Background

iDE Bangladesh is implementing Year 3 of the Transforming Lives Through Nutrition (TLTN) project in selected districts of Barishal, Cox’s Bazar, and Sylhet. The project aims to improve maternal, newborn, and child nutrition through nutrition-sensitive and climate-smart agriculture, stronger market systems and entrepreneurship, improved access to nutritious products and services, and better household and community WASH practices. The Year 3 MERL framework requires timely, accurate, complete, and verifiable data aligned with the approved Logframe, Performance Indicator Tracking Table (PITT), and Detailed Implementation Plan (DIP).

To strengthen field-level monitoring and research, iDE Bangladesh will engage nine Data Enumerators—three in Barishal, two in Cox’s Bazar, and four in Sylhet from September 2026 to May 2027. They will support routine monitoring, daily digital data collection, participant and activity registration, field verification, basic data cleaning, evidence management, and selected quantitative and qualitative research activities. All assignments will follow approved tools, sampling instructions, informed consent, safeguarding, confidentiality, data-protection, and data-quality procedures.

Key Roles and Responsibilities

A. Orientation, Planning and Tool Preparation

  • Participate in orientation on the TLTN Year 3 results framework, indicator definitions, target units, disaggregation, stable IDs, evidence requirements and links between the Logframe, PITT and DIP.
  • Review Bangla and English questionnaires, Kobo/ODK/Enketo forms, registers and checklists; test consent text, translations, skip logic, constraints, calculations, GPS/media capture and mandatory fields.
  • Support field piloting and provide structured feedback on interview flow, question clarity, respondent burden, timing, routing, device readiness and operational risks.
  • Prepare daily route plans and ensure readiness of the mandatory laptop, smartphone, charger/power bank, connectivity, field materials and secure backup arrangements.

B. Routine Monitoring and Daily Data Collection

  • Collect routine data using approved digital forms and standardized registers for training, demonstrations, participant attendance, farmer and entrepreneur support, agricultural inputs/services, WASH products and services, sales/stock records, partnerships, campaigns and other approved activities.
  • Record all required information accurately, including relevant IDs, date, location, participant details, disaggregation, product and quantity, responsible staff, and supporting evidence.
  • Monitor assigned activities in the field; verify implementation status, participant presence, service or product delivery, transaction records, source documents, photos and other evidence against the approved plan.
  • Synchronize or submit completed forms every working day and maintain a daily submission log, including completed records, pending cases, non-response, re-visits, evidence gaps, quality flags and operational constraints.
  • Immediately report material implementation gaps, safeguarding concerns, suspected data manipulation, missing evidence, device loss, data-security incidents or other critical issues to the supervisor.

C. Research and Assessment Data Collection

  • Support household and outcome surveys, farmer outcome measurement, market-standard assessments, DQQ/MDD-W studies, JMP-aligned WASH assessments, entrepreneurship and market-system research, and other approved studies.
  • Conduct quantitative interviews, KIIs, FGDs, observations, case documentation, listing, respondent scheduling, back-checks and spot-checks as assigned.
  • Follow the approved sample frame, respondent-selection procedure, field protocol and replacement rules; do not substitute respondents or locations without authorization.
  • Apply informed consent/assent, privacy, neutral interviewing, standardized probing and Do-No-Harm principles, and capture GPS, timestamps, field notes and media only where the approved tool requires them.
  • Participate in training, mock interviews, standardization exercises, pilot testing and daily research debriefs; support translation, transcription or note consolidation when assigned.

D. Data Quality Assurance and Verification

  • Conduct first-line checks for completeness, skip and range errors, missing mandatory fields, inconsistent units, outliers, improbable duration or GPS, duplicate records and mismatch with source evidence.
  • Use stable IDs for people, households, entrepreneurs, SMEs, partners, events and transactions; names alone must not be treated as unique identifiers.
  • Support de-duplication across activities and reporting periods, maintain a duplicate-resolution log and distinguish unique people/entities from attendance, transactions, product units, events and monetary values.
  • Reconcile submissions with signed or digital rosters, facilitator reports, photos, invoices/receipts, sales ledgers, stock records, delivery acknowledgements and other approved evidence.
  • Conduct re-visits, back-checks, spot-checks and evidence verification when instructed, and document all corrections through the approved cleaning/correction log; never silently overwrite an approved value.

E. Data Entry, MIS and Evidence Management

  • Enter, clean and organize data in Kobo/ODK/Enketo, Google Sheets, Microsoft Excel, approved MIS registers and DHIS2-related templates as assigned.
  • Maintain controlled names, codes and formats for locations, activities, indicators, participants/entities, products/SKUs, dates and units of measure.
  • Use spreadsheet functions, validation, filters, conditional formatting, protected ranges, pivot tables and lookup/aggregation formulas to support accurate daily and weekly consolidation.
  • Import and export CSV files, correct headers and date formats, identify missingness and duplicates, and prepare validated roll-ups for PITT, DIP, dashboards and management review without editing protected formula cells.
  • Organize evidence using the required naming convention (Y3_IndicatorID_ActivityCode_Location_Date_RecordID), upload files to the approved restricted Drive structure and paste the correct evidence link/reference in the relevant tracker.

F. Reporting, Coordination and Accountability

  • Coordinate daily with the Technical Specialist – MERL and Field Team Leader and work closely with the MERL Coordinator, hub team and relevant agriculture, nutrition, WASH, SME/market-system and research focal persons.
  • Attend field briefings and debriefings and submit a Daily Field Report covering assigned versus completed work, records submitted, locations covered, data-quality issues, pending follow-up, logistics and safeguarding observations.
  • Provide weekly progress and DQA summaries when requested and support monthly reconciliation of hub submissions, source-document completeness, duplicates, unit consistency and tracker/MIS agreement.
  • Maintain strict confidentiality, secure devices and files, follow role-based access and data-protection requirements, and hand over all project data, consent materials and assigned assets at the end of each assignment.

