USAID Funded Feed the Future Bangladesh Nutrition Activity

PURPOSE OF TERMS OF REFERENCE

The purpose of the terms of reference is to detail a renowned agency/media house for developing two video documentaries. The video documentaries will portray the project’s activities and success since inception and will be developed as a brand for the project participants and stakeholders.

PROJECT BACKGROUND

Feed the Future Bangladesh Nutrition Activity (BNA) is a USAID funded project, implemented by Abt Associates Inc. BNA’s objective is to improve nutrition outcomes of children under 5, pregnant, lactating women and adolescents (girls and boys). In order to achieve this objective, BNA is strengthening rural market systems, stimulating demand and supply for nutritious food and WASH products in rural communities. The project applies Market Facilitation and Social Behaviour Change approaches that empower market and community actors to address underlying causes of malnutrition in Bangladesh.

Bangladesh Nutrition Activity is currently implementing a wide range of solutions under the following three result areas in selected Upazilas of seven districts in Bangladesh (Faridpur, Rajbari, Khulna, Jeshore, Patuakhali, Barguna, and Cox’s Bazar):

•           Result 1:  Increased consumption of nutritious, diverse, and safe diets by rural households.
•           Result 2:  Increased social and economic empowerment of women and adolescents.
•           Result 3:  Increased adoption of improved water, sanitation, and hygiene (WASH) practices.
 
Innovision Private Consulting Limited has been sub awarded to implement Result 2: Increased social and economic empowerment of women and adolescents in 80 secondary schools across Faridpur, Khulna, Cox’s Bazar and Patuakhali. Innovision is doing this by developing a framework to address the underlying systemic constraints of malnutrition and WASH for adolescents through market systems interventions involving relevant public and private sector entities in Bangladesh. The intervention is acknowledged and supported by DSHE, Ministry of Education, Bangladesh. Bangladesh Nutrition Activity is approaching adolescents and the community through school-based club interventions with the plan to empower life skills development, build leadership quality, educate on adolescent health, equipped with modern technologies and transforming their knowledge to influencing their peers. The intervention targeted at strengthening 80 schools based adolescent clubs in 4 districts of Bangladesh (Faridpur, Patuakhali, Khulna, Cox’s Bazaar) covering adolescents within and out of schools and the community. The project activities initiated from 15th January 2020.

PROJECT OBJECTIVE

The interventions reach adolescents in 80 secondary schools, surrounding 31 sub-districts under 7 districts of Khulna, Dhaka, Barisal and Chattogram Division. The objective of the project is to develop market system, stimulate social & behaviour change to strengthen demand, supply & enabling environment for nutritious food and WASH products

The agency will closely work with Innovision Consulting and Abt Associates to develop the video documentary

  • Will customize the video script as per landscape, character and requirement
  • Will follow the branding guidelines as per USAID, Abt Associates and Innovision Consulting’s framework in developing script, storyboard and visuals
  • Will shoot required scene for video content in mentioned locations
  • Will make a draft version of the script and videos
  • Include the feedback from Abt Associates and Innovision Consulting & submit the final version

OBJECTIVE:

The objective of the video documentary is to provide its audience with accurate aspect of the project in increasing awareness and developing skills among the adolescents and the community on leadership, gender-based violence, early marriage, nutrition and WaSH

Objective of 3:00 mins video:

  • Providing a brief on the project to its target audiences and beneficiaries
  • Showcasing the impact of the project USAID Feed the Future Bangladesh Nutrition Activity to the stakeholders including implementing partners and GoB officials

Objective of 15:00 mins video

  • Increase awareness and develop skills of the adolescents on leadership, gender-based violence, early marriage, nutrition and WaSH
  • Engage the beneficiaries and encourage in safe consumption of diversified diet, leadership, gender-based violence, prevention of early marriage in order to promote social empowerment among the schools and communities

The adolescent leaders are committed to improving nutrition, health and hygiene at schools and the rural communities in Bangladesh.
 
AUDIENCES
 
Primary audience: Project stakeholders including donors, implementation partners, peers’ groups, adolescents and communities

Desired action: Inspire target audience towards sustainable adolescent club model to promote social empowerment among adolescents and the society

REQUIREMENTS

  • Proven track record of developing an audio-visual documentary
  • Knowledge on scriptwriting and editing
  • Knowledge on video making with adolescents

METHODOLOGY

  • Pre-production: Innovision Consulting, Abt Associates and agency vendor will co-develop the script and storyboard to ensure a clear reflection of desired output.
  • Production: Innovision Consulting and Abt Associates will monitor the progress of the documentary and provide any support required to the vendor as per the signed agreement.
  • Post-production: The agency vendor will be responsible for all aspects of editing, including voiceovers, subtitling and background music identification and copyright. The vendor will ensure that the final products meet the branding guidelines as per USAID, Abt Associates and Innovision Consulting’s framework. Feedback will be incorporated until both Innovision Consulting and Abt Associates are satisfied that the deliverables achieved the desired purpose. 

