iDE Bangladesh is currently seeking a qualified Technical Advisor- private sector & renewable energy position for the project titled “Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)” funded by UK Foreign, Commonwealth and Development Office (FCDO). CARE Bangladesh-led consortium has been selected to implement the project in two Ecologically Critical Areas (ECA) – Sundarbans and Hakaluki Haor. The other consortium members are CNRS, CordAid, C3ER-BRAC University, Dushtha Shasthya Kendra (DSK), Friendship, Humanity & Inclusion (HI), iDE, and Practical Action.  It is a key component of the Bangladesh-UK Accord on Climate Change and will deliver the adaptation outcome of the FCDO’s flagship Bangladesh Climate and Environment Programme (BCEP). The programme will make a significant contribution in Bangladesh to progress against GoB’s policies and priorities, e.g., National Adaptation Plan (NAP), Nationally Determined Contribution (NDC), commitments to biodiversity conservation, ongoing 8th Five-Year Plan, etc. And it will also contribute to UK’s commitment to International Climate Finance (ICF).

The Sundarbans, the largest mangrove forest in the world, and Hakaluki Haor, a complex wetland system of the Meghna-Surma River basin, play a crucial role in protecting lives and livelihoods in the southwest coast and northeast Bangladesh, respectively.  With a population of over 4 million and a rich habitat with rare species, including tigers, the Sundarbans' inhabitants are threatened by climate change due to rising sea levels and frequent cyclones. Over-extraction of forest resources by locals and industrial development in the nearby areas is currently threatening this World Heritage Site. Hakaluki Haor is one of the most extensive marsh wetlands in the country, inhabited by over 200,000 people and 558 animal and bird species, and is a breeding ground for fisheries. Due to environmental sensitivity and high anthropogenic pressures such as overharvesting, overfishing, pollution, and illegal logging, the Sundarbans mangrove and the Hakaluki Hoar wetland are at a vulnerable stage, with climate change exacerbating the current situation.

FCDO’s NABAPALLAB aims to engage biodiversity and natural resource-dependent communities to strengthen the climate resilience of the ECAs, conserve biodiversity, and at the same time, diversify and improve people's livelihoods through innovative nature-based (NBS) and locally led adaptation solutions. It will primarily target communities within the 10 km buffer zone of the ECAs, which are critically exposed and vulnerable to climate change impacts and have a lesser capacity to adapt to such changes. It will increase the climate resilience of more than 250,000 vulnerable households and ecosystem-based protection and restoration of 5,000 km2 area in, especially in the districts of Bagerhat, Satkhira, and Khulna in the Sundarbans ECA, and Maulvibazar and Sylhet in Hakaluki Haor.  The project will consider the most marginalized communities, involving stakeholders from multiple strata and ensuring ownership of provided interventions. It will also enhance the capacity of the local government bodies to manage and conserve the ECAs effectively and create an enabling environment to implement relevant government plans and policies related to Eco-System-based Adaptation (EBA).

Key Roles and Responsibilities:

General & Consortium Responsibilities

  • Lead the implementation of the approved models, pilots, and demos to promote durable solutions and technologies across different implementation hubs, private sectors, and implementing partners.
  • Lead the operational and donor budget, bring clarity on the roles of the team members, and provide clear direction through implementation guidelines.
  • Facilitate the co-creation process for partnerships established with private sector actors, with joint action plans in place.
  • Facilitate and participate in multiple coordination platforms to provide programmatic updates linked to deliverables, milestones, and KPIs.
  • Ensure program compliance with donor (FCDO) standards in quality assurance, monitoring, and accountability, utilizing digital tools and dashboards for real-time oversight.
  • Closely support the team to maintain a digital monitoring dashboard with monthly data updates reflecting progress on key indicators (disaggregated by component).
  • Support the team in developing donor reports, knowledge and learning products, and conduct quarterly performance review meetings and capacity-building sessions.  

