Request for Expression of Interest (EOI)

This request is to hire a consultancy firm/individual consultant to conduct a Final Evaluation of a project titled ‘Strengthening Community Resilience for the displaced and host communities in Cox’s Bazar, Bangladesh’ of Population Movement Operation (PMO) implemented by Bangladesh Red Crescent Society (BDRCS) with support from International Federation of Red Cross and Red Crescent (IFRC)

The IFRC is the world’s largest humanitarian organisation. It has been working with Bangladesh Red Crescent Society (BDRCS) for more than 30 years in the humanitarian field, particularly for disaster response and management, cyclone preparedness, disaster relief and recovery, community-based disaster preparedness, risk reduction and mitigation, provision of emergency and primary healthcare service, emergency to durable shelter, Water, Sanitation and Hygiene (WASH) etc. In this connection, IFRC along with its member national societies from 10 countries have been supporting BDRCS to implement the Population Movement Operation (PMO) in Cox’s Bazar since 2017 for around 900,000 people in the camp settlement, displaced from Myanmar and 100,000 people in adjacent host community affected by the recent influx.

It is noted that the population movement crisis was unfolded in late 2016 and turned to a protracted crisis since 2019. Currently and there is no sign of repatriation to Rakhine state of Myanmar due to political instability in Myanmar. Around 900,000 people are living in 33 congested camps and 27,000 relocated to Bhasanchar Island. This crisis has overarching impact on the socio, political and economic conditions on the host communities who were already struggling with natural disasters and poverty before and now their misery has further exacerbated due to loss of employment, livelihoods, forest degradation and increasing social disharmony

Under the PMO, a project titled ‘Strengthening Community Resilience for the displaced and host communities in Cox’s Bazar, Bangladesh’ funded by Islamic Development Bank (IsDB) for 2019 to 2022 period was launched in early 2019 when the context of the camp settlement and host communities transitioned into a protracted crisis. At the end of this project period, a final evaluation is to be conducted by external evaluator to assess any intended or unintended changes (positive or negative) caused by the project implementation against the objective and outcomes of the project.

IFRC is hereby requesting an EOI from experienced and qualified consultants/ consulting firms based in Bangladesh to conduct the assignment.
