The Danish Red Cross (DRC) has been present in Bangladesh since 2017 but has had a longstanding partnership with the Bangladesh Red Crescent (BDRCS) extending back to the 1980s. Our programs in Bangladesh are identified and planned in close collaboration with BDRCS and other RCRC Movement partners.
This focuses on support to communities to prepare for, respond to, and recover from multi hazards and disasters; the delivery of community health care services (including NCD care and MHPSS); support to people to adapt to the impact of population movement; as well as promoting the engagement and inclusion of the most vulnerable, and marginalized groups in society. There is also an increasing focus by DRC to support both countries to respond to the humanitarian impacts of the climate crisis within their programs, and projects.
From April 2024, DRC has begun the implementation of a Country Cluster which composes individual Country Offices in Bangladesh and Nepal, which are supervised by a Country Cluster Manager (CCM) who is the reporting line of the Head of Programs. This is an effort to maintain as well grow the position of DRC as a leading actor in support of the BDRCS and NRCS as an integrated member of IFRC Network. The appointment of the Health Manager is a reflection of this ambition and will support BDRCS both with technical support in the implementation of DRC-funded projects; but also have a role in the coordination of efforts to embed multi-partner approaches to integrated health programming with the National Society alongside other IFRC members operating in Bangladesh.
Job Purpose:
The Health Manager will provide high level managerial support to the DRC Country office in Bangladesh and the Bangladesh Red Crescent Society (BDRCS) in the promotion of health interventions, ensuring proper planning, implementation, monitoring and reporting on health programmes and projects. He/ She will coordinate and provide technical support in health programming through close collaboration with the DRC CO teams, BDRCS and other RCRC Movement partners. He/she will provide requisite technical support in the development, strengthening and sustaining technical collaborations on health programming between DRC, BDRCS and other external stakeholders and partners. He/ She may, from time to time, extend technical support on health programming to the DRC Co in Nepal as may be deemed necessary.
Guided by the principles of shared leadership and joint commitments to localization (WOW); the Health Manager will allocate 50% of their time to support the coordination of integrated health programming with the Health Partners (Japanese, Qatar, and Swiss Red Cross), as well as other RCRC Movement partners (as required). He/she will be responsible for managing the Health Partners group; and the execution of deliverables outlined in the Letter of Engagement signed between the Health Partners. The position will report to the Head of Programme of DRC but will be regarded for this allocation of time, as a resource to all Health Partners. The other 50% of their time will be allocated to supporting other DRC supported projects, and interests with BDRCS.
He /she will also promote, grow, and develop the health sector of the CO through research, and identifying relevant initiatives that expand the health programming of DRC and other IFRC members. As requested, he/ she will provide technical support to the DRC CO in Nepal. He/she may represent DRC CO nationally and internationally in health meetings, seminars, workshops, and other health fora that will leverage DRC’s technical expertise, experience, and ability to influence national, regional, and global health agendas.
The Health Manager will be based in the DRC Country Office (CO) which is an integrated part of the IFRC in Bangladesh and located in Dhaka. He/She will work under the supervision of the DRCs Country Cluster Manager, but in liaison technically with other members of the COs in Bangladesh, the DRC Europe and Asia Regional Office, and Technical Matrices in Copenhagen, as well as needed, with the IFRC colleagues based in the Asia Pacific Regional Office.
Job Duties and Responsibilities:
Programme/Project management including planning, implementation, monitoring & reporting (50%)
- Lead the coordination and management of the Health Partners group, ensuring the execution of deliverables contained in the Letter of Engagement; and any associated operational plans deriving from it with BDRCS. S/he work directly with the Population Movement Operation (PMO) health team as part of the role, providing technical and coordination support alongside coordination with Health Partners and support to BDRCS.
- Support the management of all health projects and programmes assigned following the project management cycle and the appropriate project management guidelines and principles.
- Lead the processes of identifying emerging health needs, changing global and national trends in health through assessments, analysis, and identification of health interventions.
- Support BDRCS health team in planning, implementation, monitoring, and documentation of achievements and results under the health programmes and projects while ensuring adherence to national and international health standards and protocols.
- Specifically, support the planning and implementation of programmes and projects related to emergency health, health systems strengthening and other relevant initiatives. Lead initiatives to support the growth, development, and sustainability of Community Based Surveillance (CBS), Mental Health and Psychosocial Support (MHPSS), Non-Communicable Diseases (NCD) and other health related initiatives and health mainstreaming in BDRCS response systems and interventions – in support of the Health Partners group.
- Provide technical support to BDRCS health department in implementing and rolling out the Health Policy and Strategy.
