The International Federation of Red Cross and Red Crescent Societies (IFRC) is seeking a Logistics Officer to support the IFRC Bangladesh Country Office in Dhaka.

Job Purpose:
The Logistics Officer position is required to effectively support and assistance to the Manager, Logistics and Procurement to facilitate various logistics and procurement related work specially for the cyclone Amphan operation and Flood 2020 operation. Apart from the above, the Logistics Office will also support different ongoing projects/programmes of BDRCS and the PNSs as well as any emergency tasks of the IFRC Bangladesh Country Office.

Job Duties and Responsibilities:
This role carries to support the Manager, Logistics and Procurement including conducting. The role will perform logistics and procurement service in conjunction with NS and under the guidance of the department head.

Key areas of influence and key internal and external relationships include:

  • Support to planning, conducting and co-ordination of procurement services in line with country operational need.
  • Conducting procurement under cyclone Amphan and flood 2020 and ensuring IFRC standard procurement procedures with quality goods and services.
  • Ensure logistics support for relief importation for cyclone Amphan and Flood 2020.
  • Managing and maintaining the fleet.
  • Ensure support for NS/PNSs following the global standard Procurement policies.

Key Accountabilities

  • Conducting local procurement under the cyclone Amphan and Flood 2020 by following global procurement procedures.
  • Build relationships with NS/PNSs Logistics and Procurement teams to share learning and develop capabilities to enable the transference of logistics and procurement activities related to cyclone Amphan and Flood 2020 programme.
  • Coordinate/communicate with the relevant stakeholder as per instruction by the line manager to obtain necessary information and ensure required support.
  • Collecting information and support to maintain joint stock of relief goods with NS and generate report to submit Regional Logistics unit.
  • Ensuring best practice of IFRC Seven Principles, and compliance with necessary regulation, legislation and IFRC procedures.
  • Support to facilitate international importation of relief goods for IFRC in Bangladesh.
  • Support to initiate duty free import importation of relief goods in coordination with Regional Office as per operational need.
  • Regular follow up to obtain import permission and duty exemption from the concern Govt parties.
  • Manage and maintain the IFRC standard fleet management, monthly reporting in fleet wave, proper maintenance of VRP vehicles, regular inspection and drivers breading, guide the Sub office and PNSs logisticians regarding VRP vehicles operations and regular reporting.
  • Support to prepare monthly reports detailing specifics according to the needs and distributing them to the Regional Office Logistics Unit and/or to Geneva.

Education Requirements:

  • University Degree to Master’s Level
  • Professional Qualification in Logistics/Supply Chain Management
  • Preferably Professional Degree in Supply Chain Management

Experience:

  • At least 5 years practical experience in logistics and procurement field is mandatory
  • Preferably Experience of working for a humanitarian aid organization in logistics and procurement department/ Red Cross/Red Crescent knowledge and experience

Knowledge and Skills:

  • Capacity to working under pressure
  • Excellent knowledge in excel and writing skill
  • Ability to work in a cross-functional environment
  • Strong interpersonal skills and good understanding of the global organization
  • Excellent written and verbal communication skills and the ability to provide authoritative advice
  • Ability to work to tight deadlines and handle multiple tasks
  • Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition
  • Preferable, ability to understand and work with Government/Ministries

Languages:

  • Fluent in Bangla both in oral and writing
  • Excellent command of English language both in oral and writing
