The BRC has a long history of working closely with and supporting the Bangladesh Red Crescent Society.  In line with the national society’s strategic plan the BRC have agreed to expand the number of projects over the coming years. On this basis we are seeking to employ a suitably qualified Senior M&E Officer.

Position: Senior M&E Officer

Duration: 1 Year (Renewable position)

Overall Purpose of the Post

The Senior Officer, Monitoring & Evaluation (M&E)  will roll out M&E related systems, processes, analysis, and reporting of the project. The Sr. M&E Officer will work closely with the BRC PMEAL Manager based in Dhaka and BRC M&E Adviser based in UK Office.
The Sr. Officer, M&E will be responsible for developing in-house tools and managing data to track M&E and CEA indicators of the project. Additionally, the Sr. Officer, M&E will provide technical support and contribute to staff training and mentoring in areas of evaluation, data collection and analysis, learning agenda development and other project-level M&E-related deliverables. He/she will liaise with relevant officials of BRC country office.

This UK Aid Match supported livelihood project is a three-year community market-based livelihood project with Disaster Reduction Risk (DRR), Protection, gender and inclusion, and Organisational Development as a cross cutting components. The overall goal of the programme is to strengthen resilience and reduce poverty through gender-sensitive livelihoods and Disaster Risk Reduction in 16 slums of Barishal, Bangladesh. More specifically the main aim of the livelihoods project is to increase access to economic opportunities of participants from urban slums of Barishal, through developing their employability and businesses according to market opportunities. This project will build partially on the achievements of the Vulnerability to Resilience (V2R) programme, an integrated resilience building programme, which has been implemented in Barishal since 2015.

Duties and responsibilities

Planning, Monitoring and Evaluation

  • Extend adequate support in planning and designing of the project from M&E perspectives and develop monitoring tools as appropriate
  • Roll out mapping & assessment and contribute to developing and/or updating contextual analysis and framework of the project through providing coherence information and data.
  • Undertake periodic monitoring and technical support visits to project areas to assess progress against agreed M&E plan and recommend corrective actions as appropriate
  • Monitor project activities and progress towards achieving the project output
  • Ensure that project monitoring systems provide timely, high quality data that is consistently collected, analysed and shared in a user-friendly format with project management, implementing partners and stakeholders
  • Support baseline, midline and end line surveys, technical backstopping mission, midterm review (MTR) and final evaluation process of the project.
  • Ensure process and storage of M&E data through using appropriate MIS system.
  • Provide support to the project team on project planning and monthly/quarterly program reviews.

Accountability and Learning

  • Support team to set up Community Engagement and Accountability (CEA) system for the project to ensure accountability through BDRCS engagements in line with accountability principles of BDRCS
  • Coordinate closely with field staff, community management groups and others for sharing information with communities and ensuring participation to receive feedback from communities in order to reflect those in program enhancements
  • Generate, sharing, updating and documenting the learning and best practices of the project.
  • Work closely with project team to document and analyses the lessons learnt
  • Collect stories that success and failure using qualitative data methods and shares them with BDRCS, BRC and relevant stakeholders
  • Follow dissemination strategy to disseminate learnings and best practices with different stakeholders
  • Maintain web-based complaint and feedback database and incorporate in the monthly reporting system

Reporting and Documentation

  • Coordinate with Technical staff at field level to collect, compile, analyse and interpret project performance reports.
  • Maintain an overview of all reporting deadlines and requirements and ensuring the reports are submitted in a timely manner.
  • Involve data collection (qualitative & quantitative) for data quality assessment in regular basis using tab/handheld device into a web-based data collection system
  • Conduct data validation every month, assist field staffs for accurate and authentic information/data collection through providing specific training/on the job training.
  • Track and update the Indicator Tracking Table periodically in a timely manner
  • Document ongoing good practice works from field.
  • Develop staff capacity on documentation
  • Create opportunities to discuss general monitoring issues raised by staffs and assist to find solutions to encountered problems.
  • Establish proper follow-up mechanisms to analysis at field level

Representation, Relationship and Communications

  • Represent the assigned component of programme(s) and BRC externally in relationships with relevant government representatives, donors, and with other agencies and strategic partners in the area of responsibility as directed by the Programme Manager (Delegate).
  • As required, represent the BRC at important forums including Movement meetings, inter-agency coordination meetings and with corporate and private donors as directed by the Programme Manager (Delegate).
  • Ensure frequent and comprehensive sharing of information and findings between sectorial specialists within the BRC delegation and UK Office as directed by the Programme Manager (Delegate) and PMEAL Manager.

Others:

  • Perform any other related duties or responsibilities that may be assigned by the Programme Manager (Delegate)
