Job Purpose:

The Social Inclusion Coordinator will support the National Society and IFRC operations teams to focus on improving the situation and status of the individuals and groups who are excluded or marginalized. Effective and successful social inclusion measures over time will contribute not only the well-being, dignity and resilience of individuals or groups but also to the overall cohesion and thus resilience of the community itself.

Social inclusion is about putting in place processes and measures at the community and societal levels to address the exclusion of certain groups and ultimately the effects of that lack of cohesion on the whole community. Our aim is to strengthen social relations, interactions and ties in communities, while reducing inequalities. In this context, it is especially important to strengthen social cohesion between the guest community and the Bangladeshi host community. Recognizing the importance of peaceful coexistence of these communities, the Social Inclusion Specialist will support all sectors to design interventions in ways that mitigate potential tensions and promote positive relations. The Social Inclusion Coordinator will also help ensure that Community Engagement and Accountability (CEA) activities and approaches are integrated into all sectoral interventions. This will enhance the impact, reach and relevance of our emergency operation. The main CEA activities include participatory planning, information dissemination, two-way dialogue, feedback systems, behaviour and social change communication and evidence-based advocacy. The Social Inclusion Coordinator will provide high-quality technical advice to the RC/RC operation and its leadership on all matters related to Social Cohesion, Protection, Gender and Inclusion, and Community Engagement & Accountability (CEA). This includes ensuring that these issues are considered in operational plans and budgets, and that the operation increases the level of engagement and accountability to communities.

Because social inclusion is very contextual and dependent on local culture and context, the position will work closely with local counterparts and ensure that the social inclusion elements of the programme are locally driven.

Job Duties and Responsibilities:

Technical guidance

Overall duties

  • In discussion with all the project leads, s/he will be responsible for supporting the development and implementation of the social-inclusion related activities in the Emergency Plan of Action, and further developing this into a dedicated long-term plan for the Social Inclusion team.
  • Ensure that the most vulnerable and marginalised populations are represented across all project components. This can include (but is not limited to) indigenous persons, religious minorities and persons with disabilities. Recognizing that girls and women tend to experience more marginalisation and increased vulnerability, s/he will place emphasis on female inclusion and addressing gender inequality.
  • Ensure women, children, the elderly, people with disabilities and other vulnerable groups have equal access to information channels and feedback mechanisms particular to their needs and taking into account any specific protection issues.

Assessment, monitoring, evaluation and learning

  • Conduct frequent field visits to assess the effectiveness of an inclusive approach and document and share the findings accordingly.
  • Support the implementation units in conducting local context analyses with a gender and socially inclusive lens.
  • Drive knowledge management initiatives related to Social Inclusion, such as capturing best practices, documenting lessons learnt and organising knowledge sharing meetings and events.
  • Develop and support in designing and printing Information, Education and Communication (IEC) materials related to gender, disability, participation and other components of social inclusion.
  • Support assessments to be transparent and participatory, capturing people’s information needs and trusted and preferred communication channels.
    Support community participation in operational planning, design and implementation.

Mentoring and sustainability

  • Serve as a resource person and mentor BDRCS and IFRC staff on various socially inclusive initiatives.
  • Organise and facilitate interactive training and refresher orientation sessions on Social Inclusion for BDRCS and IFRC staff at all levels.
  • Lead post-training follow up field visits to assess the level of sensitisation of staff and volunteers and share findings with respective teams for learning.
  • Build the capacity of the National Society to integrate Protection, Gender and Inclusion, and Community Engagement & Accountability into their ways of working.
  • Support field operations team in organising and facilitating community level workshops periodically; and document the process.
  • Support BDRCS to develop an exit strategy to map out which response activities and approaches can be sustained by target communities after the end of the operation.
  • Incorporate discussions and activities related to social inclusion into all ongoing workshops, dialogue sessions and other events

Coordination and representation

  • Work closely with the IFRC Regional and Global Advisors for PGI, CEA and other relevant staff to ensure there is consistency and sustainability in our approaches across the region.
  • Coordinate all Social Inclusion efforts with the RC/RC Movement partners in Bangladesh.
  • Coordinate and identify partnership opportunities with other NGOs, humanitarian agencies, UN and the Government of Bangladesh through existing inter-agency networks, such as the Communication with Communities, Protection and Social Cohesion working groups.
  • Identify opportunities for partnership with external specialist organisations, including the use of technology and innovative approaches to enhance community engagement and social inclusion.
  • Support the positioning and visibility of Red Cross and Red Crescent achievements on Social Inclusion and share data with the wider humanitarian network to inform and influence the overall response.

Education Requirements:

  • University degree (in Communication or Social/ Behavioural Sciences i.e. Sociology, Anthropology, Psychology or Health Education) or relevant experience is required.

Experience:

  • At least 3 years of experience working on projects that involved a significant focus on gender mainstreaming or social inclusion, carrying out gender and social inclusion analyses and the development of action plans to integrate marginalised people across program components (either in a local or international context).
  • Experience of working as part of a team responding to humanitarian emergencies, complex crisis or conflict situations.
  • In-depth understanding principles of inclusive approaches to programming that encourages full participation of individuals regardless of sex, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalised status.
  • Experience in building capacity of local stakeholders on gender and social inclusion issues.
  • Experience coordinating with different types of stakeholders, including NGOs, the UN system and governmental bodies.
  • Experience of coaching, training and developing staff and volunteers in order to build long-term capacity and create ownership.
  • Experience of designing and implementing assessments, community consultations, research and/or focus groups discussions.
  • Experience working with Red Cross/Red Crescent National Societies.
  • Experience setting up and managing accountability to communities’ systems. For example, feedback and complaints mechanisms, rumour tracking systems, or participatory planning processes.

Knowledge and Skills

  • Good planning skills, with the ability to identify areas for improvements in operations through the integration of Social Inclusion approaches and activities.
  • Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners.
  • Highly motivated proactive self-starter, able to set and achieve goals using own initiative.
  • Strong written, presentation, facilitation and training skills.
  • Able to effectively prioritise competing tasks to ensure the most important tasks are completed effectively.
  • Willing to travel extensively to support field operations.
  • Excellent interpersonal, communication and networking skills.
  • Good knowledge of Red Cross Red Crescent disaster management cycle, including planning and response processes and procedures.
  • Good knowledge of protection, gender & diversity and inclusion issues in emergency response operations

Languages: Fluency in English and Bangla.
