Job Purpose:

Job Duties and Responsibilities:

WASH Manager is responsible for overseeing the technical engineering direction of the IFRC- PMO response and other national emergency response/ recovery operations. Ratio between PMO and other emergency response is subject to the authority of line manager. This will include, but not limited to, providing the requisite support to the multiple recover and development projects that require both hardware and software technical support. The core responsibilities will include preparing designs and drawings for hardware schemes, project implementation, networking and liaison with relevant stakeholders, communication, capacity building and mentorship of BDRCS staff and volunteers, monitoring and evaluation.

The WASH Manager, reporting to the ISDB Project management Coordinator / Head of Sub office is part of the field programme team in the Population Movement Operation (PMO).

The WASH Manager will be spent 100% of his/her time in Cox’s Bazar with frequent travel to field sites to support office emergency response WASH program.

Key Responsibilities:

STRATEGY & VISION

  • Contribute to the development of BDRCS-PMO WASH sectoral strategy based on a strong contextual understanding of Cox Bazar and in line with BDRCS values
  • Ensure inclusion of national technical staff and other key stakeholders into the strategy process
  • Proactively identify project development opportunities, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the WASH portfolio

DESIGN AND PLANNING

  • Contribute to the design of new proposals based on sectoral and contextual knowledge, in close coordination with the BDRCS PMO WASH Team.
  • Integrate the use of community approaches (PHAST, CHAST, CLTS and SLTS) in the design, implementation, and maintenance of projects
  • In conjunction with PMER, designing and supervising baseline and endline surveys (including KAP, PIM, PDM) for WASH activities
  • Collaborate with finance and ISDB coordinator to develop program budgets for WASH
  • Ensure the mainstreaming of core protection principles through design and planning of sector interventions

PROGRAM MANAGEMENT AND COORDINATION

  • Provide technical oversight to the field teams and oversee the implementation of WASH activities, including rehabilitation/renovation of water systems, solid waste management, hygiene promotion, Faecal sludge management and sanitation infrastructure supported through Islamic Development Bank programme and through Emergency Appeal (EA).
  • Complete budget pipeline planning, monitoring and monthly follow-up in communication with the ISDB Programme management coordinator and Finance delegate.
  • Prepare procurement plan based on project cycle for WASH intervention work
  • Develop and update realistic weekly work plans for each grant in conjunction with the program team for EA and ISDB supported activities.
  • Timely preparation of monthly, quarterly, interim, and final donor reports for relevant activities
  • Ensure appropriate and timely resource mobilization for the successful implementation of WASH projects
  • Ensure the adoption of appropriate WASH designs and technologies, taking into account cost effectiveness, cultural awareness and protection of the environment
  • Ensure provision of program quality in all aspects of design, planning, and implementation of WASH infrastructure interventions; ensure third-party monitoring of projects in hard-to-reach areas is compliant with donor and IFRC standards
  • Stay informed of incidents as they arise through the field and are raised through the feedback/complaint mechanism
  • Work with the Program team and ISDB programme coordinator to overcome implementation challenges based on practical solutions
  • Ensure documentation and filing of project activities in compliance with IFRC policies and procedures
  • Ensure that implementation of all WASH activities are compliant with the grant requirements, in coordination with accountability coordinator
  • Produce technical design/ drawings,  BoQ, feasibility study reports and other technical documents necessary for all WASH hardware components
  • Maintain accepted Infrastructural standards for the sector and ensure that project staff, implementing partner agencies and recipient communities understand, accept and adhere to these standards.
  • Review projects at proposal and different stages of the implementation to ensure national and international construction protocols including appropriate environmental safeguard are maintained.
  • Regularly review the physical progress of the construction works and produce progress reports to ensure accuracy and consistency with the overall project/ donor reporting requirement.
  • Support and train community facilitators, volunteers and BDRCS staffs on WASH technical (hardware and software) as required
  • Support the assessment of needs and resources required for WASH activities in an evolving situation together with other team members and jointly plan appropriate integrated responses
  • Monitor the impact WASH activities and provide regular information for reporting and follow up.
  • Represent IFRC at WASH coordination forums and working groups of ISCG with BDRCS counterpart.

TEAM MANAGEMENT

  • Provide supervision and support to technical staff, including on-the-job training and coaching of senior national staff, regular performance reviews, and following up on individual professional development planning for the WASH team
  • Provide required technical support to the Logistic/ procurement department for preparation of tender documents, specification, and tender evaluation

Duties Applicable to all Staff

  • Actively work towards the achievement of the Secretariat’s goals.
  •  Abide by and work in accordance with the Red Cross/Red Crescent principles.
  • Perform any other work related duties and responsibilities that may be assigned by the line manager.

Education:

  • Bachelor’s (Master’s preferable) University degree in Civil Engineering/water resource engineering/ Environment or relevant discipline with several years relevant experience/equivalent

Experience:

Required

  • At least 5-10 years working experiences in Water/Sanitation/ construction management in any reputed national/international organizations.
  • At least 3 years of experience in the similar/higher position.
  • Experience of working with RCRC movement.
  • Excellent experience of report writing and concept note/proposal development

Preferred

  • Good command in 2D and 3D engineering design softwares like AutoCAD, ETABS, Stadd Pro, Sketchup etc.