DELIVERABLES

The two video documentaries should be approximately 15:00 minutes and 3:00 minutes long and the project implementing partners would like to see multiple scenes/shots that would make the target audience feel connected. The agency will submit all data (working footage and videos) since USAID Feed the Future Bangladesh Nutrition Activity solely holds the copyrights of this video document.

  • Approved content script to storyboard
  • Two high quality audiovisual product of around 15:00 mins and 3:00 minutes duration in Bangla with English subtitles
  • Selected footage (organized, including brief descriptions)
  • Selection of 4 photo stories to accompany film (minimum 3072 x 2048 pixels, print size 300dpi (inches)). Files must meet archival standard, remain unaltered, delivered as camera JPEG or RAW file formats and include captions in metadata
  • Accompanying word document with subtitles or any narrative text in English.
  • Version of the video with no subtitles or narrative text (if applicable), but with opening and closing animated logo slates.
  • Version of the video with subtitles in English.
  • Export video files in .MP4 or .MOV file format.

EXPERIENCE AND QUALIFICATIONS

  • Relevant audiovisual production experience, demonstrated through evidence of required team composition and samples of published work
  • Must have minimum 5 years proven experience in film production
  • Extensive experience in producing development work related documentaries for organizations with the aim of reaching out to both local and international audiences
  • Excellent technical capacities (Full High-Definition video) to ensure high quality production
  • Additional experience in development communication will be an added advantage.

PAYMENT METHOD

  • 30% upon submission of deliverables 1, 2 and 3
  • 30% upon completion of deliverables 4 and 5
  • 40% upon submission of the final documentaries (deliverable 6)

Failure to deliver within deadlines will result in penalty as per signed agreement

SUBMISSION CRITERIA

Applicants are required to submit the following:

  • A technical proposal including Letter of Interest, stating why you consider yourself/your firm suitable for the assignment and including CVs for team composition highlighting qualifications and relevant experience
  • Financial proposal indicating breakdown of expenses (unit price together with any other expenses) related to the assignment. The budget should specify the amount for VAT and Tax. 
  • Both technical and financial proposal shall not exceed ten pages

TERMS AND CONDITIONS

  • USAID Feed the Future Bangladesh Nutrition Activity reserves the right to preserves right to cancel/terminate/halt this hiring process without showing any justification to the bidder though they have given time and resources to submission of proposal.
  • The agency will be responsible to avail approval from project partners Innovision Consulting and Abt Associates.
  • After the successful deployment of the video documentaries; USAID Feed the Future Bangladesh Nutrition Activity will evaluate the effectiveness.
  • Payment will be made at based on deliverables upon contract.
  • Message to be carried by the production has to be approved by USAID Feed the Future Bangladesh Nutrition Activity
  • USAID Feed the Future Bangladesh Nutrition Activity reserves the right to monitor the quality and progress of the work during the assignment.

INTELLECTUAL PROPERTY

  • All videos, photos, poster, motion graphics, music and voiceover produced during the assignment will be treated as USAID Feed the Future Bangladesh Nutrition Activity’s property and cannot be used elsewhere without prior approval.
  • Copyright for all video clips will remain with USAID Feed the Future Bangladesh Nutrition Activity.
  • All information pertaining to this project (digital, cyber, project documents, etc.) belonging to
    USAID Feed the Future Bangladesh Nutrition Activity, which the consultant may come into contact with in the performance of his/her, duties under this assignment shall remain the property of USAID Feed the Future Bangladesh Nutrition Activity who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of USAID Feed the Future Bangladesh Nutrition Activity in line with the national and international copyright laws applicable.

PENALTIES AND DEADLINES

  • 20% of the payment would be deducted if the vendor failed to deliver the product/service within the allocated time.
  • There will be no extension (cost or no-cost) of the assignment. Vendor has to complete the assignment within the stipulated timeline. However, if there is any delay from the project end then extension would be considered and email communication should be made pointing the reason for extension. USAID Feed the Future Bangladesh Nutrition Activity preserves the right to disallow/regret the payment (partially or fully) if the vendor failed to deliver the product/services mention in the proposal.
