The International Organization for Migration (IOM) is looking for a firm to develop a promotional video on “Labour Migration in Bangladesh”.

Background/Context of the programme:

As a major country of origin (CoO) for migrant workers, there are currently around 12 million Bangladeshis living and working in 171 countries (BMET 2019)i. Every year, an additional two million new workers enter the country’s job market; of those about one million eventually move on for the overseas job market.ii Ninety two per cent of these overseas Bangladeshi workers are living in only nine countries, namely– the Kingdom of Saudi Arabia (KSA), Oman, Qatar, United Arab Emirates (UAE), Bahrain, Kuwait, Jordan, Malaysia and Singapore.iii Around USD 16 billion is remitted every year, which is equivalent to seven per cent of Bangladesh’s GDP, nine times higher than FDI and seven times of foreign aid, thus making labour migration a major resource for human development.iv Bangladesh is the fifth largest country of origin for international migrants globally, and one of the top-ten remittance receiving countries.v

The Government of Bangladesh (GoB) has been working strenuously to improve migration governance and processes. At the global and regional levels, GoB has spearheaded migration discourse for Global Compact for Safe, Orderly and Regular Migration (GCM), Global Forum on Migration and Development (GFMD) and the Sustainable Development Goals (SDGs) inter alia. At national level, with endorsement of Overseas Employment and Migrants Act (OEMA) 2013 and the ‘Expatriate Welfare and Overseas Employment Policy 2016,' the legal and policy framework have been further strengthened to protect the rights of the migrants and promote their welfare. In addition, the GoB has been decentralizing the services to migrants through District Employment and Manpower Offices (DEMOs) and providing skills trainings through Technical Training Center (TTCs).

With the view to expand existing and enter new labour markets, GoB has been conducting market analysis and strengthening bilateral discussions. For this, IOM is supporting GoB to conduct labour market research in 3 selected countries. The GoB plans to organize conventions with employers, recruiting agencies and government counterparts in target destination countries and showcase the strong workforce and potential of Bangladeshi workers in order to facilitate dialogue on labour migration. 

For the purpose to promote the migration management system of Bangladesh, highlight milestones and the potentialities of the workforce, the International Organization for Migration (IOM) is proposing to support the GoB to develop a promotional video.

1. IOM Project to which the Consultancy is contributing:

Bangladesh: Sustainable Reintegration and Improved Migration Governance (Prottasha), is a four years project implemented by the International Organization for Migration (IOM) in partnership with BRAC and funded by the European Union (EU). The overall objective of the project is to contribute to the sustainable reintegration of returnees and the progressive achievement of Goal 10.7 to facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed policies.

The specific objectives (SO) of the project are to ensure that;

  • SO 1: Irregular migrants returning to Bangladesh are sustainably reintegrated (Reintegration component)
  • SO 2: Strengthen policies and practices to improve migration governance (Migration Governance component)
  • SO 3:Relevant actors make informed decisions about migration, and practice and promote safe, orderly and regular migration behaviours, including remittance management. (Awareness Raising component)

2. Objectives of the assignment

The overall objective of the assignment is to develop a promotional video to showcase the strengths of labour migration of Bangladeshis to potential employers, government and other related stakeholders. The video will be used preliminary during visits to Tajikistan, Kenya and Guyana by the team conducting the Labour Market Research Study. In addition, the video will be used for a wider range of audience including other potential countries of destination.

The specific focus of the video will be:  

  • Overall labour migration scenario of Bangladesh including trends, socio-economic impact, legal and policy frameworks
  • Showcasing the facilities of migration including skills of migrants. This would include services of institutions like Bureau of Manpower, Employment and Training (BMET), Wage Earners' Welfare Board (WEWB), Probashi Kallyan Bank (PKB), District Employment and Manpower Offices (DEMOs), Technical Training Centers (TTCs)

3. Context and Audience

The video will be shown in the destination countries to potential employers, government and other related stakeholders. Further it will also be used in international, regional and national events/workshops/seminarss/meetings to represent and promote the labour migration of Bangladesh.

4. Methodology:

The agency needs to detail out a methodology for the proposed activities, however, the methodology can be including, but not limited to the following: 

Pre-production: Review of documents including existing IEC materials. IOM will support the AV partner to generate script to ensure a clear idea about the purpose. The initial concept and storyline will be shared with IOM and key Informants’ Interviews with Government officials and other resource persons to delineate focus of the video. Feedback will be incorporated until IOM is satisfied that the deliverables will achieve the purpose.

Production: Collect relevant shooting and footage (Both primary and existing). All work submitted must be in line with the programme communication guidelines including IOM spelling list, IOM House Style Manual and IOM Brand Guidelines 2018. IOM will oversee the movement of the AV and provide support as needed.

Post-production: The AV partner will be responsible for all aspects of editing, including voiceovers, subtitling and background music identification and copyright. The AV partner will ensure that the final product meets IOM’s style and brand identity. Feedback will be incorporated until IOM is satisfied that the deliverables will achieve the purpose.

5. Deliverables

The video will be in English. The following are the expected deliverables;

  • Submit draft script with creative brief in coordination with MoEWOE and BMET
  • Share draft video (one long (30 minutes and one short version of 5-6 minutes) and incorporate changes as suggested based on feedback from GoB and IOM
  • Produce final high-quality video with voiceover in English and related effects and submit 3 copies with the following:
    • One generic with Bangla subtitles
    • One video with sub titles in Tajik (Tajikistan)
    • One video with sub titles in Swahili (Kenya)

6. Duration/ Timeline:

The total duration for this assignment is proposed to be approximately 3 months.

8. Required Documents:

Consultancy Firm needs to submit a technical and financial proposal.

Each Submission Must Include the Following:

  • Consultant Profile: A detailed CV of the experts including records on past experience in similar assignments and name of the references.
  • Technical Proposal with detailed methodology, creative brief, tools and work plan along with samples (at least two) of previous work;
  • Financial Proposal listing all costs associated with the assignment. In particular, the financial proposal should itemize the following:
    1. Variable costs inclusive of transportation costs; meetings  

9. Professional and Related Experiences:

The proposed team from the consultancy firm should have following competence.

  • Must be an expert with sound knowledge of the videography and have understanding of migration sector
  • Relevant experience in making TVC/ Short film, demonstrated through samples of published work.
  • Ability to deliver according to a specified timeline while maintaining the quality of the output.

The Proposal should be written in English.

Any attempt for persuasion will be considered as a disqualification