- Support BDRCS health department to develop and sustain strategic partnerships with government Ministry of Health and Family welfare, related health departments, UN agencies, NGOs, institutions of higher learning and other health focussed bodies.
- Together with BDRCS Health teams, participate in relevant health coordination meetings; cluster meetings at national and field level and share the updates with BDRCS, DRC/ Health Partners.
- Represent DRC/Health Partners Group in relevant health meetings, seminars, and conferences locally and internationally.
- Support BDRCS in aligning health interventions to key national and international standards and benchmarks on health including the Bangladesh National Action Plan for Health Security (NAPHS) IFRC strategy 2030, Sustainable Development Goals ( SDGs).
Technical assistance & capacity Building (20%)
- Support BDRCS health teams in developing/ adapting context relevant health manuals, IEC and behaviour change materials, messages, and tools.
- Plan and facilitate health trainings, meetings, seminars and events, mentoring, coaching and technical supportive supervision of BDRCS staff and volunteers (as appropriate).
- Provide technical support to in the preparation, review and development of concept notes and proposals including DREFs, Emergency Appeals and other technical health documents as may be requested by IFRC Secretariat
Coordination, representation and partnerships (10%)
- Act as the primary focal point for the Health Partners with BDRCS on integrated health programming; including the convening of necessary coordination meetings and other fora as required.
- As requested by the HOP and/or CCM represent, promote DRC/Health Partners at relevant events conducted by Movement and non-Movement Partners (E.g., conferences, meetings, platforms, trainings etc.).
- Provide technical support to BDRCS and Health Partners in managing and maintaining technical collaborations and partnership with IEDCR, DGHS, NCDC and other international Health partners like WHO, UNICEF and CDC.
- Contribute actively to partnership and resource mobilization efforts that support DRCs and other Health Partners strategic ambitions in Bangladesh (and Nepal on request) – including supporting project ideation, and the development of concept notes, pitches, and proposals (in coordination with Global Partnerships, and the PRMC).
Advocacy, communication and evidence generation (10%)
- Contribute to the preparation of case studies that demonstrate the achievements, successes, and challenges in the integrated health programming – guided by principles of shared leadership and joint commitments to localization (WOW), and in collaboration with IFRC, and other IFRC members.
- Contribute to the development and implementation of ideas, materials and messages on Advocacy and Humanitarian Diplomacy on Health matters for both Bangladesh and Nepal in liaison with DRC communication teams.
- Lead the processes for conducting technical research and publication of evidence-based materials of successful health initiatives undertaken by DRC in Bangladesh (and Nepal on request).
Shared leadership and surge support (10%)
- Act as technical focal point on health programmes for the DRC CO (Bangladesh), and towards the DRC CO (Nepal) to promote a coordinated Country Cluster approach.
- Act as a surge support function, to provide technical assistance on Health programs, and initiatives across the Country Cluster; and towards the IFRC and its membership as needed.
Other tasks:
- Be a member of the BDRCS/ RCRC health technical working group.
- Ensure the application of the RCRC Movement’s Fundamental Principles, Core Humanitarian Standards (CHS), Protection, Gender and Inclusion (PGI), and Community, Engagement, and Accountability (CEA).
- Any other tasks specific to this position will be identified and agreed upon by the job holder and line-manager.
Education Requirements:
MBBS and/or BDS, Bachelor/Master’s in Public Health, Epidemiology, or other relevant public health subject.
Experience:
- Background in Project Cycle Management including planning, monitoring, evaluation & reporting.
- Experience in budgeting and budget management.
- Demonstrated experience and achievements in developmental and emergency health programming.
- Experience on working emergency health preparedness and response including epidemic preparedness and response and disease surveillance.
- Background on proposal and concept note development and project narrative and financial reporting.
- Proven experience in establishing and managing collaborations and partnership with government health authorities, private, academia and other national and international health actors.
- Knowledge on public health especially community- based health care and management for both communicable and non-communicable diseases.
- Red Cross/Red Crescent movement experience will be an added advantage.
- Experience working for a humanitarian/non-profit making organization is preferred.
Knowledge and Skills:
- Self-supporting in computers (Windows, spreadsheets, word processing, email and internet.
- Skilled in training, mentoring and coaching individuals and groups, as appropriate.
- Highly motivated, self-starter able to lead a process, engage others and create ownership.
- Flexible and willing to deal with ambiguity, changes, and challenging a demanding situation and contexts.
- Able to prioritize work, multi-task and meet deadlines
- Willing to travel and operate contexts within and out of country.
Languages:
- Fluently spoken and written English.
- Good command of Bangla and other local languages.
