Context:
Bangladesh has received over the years many Rohingyas whose number according to the National Strategy on Myanmar Refugees and Undocumented Myanmar Nationals (UMN), could range from 300,000 to 500,000. Following an outbreak of violence on the October 9, 2016 in the Rakhine State of Myanmar, thousands of UMN have fled to Bangladesh. As of 23 February 2017, it is estimated that approximately over 74,000 UMN from Rakhine State have crossed the border and are residing in the registered camps, makeshift settlements, Cox’s Bazar city and in the host villages of Teknaf, Ukhiya and Balukhali districts.
Since September 2013, IOM – in close partnership with other humanitarian actors – have been working to ensure increased and timely access to quality humanitarian services, strengthened capacity of duty bearers, and improved access of humanitarian partners targeting UMNs and vulnerable host communities (HCs) in Cox’s Bazar. In addition, IOM has been mandated by the Government of Bangladesh (GoB) to coordinate the humanitarian services to the UMNs in Bangladesh.
Currently, the Cox’s Bazar is experiencing stress of new arrivals from Myanmar which are putting enormous pressure on the existing humanitarian resources, as they require basic services, including safe water, nutrition, shelter, healthcare services, and protection, including from gender based violence. This increased burden is resulting in reduced services and space for UMNs that have been living in the area for a long time.
Given this backdrop, coordination of the Rohingya response at both at Cox’s Bazar and national level is being restructured to ensure a robust coordination platform is in place – the Inter-Sector Coordination Group (ISCG) - guided by a strategic and decision making level to support a needs based humanitarian assistance for all Rohingya in Bangladesh.
General Functions:
Under the direct supervision of the Inter-Sector Coordinator, the Senior Coordination Assistant will support the efforts to improve overall service reliability, consistency, and accountability to the affected population. The successful candidate will be based in Dhaka and will balance his/her presence with Cox’s Bazar as per on-going activities. Frequent travel will be required.
The incumbent will be assigned to inter alia, the following tasks:
- Support the Coordinator in the preparation and follow up of ISCG and meetings in Dhaka and Cox’s Bazar, including communications, logistics, taking high quality minutes, and preparing materials for meetings.
- Conduct background research as required to support and facilitate the actors at the inter-sector level to work together. This may include supporting the integration of cross-sectoral and cross-cutting thematic areas (e.g. early recovery, AAP, GAD, IM, Environment, and others) in the programming of all sectors/clusters.
- Assist in drafting of reports, options papers, and other products as required.
- Translation of key documents into Bengali as required.
- Assist the coordinator in promoting inclusion of key humanitarian partners across sectors, respecting their mandates and programme priorities, in particular helping to ensure comprehensive understanding of and appropriate links with national NGOs and civil society.
- Help to ensure appropriate and effective coordination and information exchange with national and local government in support of the coordinator and the ISCG, contributing to the aim that humanitarian responses build on local capacities, context specific strengths and national response capabilities.
- Provide day to day support to the Coordinator in delivering other core coordination functions, as required.
- Undertake frequent travel duties as and when required.
- Any other duties as assigned.
Education, Experience and Skills:
- Completed university degree in Social Science, Development Studies, International Relations, Economics, Business Administration, Psychology or relevant field from an accredited institution;
- Minimum 03 years of experiences in coordination in the development/humanitarian field, or related experience.
- Knowledge of and/or experience with district and local level governance an advantage.
- Knowledge of and/or experience with Rohingya/UMN issues an advantage.
- Prior Experience in working with UN Agencies, INGOs and NGOs is desirable.
