GEAR Bangladesh - Manufacturing, Agribusiness & Services


A. Objectives/Purpose of Assignment

The Manufacturing, Agribusiness, and Services department (MAS) represents IFC’s work in the Manufacturing, Agribusiness, and Services sectors. These sectors are key to delivering direct impact that caters to basic human needs such as food, shelter, jobs, and health and education. They play a critical role in providing goods and services to consumers, address core needs, create jobs, contribute to government revenue, and stimulate growth through SMEs. Within the MAS Department, IFC implements the Gender Equality and Returns (GEAR) training program.

GEAR trains female operators and their managers to develop skills that ease the path for women to progress into supervisory roles. The pilot phase of the training completed in 2018 and IFC is continuing to scale-up the training to more factories in Bangladesh as a Better Work Bangladesh training jointly with ILO. • Purpose of the assignment:

IFC seeks to hire two experienced trainers to virtually deliver the soft skills component of GEAR to participating ready-made garment (RMG) factories. This will include delivering two days of soft skills training to female operators and their managers in remote classroom settings and conducting another two days of trainings/workshops with factory managers. The consultant will also be expected to maintain communications with factories and the Better Work Bangladesh team regarding trainee performance and support overall program implementation as required.

The training delivery is expected to be done entirely virtually (remote) given existing Covid-19 restrictions in place. However, it may evolve to a blended delivery format (combination of virtual and in-person) or in-person depending on how the situation and associated restrictions develop over the timeline of the assignment.

IFC expects the assignment to require about 100 days of work during the period August 15, 2021 to June 30, 2022.

B. Scope of Work

Working closely with the IFC team, each consultant’s tasks will include:

  • Virtual delivery of soft skills component of GEAR, gather feedback, and support adjustment as necessary to achieve the desired outputs, outcomes and impact
  • Virtual deliver of two days of soft skills training to approximately 50 – 100 trainees or 5 - 10 cohorts (with a maximum of 20 trainees in each cohort)
  • Virtual delivery of half day sessions of team-building, selection training and on-boarding sessions to female operators and their managers
  • Virtually conduct diagnostic tests to evaluate candidates and finalize selection based on diagnostic results
  • Virtually conduct trainee assessments to evaluate trainee knowledge after completion of trainings
  • Virtually conduct training sessions with Human Resources and relevant departments of participating factories on tools and techniques to identify, evaluate and retain female talent in supervisory roles
  • Maintain and report data on trainee attendance, absences, assessments, training related issues, etc.
  • Manage communications with factory management and trainees for follow-up and data collection
  • Maintain relationship with relevant factory management and BWB team to support successful implementation of the program
  • Help maintain communication materials (i.e. content for website, blogs, social media, brochures, PPTs, etc.) in collaboration with IFC’s communications team.

The consultants will work closely with the Lead Soft Skills Coach and the GEAR Team, and report to Ms. Nabeera Rahman, GEAR Bangladesh Lead, nrahman1@ifc.org.

C. Deliverables / Specific Outputs Expected from Consultant
Specific deliverables include, but are not limited to:

  • Attendance reports from training sessions
  • Diagnostic test scores and assessment reports of trainees
  • Reports based on phone follow-up with trainees
  • Updated version of the soft skills module (if any) after completion of all trainings

D. Special Terms & Conditions / Specific Criteria:
Applicants will be rated against all of the following:

  • Undergraduate degree in Psychology or Social Sciences with 2-3 years’ of professional experience as a trainer or counsellor; track record in designing and executing successful training programs will be seen as an advantage;
  • Solid understanding of gender issues is essential; additionally, the candidate is expected to possess in-depth understanding of labor issues in manufacturing; prior experience of working with demographics such as female garment workers will be an advantage;
  • Have the required IT skills to convene training sessions remotely with the ability to troubleshoot if required;
  • Some experience of conducting assessments or surveys will be seen as an advantage;
  • Outstanding communication and leadership skills with demonstrated ability to engage with mid-level factory management;
  • Fluency in Bangla and English, both written and oral; additionally, the candidate is expected to be proficient in typing Bangla;
  • Demonstrated ability to multi-task in a fast-paced environment and be proactive, consistent, and timely with delivery under limited supervision; and ability to think strategically and independently; and
  • Strong interpersonal skills and the ability to thrive in a multicultural environment;

The assignment will require virtual delivery (or in-person delivery of trainings during non-Covid times) at factories. For in-person training delivery, factories and training centers will be located outside of Dhaka; transportation will be provided as required.
