the proposal, Consultants can modify/add according to their perspectives/reasons.

Required Documents:

Interested firms/agencies/service providers need to submit a technical and financial proposal separately in single email.

Each Submission Must Include the Following:

  • Technical Proposal must contain:
    • Profile of the firm/agency/service provider: A summary of the organization and CV of the experts including technical capacity and past records in similar assignments and name of the references.
    • Methodology with detailed work plan and timeline along with samples of previous works.
  • Financial Proposal must contain:
    • listing all costs associated with the assignment. In particular, the financial proposal should itemize the following:
    • Associated technical as well as human resource costs
    • Variable costs inclusive of technological costs, cost of equipment from initial to operation period and transition management, troubleshooting management, transportation costs etc.
    • All associated cost needs to be shown in local currency (BDT).

Professional and Related Experiences:

The Service provider should have following competence:

  • At least 5 Years of experience in relevant sector
  • Proven relevant professional experience
  • Sound knowledge and demonstrated capacity for large scale installation of visibility material as such as information boards, billboards across different districts of the country
  • Demonstrated ability to draw lessons from installation related implementation challenges
  • Ability to deliver according to a short timeline while maintaining the quality of the output.

The Proposal should be written in English.

Any attempt for persuasion will be considered as a disqualification.
