Request for Proposal (RfP)

The International Organization for Migration (IOM) is looking for a qualified firm to ‘Develop a reader-friendly booklet on Global Compact for Safe, Orderly and Regular Migration (GCM)’.

Context of the assignment:

The road to the Global Compact for Safe, Orderly and Regular Migration began two years ago when the United Nations General Assembly addressed the issue of the large movements of refugees and migrants. That resulted in the adoption of the New York Declaration for Refugees and Migrants launching an intensive process of inclusive consultations and government-led negotiations leading to today’s adoption of the Global Compact for Migration (GCM).

The Compact sets out a range of principles, commitments and understandings among Member States. These include considerations of human rights, humanitarian, economic, social, development, climate change, border management and security issues affecting migrants, their countries of origin and transit as well as the communities that host them. 

With the view for the GCM to be effectively managed having an inclusive and participatory role of all key stakeholders, it is important to disseminate the key components and enhance their understanding. However, often at times, many publications and materials have technical language which is complicated to the reader. Given that the implementation of GCM would necessitate support from all relevant stakeholders both at national and local levels, IOM is proposing to develop a reader friendly GCM booklet to enhance the understanding of issues pertinent migration governance.

Method of Application:

Interested firms are invited to submit documents stated below by 1st September 2019 through e-mail to faahmed@iom.int; and CC: nafza@iom.int mentioning the RT/CO-560/2019/023: Develop a reader-friendly booklet on Global Compact for Safe, Orderly and Regular Migration in the subject line.

Required Documents:

Firms need to submit a technical and financial proposal.

Each Submission Must Include the Following:

  1. Firm’s details: A detailed CV of the experts including previous experiences and expertise of the firm.
  2. Technical Proposal with understanding of assignment including:
    • Suggested size/s of the booklet
    • Samples (at least two) of previous work;
  3. Financial Proposal listing all costs associated with the assignment.
