Position :  Finance Officer, American Red Cross (Maternity coverage)

American Red Cross is working in Bangladesh as an integrated partner of Bangladesh Red Crescent Society (BDRCS) and IFRC to support the humanitarian efforts of BDRCS.

The American Red Cross is currently supporting BDRCS in responding to the needs of the people who fled from Myanmar’s Rakhine State to the coastal town of Cox’s Bazar in Bangladesh in recent years. As this is one of the largest and most complex crises in the region in decades, the American Red Cross is expanding its team to continue supporting BDRCS in the Population Movement operations and disaster risk reduction projects in coastal areas.

Job Purpose:

The Finance Officer will ensure that office finances are managed in accordance with American Red Cross policies, procedures, and generally accepted accounting principles.

The Finance Officer will be responsible for all financial matters related to budgets, use of office funds, compliance, procurement, and financial operation of American Red Cross, Bangladesh delegation. The position will assist in training, orienting and advising Bangladesh Red Crescent Society (BDRCS) project staff on financial, compliance and administrative matters related to American Red Cross internal and donor requirements

Job Duties and Responsibilities:

  • Issue payments against invoices on time by either cheque or cash. Must ensure all expenses are approved and justified with     necessary supporting documents according to IFRC/American Red Cross policies and procedures.
  • Issue and reconcile working advances;
  • Post and allocate expenses and receipts to QuickBooks (accounting software);
  • Manage petty cash as per Standard Operating Procedures (SOPs);
  • Suppor monthly and year-end closing procedure;
  • Assist in preparing and processing cash forecast for the delegation in a timely manner;
  • Guide American Red Cross/BDRCS project finance staff on accounting and financial processes as needed;
  • Safeguard and maintain all financial documents including soft copies;
  • Assist in identifying variances in actual expenditure and the budget;
  • Assist with auditing expenses, checking financial documents, invoices, etc. to ensure adequate documentation, coding, and reporting of financial transactions;
  • Prepare monthly financial reports;
  • Ensure VAT and tax deductions are compliant with Government rules and regulations;
  • Monitor compliance with American Red Cross and Donor requirements, rules and regulations;
  • Provide support to American Red Cross and BDRCS to complete internal & external audit;
  • Maintain bank accounts and banking affairs as directed;
  • Assist in monitoring project burn rate and supporting the development of pipelines, burn trackers, accruals, and spending projections;
  • Establish and maintain effective working relationships between IFRC/American Red Cross and BDRCS project teams;
  • Maintain coordination with BDRCS, IFRC and other PNSs;
  • Perform any other work-related duties assigned by the line manager.

Education Requirements:

MBA in Accounting/Finance or other related post graduate degree

Experience:

  • Two years’ experience of working for humanitarian organization/development organization.
  • Proven experience of operating of financial systems
  • Experience in budgeting
  • Experience in working in an international organisation

Knowledge and Skills:

  • Knowledge on general office management and administration
  • Knowledge and experience of accounting software packages
  • Excellent computer skills (MS Office package, Word, Excel, Presentation, database, Outlook).
  • Ability to work in an organised and systematic manner
  • Excellent analytical, team working and communication skills.
  • Excellent networking and facilitation skills.

Languages:

  • Required Fluently spoken and written English.

Salary Range: Consolidated amount of 60,000 BDT
