The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
Qatar Red Crescent Society (QRCS) as a partner national society with its presence in Cox’s Bazar since 2017, has been delivering humanitarian assistance to Forcefully Displaced Myanmar Nationals (FDMN) in the health, shelter, wash and protection sectors through Bangladesh Red Crescent Society in the camps and hoping to expand beyond Cox’s Bazar.
Job Purpose:
The Project Officer, Livelihoods is mainly responsible for livelihoods project interventions in Cox’s Bazar as part of a 1-year project that aims to create income generation opportunities for women, through trainings and distribution of livelihood assets. The Project Officer, Livelihoods will be based in Cox’s Bazar and be responsible for the technical oversight of the livelihood-related activities on behalf of QRCS, to ensure building the technical capacity of project staff and ensuring quality and timely delivery of the livelihoods activities. This position will also play a main role in ensuring truly integrated programing by promoting intense collaboration with QRCS coordinators and partner staff in the field of child protection. This will allow for effective targeting and support to households.
The Project Officer, Livelihoods will assist the Head of Program with the start-up, implementation, and monitoring of livelihoods activities, including entrepreneurship training, small business grants, and conducting awareness that will support participants in developing skills that will enable them to access better income-earning opportunities.
Job Duties and Responsibilities:
Key Areas of Accountability:
- Planning:
- Regularly liaise with the Head of Program to plan implementation in project site and ensure the overall project timeline is realistic and achievable within the agreed timeframe and make adjustments as needed during implementation.
- Technically supervised by the Head of Program, and in collaboration with the implementing partner, facilitate the development and scheduling of livelihoods activities.
- Facilitate planning and reporting processes together with the Head of Program
- Actively contribute to the development of monthly work plans in line with the detailed implementation plans.
- Programme Implementation:
- Coordinate and proactively engage with the project team at the project sites in the planning, implementation, and monitoring of activities, which may engagement in direct implementation as well. The activities include more specifically entrepreneurship skills training program, development and evaluation of business plans,
- Support project staff to embed SC’s livelihoods programming tools such as quality benchmarks, surveys and training packages. At the same time, actively transfer learnings and experience from partner to SC as well, based on the principles of equal partnership and mutual learning.
- Pro-actively engage with other project staff in the development of Community Engagement Strategies, community-based and social cohesion-focused initiatives.
- Establish and maintain active working relationships with the local authorities.
- Provide regular updates on progress, priorities and constraints and assist with the administrative duties related to the running of livelihoods activities in the project.
- Ensure activities are completed with quality and within time and report any concerns to the Head of Program.
- Perform other responsibilities as agreed with the Head of Program.
- Produce and submit monthly reports on project activities as required and maintain programme documentation as required.
Education Requirements:
- A bachelor’s degree in economics, Business Administration, Social Sciences, Community Development or related field.
Experience:
- Minimum 3 years of experience in livelihoods programmes, entrepreneurship, vocational training, job placement, social work and community mobilisation.
- Proven experience in relations with private sector.
- Experience in monitoring & reporting.
- Excellent technical understanding of livelihoods approaches.
- Proven excellency in delivering capacity building efforts in the field of livelihoods, including leading trainings, and willingness to dedicate time to staff and partner development.
- Experience in working with refugees.
Knowledge and Skills:
- Good professional communication and interpersonal skills, both written and verbal and good understanding of the global organization.
- Proven excellency in delivering capacity building efforts in the field of livelihoods, including leading trainings, and willingness to dedicate time to staff and partner development.
- Able to work independently as well as in team to ensure timely results of high quality.
- Able to work to tight deadlines and under pressure.
- Attention to details as well as to risks to child safe programming, or other matters that impacts on accountability.
- Computer literacy including the advanced use of Microsoft Office applications.
- Experience in working with NGOs – and ideally also with project implementation through partnerships.
- Ability to write clear and well-argued assessment and project reports.
Languages:
- Fluently spoken and written command in English and Bangla.
