Job Purpose:

The Senior CBDRR Officer works as part of the IFRC Population Movement Operation (PMO) team and will coordinate with Bangladesh Red Crescent Society (BDRCS), PNS and RCRC sector leads regarding the implementation of DRR programs and other activities in the host communities.

The Senior CBDRR Officer will be responsible to assist the IFRC Project Leader and support the implementing BDRCS and communities in the planning, implementation and monitoring of key project activities in close coordination with different stakeholders. S/he will lead the project team in the innovation and introduction of innovative disaster resilient strategies.

The position will support the project team to formulate and capacity building of community disaster management structures, school-based disaster risk management, setting up innovative and practical early warning systems and WASH, livelihood mainstreaming in DRR and other possible interventions to enhance the resilience capacity of poor and vulnerable communities.

Job Duties and Responsibilities:

Representation and Program Development:

  • Support Resilience Coordinator & Community Resilience Manager to develop strategies and program initiatives.
  • Identify, prioritize and support host communities to implement potential DRR strategies that are less sensitive to existing and potential hazards and more resilient to disasters
  • Represent IFRC on behalf of the IFRC leadership at internal and external meetings, technical and coordination meetings, ceremonies and Red Cross Red Crescent functions.
  • Assist and lead DRR planning at host community level and support the Disaster Management Committees (DMCs) at community level and Union Disaster Management Council (UDMC) Forums at UC level.
  • Support and facilitate BDRCS in the prioritization of WASH and small-scale mitigation structure as per criteria
  • Assist and lead livelihood and WASH mainstreaming in DRR at household and community level.
  • Support BDRCS in development of Information, Education & Communication (IEC) material related to CBDRM and multi-hazard.
  • Design, develop and provide trainings for target host communities to develop skills and capacities for DRR projects.
  • Support BDRCS project team in organizing capacity building trainings, first aid training, drill-simulation and other issues.
  • Prepare reports and share them with Project Leader and PNSs.
  • Coordinate with focal points from other Partners National Societies’ members

Program Management, Planning, implementation, monitoring and reporting of the project activities

  • Prepare annual, quarterly and monthly plans for the effective execution of project activities.
  • Manage and mobilize the available resources within the available time limit for maximum results by allocating and distributing them properly across the project activities in line with the project document.
  • Assist the line manager, other project staff and support BDRCS project team to break-down and elaborate the project strategies when necessary to integrate into development and disaster risk reduction plans to increase the resilience of the host communities
  • Ensure the effective and timely implementation of the planned and approved activities and strategies for the target host communities

Staff Management

  • Directly work with Resilience Coordinator, Community Resilience Manager, Senior Response Officer, Senior Preparedness Officer and Senior Host Community Officer; and support as needed.
  • Ensure staff have the competencies and support to effectively complete own objectives and tasks as well as provide technical support to BDRC
  • Supervise and coach BDRCS staff and promote a learning environment
  • Be mindful of staff wellness and induce a culture of transparency, problem solving, and teamwork.
  • Identify and select appropriate skills development opportunities that would enhance staff capacity .

Education Requirements:

  • Postgraduate degree preferably from a reputable accredited university in Social Science, Disaster Management, Environmental Protection and/or relevant field is required.
  • Master’s Degree is preferred

Experience:

  • At least 4 years’ experience working as a professional in the Disaster Management Field particularly community resiliency and community based DRR.
  • 5 years plus experience with program design and project management; ability to design and manage all stages of disaster risk mitigation, preparedness, recovery and livelihood projects.
  • Demonstrated success in proposal writing and securing funding and analytical report writing.
  • Experience identifying and establishing institutional capacity building initiatives, particularly for local partner organizations.
  • Experience collaborating with government agencies, international organizations and working with local implementing partners.
  • Good level of understanding about organizational change.
  • Excellent skills in budgeting and financial management, problem solving, conflict resolution, advocacy, and stakeholder coordination.
  • Experience in donor/partners relationship management.
  • Proven field work experience in disaster response operations or similar contexts.

  • High degree of integrity, discretion, and personal conduct.
  • Flexible and adaptable to changing working conditions.
  • Willing and able to travel for work purposes, including international travel.

  • Good Analytical thinking skills.
  • Proven skills in mentoring and coaching of staff.
  • Good computers skills (Windows, Spreadsheets, Word Processing.

Languages: Fluency in English and Bangla
