The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. Job Purpose:
Senior Health Officer will be responsible for supporting BDRCS health team to manage and effectively implement the QRCS funded projects in Bangladesh. The Senior Health Officer will be the key member of QRCS in supporting Bangladesh Red Crescent Society (BDRCS) in delivering the health-related projects. The incumbent mainly provides technical, monitoring and other implementation support to Bangladesh Red Crescent Society for ongoing projects and develops new concept notes for mobilising additional resources. In addition to that he/she will support and ensure clinical processes in BDRCS health facilities are conducted in accordance with national and international clinical guidelines and regulations.
Job Duties and Responsibilities:
- Provide feedback to the Management Team on the overall health situation in the country to aid in both program design and business continuity. Offer technical support to the Bangladesh Red Crescent Society (BDRCS) for the development and implementation of health projects.
- Under the supervision of the relevant Unit/Department Manager, develop strategies and health program initiatives related to health operations/programs in close collaboration with BDRCS, in-country members, the government, and other stakeholders.
- Provide feedback to the relevant Manager and units .
- Analyse available data and advise on necessary data collection to monitor and inform related activities. Monitor and ensure the quality of technical work implemented by the teams.
- Provide input for strategic decisions affecting the functional area of responsibility and assist in developing action plans and budgets.
- Offer technical advice related to the health management of QRCS staff.
- Represent QRCS in technical meetings, events, and conferences.
- Work closely with RCRC sectors and partners to ensure that minimum standards in protection, gender, and inclusion are met across all BDRCS health facilities and services.
- Assist the BDRCS Health team in preparing situation and operational reports.
- Develop health-related project concept notes and proposals in consultation with BDRCS and the line manager and submit them to potential donors.
- Ensure linkages with relevant government departments in Bangladesh and coordinate with the UN and other NGOs.
- Develop QRCS’s operational health plan and support QRCS headquarters in fundraising efforts.
- Organize and facilitate relevant health trainings, workshops, and meetings in collaboration with BDRCS.
- Support BDRCS in ensuring the timely and effective implementation of QRCS projects in Bangladesh.
- Support, monitor, and oversee program implementation based on the approved budget, log-frame, and Plan of Action (PoA).
- Track the financial management of the project and ensure timely cash forecasts and cash request submissions.
- Monitor all project activities through regular field visits, produce monitoring reports, and ensure recommendations/issues are discussed with QRCS senior management and followed up on.
- Ensure the visibility of the project program to meet donor requirements.
- Ensure regular communication and coordination with the program team, other departments, senior management, and the technical line manager.
- Prepare necessary reports for the projects on a regular basis as required.
- Provide support to maintain liaison and coordination with other stakeholders.
- Maintain a regular flow of information on the projects to QRCS senior management.
- Support QRCS and BDRCS in documenting case studies, stories, and ensuring visibility, and assist in profiling good practices.
- Facilitate the development, dissemination, and evaluation of IEC materials at the field level.
- Provide any other support as required by the QRCS management.
Be responsible for the implementation of medical convoys carried out by QRCS in Bangladesh. This includes planning, organizing, and overseeing the execution of these convoys.
Education Requirements:
MBBS, Bachelor/master’s in public health, Epidemiology or other relevant Public Health subject
Experience:
- 5 years of professional experience with health projects.
- Demonstrated experience and achievements in developmental and emergency health projects are required.
- Experience on working emergency health preparedness and response.
- Experience of project planning & budgeting, supervision and management to include monitoring and evaluation.
- Experience of producing project proposal/project concept notes, narrative and financial Reports
- Experience in the management of outbreaks of vector-borne diseases, vaccine-preventable diseases, or other health emergencies.
Knowledge and Skills:
- Self-supporting in computers (Windows, spreadsheets, word processing, email and internet)
- Skilled in training, mentoring and coaching individuals and groups, as appropriate.
- Highly motivated, self-starter able to lead a process, engage others and create ownership.
- Flexible and willing to deal with ambiguity, changes and challenges.
- Able to prioritize work, multi-task and meet deadlines.
- Willing to travel and operate in a demanding working environment.
Languages:
- Required Fluently spoken and written English.
- Good command of local language.
