The BRC has a long history of working closely with and supporting the Bangladesh Red Crescent Society.  In line with the national society’s strategic plan the BRC have agreed to expand the number of projects over the coming years. On this basis we are seeking to employ a suitably qualified Skill Development Manager.

Overall Purpose of the Post

The skills development manager will provide guidance and support to the participants to the project to enable them to develop their skills tailored to labour market demand in order to enhance their chances to access the employment opportunities or develop their own business.  The skills development manager will identify appropriate training, adapt them based on needs and development strategies and framework to support participants’ skills development.

This UK Aid Match supported livelihood project is a three-year community market-based livelihood project with Disaster Reduction Risk (DRR), Protection, gender and inclusion, and Organisational Development as a cross cutting components. The overall goal of the program is to Strengthen resilience and reduce poverty through gender-sensitive livelihoods and Disaster Risk Reduction in 16 slums of Barishal, Bangladesh. More specifically the main aim of the livelihoods project is to increase access to economic opportunities of participants from urban slums of Barishal, through developing their employability and businesses according to market opportunities. This project will build partially on the achievements of the vulnerability to resilience (V2R) programme, an integrated resilience building programme, which has been implemented in Barishal since 2015.

Duties and responsibilities

Main Responsibilities

  • Prepare participants for vocational training and employment:
  • Assess needs, aptitudes and skills of jobseekers
  • Provide information, support and advice to participants about labour market opportunities and entry requirements to help them to make a wise career decision
  • Support the development of labour market-driven “personal employment and skills development plan” with participants
  • Identify appropriate training and development strategy to respond to personal employment and skills development plans: mentorship, apprenticeships, vocational training.
  • Deliver counselling on job search techniques.
  • Identify specific barriers/blockers to women’s and PWD’s access to training and engage with relevant stakeholders to remove/address these barriers/blockers with context specific solutions (for example, childcare, literacy training).
  • Set up a system for the skills development
  • Identify and validate key training recurrent needs for the and specific training needs for participants.
  • Develop process or logic to analyse skills development needs of individuals in line with the findings and recommendations of the labour market assessment. Design apprenticeship programmes in collaboration with the companies and other private and government institution partners in line with the UK Aid Match livelihood project proposal.
  • Match participants’ skills, knowledge, abilities and interest with existing vocational training and employment opportunities
  • Map vocational training providers in Barishal, identify relevant ones for the purpose of the project and support them to develop, if needed, labour market tailored training contents.
  • Develop and operationalise partnerships with the training institutes and the employers with support from Senior manager Partnerships and filed coordination.
  • In collaboration with the Senior partnership and field coordination manager, establish links with vocational training providers and employers (enterprises, companies) and develop with them suitable mentorship and coaching interventions. 
  • Facilitate placement of participants into relevant vocational training institutions or relevant employer according to their personal employment plan.
  • Monitoring and evaluation
  • Help participants to communicate with training institutions/ enterprises/ manufacturing facilities when encountering difficulties and need clarification during training and working periods
  • Assist with placement and on-the-job follow-up
  • Actively evaluate and assess the efficiency and quality of learning solutions and act on outcomes and feedback to ensure interventions keep pace with and anticipate the participants and employers needs
  • Work closely with community mobilisers to organise workshops/meetings on raising awareness and introducing the information about the project and the role of skills development manager
  • Play an active role in campaigns to raise people’s awareness using communication documents and mass media available in local area
  • Work closely with the senior partnership and field coordination manager and with the business development manager to build strong working relationships with relevant training institutions and employers associated with the project to develop and/ or facilitate learning interventions.

Representation, Relationship and Communications

  • Represent the assigned component of programme(s) and BRC externally in relationships with relevant government representatives, donors and other agencies and strategic partners in the area of responsibility as directed by the Programme Manager (Delegate).
  • As required, represent the BRC at important forums including Movement meetings, inter-agency coordination meetings and with corporate and private donors as directed by the Programme Manager (Delegate).
  • Ensure frequent and comprehensive sharing of information and findings between sectorial specialists within BRC delegation and UK Office as directed by the Program Manager (Delegate).

Others:

  • Perform any other related duties or responsibilities that may be assigned by the line manager and Program Manager (Delegate)

  • A minimum of 3 years of experience of working on the DFID/ECHO/USAID funded projects

  • Thorough understanding of the world of work and up-to-date information about trends that affect the employment outlook.
  • Thorough experience or understanding of blockers for marginalized public to access jobs
