Officer- Program Quality
iDE is an international NGO with over 40 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor, as well as the longest-established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has multiple projects in Agricultural Markets, Water, Sanitation and Hygiene (WASH), and Access to Finance with a focus on women’s economic empowerment and climate-smart technologies.
iDE Bangladesh is implementing the Multisectoral Alliance for Improved Nutrition (MAIN) Project in consortium with CARE, The Hunger Project, and Harvest Plus. The project focuses on strengthening nutrition governance and nutrition-sensitive market systems across Bangladesh to improve dietary diversity and food security.
We are seeking a highly motivated and proactive Officer-Program Quality to support the implementation of the MAIN Project. The Officer-Program Quality will play a critical role in building and nurturing stakeholder relationships to drive sustainable, market-based solutions for improved nutrition. This includes establishing and managing linkages between private sector actors, service providers, Local Government Institutions (LGIs), and local entrepreneurs. The incumbent will facilitate capacity-building initiatives, implement market activation strategies, and advocate for nutrition-sensitive practices within assigned regions.

Key Roles and Responsibilities:
The responsibilities of the Officer-Program Quality include, but are not limited to, the descriptions below.
Design and Planning
10% |
- Contribute to developing and reviewing the Monitoring and result measurement (MRM) plan;
- Assist in developing a method to measure market constraints and changes due to project interventions;
- Support in study design, deployment, data analysis, and reporting

Monitoring, Evaluation and Learning
25% |
- Follow up on the timely execution of the Monitoring, Evaluation, and Learning Plans of the project
- Report on Performance Indicators and Management Dashboard regularly
- Lead the capacity building of the program team in understanding results data, and in coordination with Program and learning to ensure the MRM system

Planning and Strategy Development
10% |
- Facilitate framing the strategic direction of the project in collaboration with the Management
- Ensure the application of iDE’s market system approach
- Support the program and implementation team in planning and providing technical guidance for strategy formulation and implementation to achieve required changes in the market system

Data Collection and Analysis
15% |
- Facilitating assessments/ studies as per program requirement (deep dives, research, quarterly quality assessment, annual surveys, case studies)
- Provide measurement information, analyses, and interpretation for reporting
- Conduct periodic data quality assessments and share reports with the stakeholders
- Support in data analysis and report writing/editing

Reporting and Documentation
15% |
- Prepare periodic Monitoring and Result Measurement (MRM) reports as per the MRM manual
- Support in writing the programmatic report with results, analyses, and interpretations regularly
- Facilitate and document activity-based, output, and outcome case stories regularly
- Assist with program documentation and ensure high-quality documentation

Operation and Coordination Support
20% |
- Quarterly travel to all field hubs at least once for problem-solving and facilitating MRM systems
- Prepare and manage Travel Requests (TR), Procurement Requests (PR), and Terms of Reference (ToR)
- Actively engage in institutional coordination platforms and cross-learning events
- Support project data management, analysis, and donor reporting
- Ensure operational processes align with organizational policies and donor compliance
- Contribute to institutional knowledge sharing and continuous improvement initiatives

Other Responsibilities

- Facilitate periodic MRM review, planning, and sharing sessions with the project team
- Maintain use of online platforms for sharing reports, documents, and data
- Undertake any other additional tasks subject to workload and skill
|
Skills and Experience:
A successful Officer-Program Quality will have the following skills and experience, and will be comfortable with the following conditions.
Education |
- Master’s degree in any subject from a reputed University. Economics/ Statistics/ Public health/ Anthropology/ Development Studies will get preference.

Work Experience |
- Minimum 3-4 years of experience in Monitoring and Results Measurement/ M&E in rural development projects;
- Ability to use standard software for data management/analysis, such as SPSS, STATA, and other advanced software for data analysis, will be an added advantage.

- Excellent interpersonal, facilitation, and leadership skills
- Self-motivated, energetic, and a team player
- Good analytical and problem-solving skills
- Ability to work with various national and international team members and flexibility to adapt to different work conditions, and remote rural settings
- Ability to interact and collaborate with a broad range of public and private sector and NGO partners

Physical and Language Skills |
- Ability to travel and undertake fieldwork in a rural context
- Strong written and oral communication skills in English and Bangla, including the ability to present coherent and convincing messages to different audiences
- Strong computer skills in Microsoft Office Suite, e-mail, and the internet, Google Apps, data studio
