Public And Private Sector Collaboration and Coordination Specialist,
Short-Term Technical Assistance

Goal: Strengthening the coordination capability of public and private sector Trade Facilitation through improving interaction between key stakeholders in the export and import sector.

Background

The Feed the Future Bangladesh Improving Trade and Business Enabling Environment Activity aims to improve economic growth in Bangladesh through the following objectives:

This includes facilitating an improved policy environment to promote sustainable economic growth and prosperity, improved regional economic cooperation, sound management of institutions, and good governance while also expanding markets for U.S. goods and services in the Indo-Pacific. This activity also addresses efficiency and transparency in the business enabling environment.

The Activity delivers technical assistance and capacity building to simplify trade and investment. The project works with key public agencies, private sector stakeholders, and civil society organizations to procedures for imports and exports. The project strengthens technical capacity and modernizes procedures through digitization and ICT.

The assistance is based on an inclusive approach that integrates gender and addresses vulnerable and marginalized populations. The Project’s activities seek to include and ensure representation of women and other marginalized groups in public-private dialogue and advocacy efforts.

Description:

The Collaboration and Coordination Specialist will contribute to the Trade Activity by addressing the gaps that exist in the smooth flow of export and import processes of Bangladesh due to lack of coordination between key stakeholders in this sector. The Specialist shall work with the following stakeholder bodies: Bangladesh Inland Container Depot Association (BICDA), Bangladesh Association Freight Forwarders Association (BAFFA), Chattogram Port Authority (CPA) and any other actors assigned by the team leader.

Currently the stakeholders suffer from lack of initiative to personally meet with other stakeholders to tackle/resolve problems that require mutual collaboration to sort out, such as process management hiccups. Against this background, the Trade Activity aims to interview and identify such obstacles and bring the relevant stakeholder-pairs to a collaborative discussion platform where they can sort out the issues in an optimal way. The Coordination Specialist’s role will be key to this process of fact finding, coordinating meetings of the relevant stakeholder pairs, facilitating the collaborative discussions, and proposing recommendations that will enhance the interactions of these stakeholders. The focus of this exercise is to improve interactions and processes. The exercise will not address performance issues of any individual actor.

The Specialist will be led by the project team lead or his nominated representative.

The position will be a short-term technical assistance role where approximately eighty five (85) days of employment /engagement of the incumbent is expected over a period of 6 months.

Reporting Requirements 

The Collaboration and Coordination Specialist will report to the Team Lead or his designee and will work closely with C3 team of the Trade Activity.

Level of Effort and Period of Performance

The level of effort for this work will be approximately 85 days over a 6-month period.

Required Skills and Experience 

**IDG has issued policies essential for the safety and well-being of all staff, including requirements for all employees to be appropriately vaccinated against COVID-19 or to have an approved exception/exemption on file. New employees will be asked to provide validation of full compliance of IDG's vaccination policies.
