Position : Hygiene Promotion Officer

Job Purpose:

The Hygiene Promotion Officer will work with Bangladesh Red Crescent Society and IFRC staff to implement hygiene promotion activities as part of an appropriate WASH response that meets the needs of the affected population in line with the Population Movement EPoA and adapting interventions as the situation evolves. The Hygiene Promotion Officer is expected to ensure that hygiene promotion activities are planned and carried out in accordance with IFRC WASH plan and budget for the response is coordinated with PNS (Partner National Societies) and other agencies supporting WASH activities and responds to local needs and context. The WASH Delegate/Manager will support continual assessment and monitoring and work closely with other technical areas to ensure coordinated approaches.

Job Duties and Responsibilities:

  • Work closely with the PMO team and BDRCS to continually assess WASH hygiene promotion needs related to the population movement and continue to plan and adapt appropriate responses.
  • With PMO team and BDRCS manage the implementation of hygiene promotion measures to address priority public health risks and complement physical sanitation measures and any household level water treatment activities
  • Support and train BDRCS staff and volunteers in hygiene promotion as required.
  • With BDRCS assist in HR management for implementation of hygiene promotion activities including the recruitment and training of volunteers.
  • Mobilise communities where appropriate to participate fully in hygiene promotion activities.
  • Prepare promotional HP materials and disseminate those among the communities/beneficiaries and other stakeholders.
  • Ensure hygiene promotion interventions are integrated with other sectoral interventions to best meet needs of the targeted population and ensure protection, gender and inclusion elements as well as community engagement and accountability measures are included in WASH planning and implementation.
  • Monitor the effectiveness of hygiene promotion activities and provide regular, timely and accurate information for narrative reporting purposes.
  • Work with adolescent girls and women in targeted communities on menstrual hygiene management (MHM).
  • Facilitate and organise different health promotional trainings, workshops and meetings in collaboration with BDRCS.
  • Prepare reports, presentations and case studies to capture the result of hygiene promotion interventions.
  • Contribute to sound financial management, stock (Hygiene Kits) monitoring according to IFRC procedures in the implementation of HP activities as part of the population movement response.
  • Coordinate plans and activities with other members of the Red Cross/Red Crescent Movement and with other agencies as necessary.
  • Represent IFRC/BDRCS as required for WASH coordination in cluster meetings and/or other networks.

Education:

  • University degree or diploma in WASH, Public Health or equivalent professional experience
  • Relevant post graduate degree.

Experience:

Required

  • At least 3-5 years working experience in the humanitarian or development sector, with a focus on WASH and hygiene promotion.
  • Demonstrated professional credibility in the sector and experience working in an international or cross-cultural environment.
  • Demonstrated experience mobilising and training community members and volunteers for the implementation of hygiene promotion activities.

Preferred

  • Experience working in a RC/RC National Society and/or Federation/ICRC.
  • Excellent report writing experiences and case study preparation.
  • Experience in PHAST, CHAST or CLTS methodology, implementation.

Knowledge and Skills:

Required

  • Knowledge of WASH and public health and experience in practically applying this knowledge in humanitarian context.
  • Programme and project management.
  • Results oriented and demand driven individual, entrepreneurial, ability to lead in unprecedented and/or ambiguous situations.
  • Demonstrated track record in innovating, contributing to a learning culture, sharing knowledge and new approaches to engaging partners.

  • High degree of discretion, tact and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Ability to influence, communicate, co-operate and negotiate with a wide range of communities, organisations and stakeholders.
  • Ability to work within a multi-cultural, multilingual, multidisciplinary environment.

Preferred

  • Acquainted with International Federation policies, procedures and systems.
  • Good knowledge of Red Cross/ Red Crescent disaster management cycle, including planning and response processes and procedures.
  • Good knowledge of gender and diversity issues in emergency response operations

Languages: Fluency in English and Bangla.