Education

  • Minimum Higher Secondary Certificate (HSC) or equivalent; a bachelor’s degree or ongoing undergraduate study in statistics, social science, development studies, agriculture, nutrition, public health, WASH, business, ICT or a related field is preferred.
  • The education requirement may be relaxed for candidates with strong and directly relevant field-data and computer-operation experience.

Work Experience

  • At least one year of experience in field data collection and computer-based data entry; candidates with two or more years of relevant experience will receive preference.
  • Experience with NGO/INGO projects, routine monitoring systems, household surveys, market or service-delivery data, qualitative research, or agriculture/nutrition/WASH programmes is preferred.

Required Skills

  • Digital data collection: KoboToolbox/ODK/Enketo or similar CAPI platforms
  • Data entry and spreadsheets: Proficiency in Google Sheets and Microsoft Excel
  • Data quality: Ability to identify missing data, duplicates, inconsistent IDs, unit mismatches, outliers and evidence discrepancies, and to maintain cleaning, correction and duplicate-resolution logs.
  • Evidence management: Ability to scan or photograph source documents clearly, apply file-naming conventions, organize folders, maintain versions and link evidence to trackers.
  • Interviewing and research: Clear, neutral and respectful interviewing; accurate probing, observation and note-taking; ability to follow sampling, respondent-selection and qualitative facilitation instructions.
  • Communication and reporting: Ability to prepare concise daily field reports and communicate professionally through email, WhatsApp and field coordination channels.
  • Typing and digital literacy: Strong English and Bangla typing and numerical data-entry accuracy; basic troubleshooting of permissions, synchronization, file formats and device settings.
  • Ethics and safeguarding: Demonstrated understanding of informed consent, confidentiality, PSEA, Do-No-Harm and immediate escalation of safeguarding or data-integrity concerns.

Physical and Language Skills

  • Mobility and stamina: Ability to travel regularly to rural, remote, coastal, haor, char or hard-to-reach areas; walk extended distances; work in heat or rain; and carry field devices and materials.
  • Work schedule: Flexibility to work early mornings, evenings, weekends or consecutive field days according to community availability, event schedules and research protocols.
  • Language: Fluency in Bangla and basic functional English for digital forms, labels, instructions and reporting. Relevant local dialect capacity, including Sylheti or Chittagonian/Cox’s Bazar context, is an advantage.
  • Interpersonal skills: Respectful communication and rapport-building with women, caregivers, farmers, entrepreneurs, SMEs, pupils, health actors, local leaders and other community stakeholders.

Coordination

  • Technical supervision will be provided by the Technical Specialist – MERL; operational and administrative supervision will be provided by the relevant Field Team Leader.
  • The DE will coordinate daily with the MERL Coordinator and hub/technical teams and may be assigned across sectors, studies or nearby project locations based on operational need.
  • All field plans, completed work, re-visits, leave or unavailability must be communicated in advance through the approved reporting line.

Financial Benefits and Conditions

  • Remuneration: BDT 1,100 per approved working day, for actual working days only, with a maximum of 20 working days 180 days within the contract period unless otherwise approved in the PR/contract.
  • Approved field travel costs will be reimbursed on an actual or applicable policy basis against required supporting documents and supervisor approval.
  • Payment will be processed periodically based on verified attendance/timesheets, accepted deliverables, completed data submissions and required supporting documents, in accordance with iDE policy.
  • No minimum number of working days is guaranteed. The number and timing of assignments will depend on the approved workplan, field requirements, data volume and satisfactory performance.
  • The final rate, payment schedule, workday ceiling and reimbursable costs remain subject to the approved PR, procurement process and signed agreement.

Terms and Conditions

  • The selected candidate must follow all applicable iDE Bangladesh policies, code of conduct, safeguarding/PSEA, data-protection, security, finance, procurement and field-travel requirements.
  • The engagement is assignment-based and requires availability on agreed dates. Continued engagement will depend on performance, data quality, timeliness, professional conduct and program need.
  • Data fabrication, unauthorized respondent substitution, duplicate creation, evidence manipulation, breach of confidentiality or unauthorized sharing of project data may result in immediate termination and other action under iDE policy.
  • The candidate must disclose any conflict of interest and must not accept another engagement that interferes with assigned working days, confidentiality or performance obligations.
  • At least 15 days’ prior notice should be provided when withdrawing from the roster/engagement, except in an emergency agreed with the supervisor.

Mandatory Equipment, Mobility and Other Information

  • Mandatory laptop: The candidate must own and maintain a functional laptop capable of running Google Workspace, Microsoft Excel and required data-management applications. Applications from candidates without access to their own laptop will not be considered.
  • Mandatory smartphone: The candidate must have an Android smartphone with at least 4 GB RAM, functional GPS, camera, sufficient storage and reliable charging capability.
  • Motorcycle preference: Priority will be given to candidates who own or have reliable access to a motorcycle, can travel safely to remote field locations and hold a valid driving licence where applicable. Motorcycle ownership is an advantage, not a substitute for the other selection requirements.
  • Local knowledge: Candidates familiar with the assigned hub geography, local transport routes and relevant dialects will receive preference.
  • The selected candidate is responsible for the security and routine maintenance of personal devices used for the assignment. Project data must not be shared with unauthorized persons or stored in unapproved locations.
  • iDE reserves the right to revise the number of workdays, deployment locations or deliverables, or to cancel the recruitment/engagement, in accordance with organizational requirements and the approved procurement process.
