Job Purpose:
The Hospital Quality Assurance manager is responsible for the Health Information Management of the PMO and to support the IFRC Sub Office in Cox's Bazar Health team to manage and analyse data and produce information products for the operation to improve effective data-driven decision making for allocating resources and setting priorities for health interventions.

Job Duties and Responsibilities:

Quality Assurance

  • Work closely with the BDRCS health team to streamline reporting processes and ensure data from all BDRCS health facilities are submitted with high quality and accuracy to a centralized repository at PMO to capitalize on the Movement’s work in health in this context;
  • Assess the existing KoBo reporting tools for the modules of clinical care, hospital care, PSS and CBHFA and develop an SOP for regular review, updates and training modules for the PMO
  • Provide technical support to all health partners to facilitate continued adoption of the centralized HIS for the PMO, which may include advice on procuring hardware or software needed, training for staff and community volunteers on use and deadlines of the reporting system, and follow-up visits or feedback on their use of the system
  • Analyse, produce reports, updates and necessary break down from the data being submitted on a monthly and when necessary basis for BDRCS-IFRC;
  • Ensure data from health facilities and programmes that are collected on behalf of the PMO are shared back to stakeholders as required and necessary for their monitoring and reporting; this may include online dashboards, mailing lists, shared data repositories, static information products, analysis products or visualizations.
  • Review, develop and implement “Clinical Quality Checklists’ to ensure quality of services from all service delivery points.
  • When it is necessary, build the capacity and continued development of BDRCS HIS team;
  • Follow-up of different PHCC as well as quality issues at field level and provide necessary technical support to them.
  • Ensure timely reports from all health facilities and programmes are being shared with external agencies as pertinent and necessary for humanitarian coordination in the PMO context (includes DGHS, WHO EWARS, ISCG 4W, and others as required)
  • Monitor & supervise Infection Prevention activities/ formalities at clinic level;
  • Identification of gaps, develop action plan under the guidance of in- charge of the hospital and monitor compliance;
  • Facilitate and conduct monthly internal meetings.
    • Conduct field trips to support staff and volunteers.

Health Information Management

  • The Hospital Quality Assurance manager is responsible to provide support to IFRC Sub Office in Cox's Bazar Health team to manage and analyse data and produce information products for the operation to improve effective data-driven decision making for allocating resources and setting priorities for health interventions.
  • All activities are in support of the IFRC Sub Office Cox's Bazar, Bangladesh Population Movement Emergency appeal.
  • Provide Health information management technical support to all partners in health. Ensuring data quality Supporting Mobile Data Collection tools (Open Data Kit).Serve as the Health Information Management focal point for external agencies on behalf of the PMO in Cox’s Bazar
  • Support the digitalisization processes and data management for distribution of data to donors, partners, Ministry of health and Family Welfare.
  • Monitoring continuous flow of data from the field.
  • Adhering to Red Cross Red Crescent data protection policies
  • Capacity enhancement: Enhancing the Bangladesh Red Crescent Society capacity in Health information data literacy, data management and data skills.
  • Support identifying needs, planning, processing and analyzing studies, surveys on the operation and context.

Education Requirements:

  • Relevant degree (minimum master’s degree) or equivalent experience in Public Health and information management, operational research.
  • Training and experience in Public Health information management, research is mandatory.

Experience:

  • Minimum 3 years of prior professional experience in the use of HIS, database systems, data visualisation and other information management tools and mechanisms. Experience in using mobile data collection tools, and electronic encoding of surveys.
  • Preferred Experience within the Red Cross and Red Crescent Movement Experience working in complex environments. Comfortable working in a multi-cultural environment.

Knowledge and Skills

  • Preferred Excellent professional communications skills, both verbal and written in both English and Bangla.
  • Strong organizational skills, methodological and logical approach to tasks and problem solving.
  • Good presentation and facilitation skills.
  • Ability to organise, analyse large amounts of information. Ability to manage complex and sensitive data.
  • Advanced knowledge of Microsoft Office Excel.
  • Competent in working with data collection tools (Open Data Kit or KoBo), visualization tools (PowerBI or Tableau)
  • Data literate (knowledge of basic statistics, data structures.

Languages: Fluency in English and Bangla.
