Job Purpose:
As part of the regional and country office Partnership and Resource development team and reporting to the Accountability Coordinator in Cox’s Bazar Sub-office with close coordination to PRD Sr. Manager at Dhaka office, the Pledge Management senior officer is responsible for monitoring all pledges (contributions) received from partners and donors. The main objectives are:

  • Ensure effective and thorough grant/pledge management in close coordination with operational leads and budget holder(s) and facilitate a consistent risk assessment process;
  • Ensure the coordination and facilitate writing of high-quality proposals under the supervision of the Accountability Coordinator, regional and country PRD team, in close liaison with operational and technical leads as well as partners;
  • Provide quality assurance and follow-up with a wide range of partners, including tailored-made support for partners;
    Facilitate external relations with Movement and external partners as requested, including in proactively coordinating field visits.

Job Duties and Responsibilities:
Based in Cox’s Bazar and reporting to the Accountability Coordinator of Cox’s Bazar Sub-office, and through close coordination and interaction with the country and regional PRD team, the Pledge Management senior officer position will focus on the following:

1. Accountability and partner stewardship

  • Establish and strengthen relations with the potential and existing donors;
  • Ensure oversight and quality control on all pledges and grants devoted to the Population Movement Emergency Appeal;
  • Prepare a consistent workflow for timely and efficient processing of pledges and grants;
  • Work with operational and accountable leads to mainstream effective pledge management and partner stewardship;
  • Work with budget holders, and Finance for timely and efficient monitoring and reporting;
  • Prepare and draft quality narrative donor reports.
  • Ensure donor compliance with relevant policy and procedures;
  • Monitor a risk assessment process with regards to partners accountability;

2. Funding and resourcing

  • Analyse current Emergency Appeal funding and expenditure of pledges/grants together with finance coordinator.

3. Partner engagement

  • Ensure regular and proactive updates such as our Operation updates, external updates, infographics to partners contributing to the Emergency Appeal with a view to developing trust and transparency in delivering IFRC response in support to BDRCS.
  • Organize RM activities and initiatives relevant to the implementation of the strategy and the specific targeted donor pool, such as conference calls to update partners on current activities and funding gap and needs;
  • Ensure high level stewardship of existing donors, including provision of high-quality reports, regular contacts (as preferred by the donor);

4. Networking and Communication

  • Coordinate the development and writing of highly competitive resource mobilisation proposals
  • Support in the production of communication materials and work closely with Communication and Information Management teams in support of fundraising such as external updates, infographics, brochures, appeals, newsletters, and Federation-Wide reports and their reviews;
  • Support in developing and coordinating online/web-based fundraising initiatives;
  • Develop and maintain an effective project tracking system and ensure all donor funding requirements are met in any fundraising document;
  • Contribute to funding gaps monitoring, including through weekly funding tables, and analyse/ propose/ implement corrective measures;
  • Facilitate and support resourcing efforts for the Red Cross Red Crescent response in close liaison with regional PRD team, the Country Office, operational leads, PMER and Finance focal points;
  • Proactively facilitate donors/partners’ field visits in close liaison with the Country office, Cox’s Bazar Sub-Office and egional PRD;
  • Supervise and facilitate pre-positioning activities (arrange/ accompany donor visits, support hosting strategic events) and donor/internal monitoring and audits;

5. Analysis

  • Lead on the monthly reports on results, including analysis of partnership engagement, income, expenditure, trends, funding gaps, quality of pledges, earmarking;

Education Requirements:

  • University degree or equivalent in a relevant discipline.
  • Relevant post-graduate degree or MBA
  • Relevant professional training courses is preferred.

Experience:

  • Solid track record in partnerships and fundraising.
  • Relevant work experience with the Red Cross/Red Crescent Movement, or another organisation working internationally, including in resource mobilisation, partnerships, planning and/or reporting.
  • Experience in project management including multi-stakeholder engagement is Preferable.
  • Working with international funding agencies (e.g. EU or governments is Preferable.

Knowledge and Skills

  • Familiarity with government and multilateral funding systems.
  • Strong skills in excel including use of formulas, charts and pivot tables.
  • Ability to work in a diverse cultural context
  • Strong knowledge of information sharing tools, and the ability to implement them
  • Highly organised, with ability to create a team approach
  • Excellent communication skills; influencing skills
  • Excellent relationship building skills; ability to build and strengthen internal and external networks, and establish effective partnerships, with National Societies
  • Demonstrated skill in analytical and strategic thinking
  • Facilitation and presentation skills including proficiency with PowerPoint.

Languages: Fluency in English and Bangla.