Planning, and Reporting

  • Collaborate with Technical Specialists and Field Teams to develop annual and multi-year work plans, ensuring alignment with project goals and timelines.
  • Contribute to the strategic direction of the project in coordination with the Associate Directors, ensuring relevance, adaptability, and impact.
  • Ensure integration of iDE’s market systems approach, identifying and supporting key actors in selected value chains.
  • Prepare and submit timely and quality reports (monthly, quarterly, annual) to meet donor and internal requirements.
  • Manage program documentation, including contracting cycles, compliance records, and reporting tools.

Supervision and Staff Development

  • Ensure all activities align with iDE’s Code of Conduct and its people-first approach to staff engagement and growth.
  • Supervise and mentor technical staff as assigned, offering regular coaching to strengthen implementation skills and strategic thinking.
  • Develop tailored capacity-building plans and monitor individual staff progress through on-the-job learning and formal training.
  • Co-develop monthly work plans with direct reports that balance implementation needs and staff capacity.
  • Lead and contribute to the Annual Performance Appraisal (APA) process for all supervisees in accordance with iDE standards.

Coordination and Support

  • Serve as the technical focal point for the consortium on private sector and renewable energy initiatives, ensuring alignment with project goals.
  • Strengthen coordination with public, private, and NGO stakeholders, clearly communicating project objectives and promoting multi-actor collaboration.
  • Collaborate with the MEL team to establish and implement an accountability mechanism, ensuring feedback loops are closed effectively.
  • Contribute to the design of MEL tools and frameworks to capture real-time data and insights related to livelihood, MBA, and RE outcomes.
  • Support the development of survey tools, ToRs, and checklists for midline and endline assessments, as well as periodic monitoring.
  • Participate in relevant national-level platforms, working groups, and coordination meetings in Dhaka to represent iDE and advocate for strategic partnerships.
  • Harmonize practices with other Project Managers, sharing lessons learned and supporting adaptive programming.

Other Responsibilities

  • Undertake quarterly visits to field hubs, focusing on bottleneck resolution, capacity building, and process optimization.
  • Collaborate closely with key institutional departments—such as operations, finance, and administration (approximately 20% level of effort)—and actively contribute to cross-learning initiatives to strengthen organizational learning and networking, both internally and externally, as guided by the senior management team and immediate supervisor.
  • Identify field-level innovations and challenges, and channel learnings back to the consortium for continuous improvement
  • Engage with global iDE initiatives and cross-country learning forums to strengthen technical knowledge and networks.
  • Utilize and maintain digital tools, including Salesforce, Smartsheet, and Google Workspace for planning, documentation, and reporting.
  • Represent iDE at external meetings and events as delegated by the supervisor.
  • Support organizational events or cross-project activities as needed, including training sessions, evaluations, or communications (e.g., photography, documentation).

Skills and Experience:

Education

  • Advanced degree (MBA or Master’s) in Business Administration, Economics, Agriculture, Social Sciences, Development Studies, or a relevant technical field from a recognized institution.

Work Experience

  • Minimum 12 years of progressively responsible experience in market systems development (MSD), with demonstrated expertise in sub-sector analysis, private sector engagement, and monitoring for results using adaptive management tools.
  • At least 7 years of experience in leading diverse teams within international NGOs, overseeing cross-functional program delivery in complex development contexts.
  • Proven ability to lead and manage multi-year, multi-country projects, preferably funded by FCDO, with successful track records in strategy execution, budget oversight, and technical delivery.
  • Strong technical understanding and practical application of climate-resilient WASH, renewable energy, circular economy, agricultural value chains, and inclusive finance in rural and peri-urban settings.
  • Adept in applying Logical Frameworks, Results Chains, and Impact Logic Models for program planning, implementation, and performance tracking.

Management and Programmatic Skills

  • Demonstrated ability to strategically lead and manage budgets, ensure compliance, and drive performance monitoring systems for accountability and results.
  • Skilled in stakeholder engagement and negotiation, having built and sustained collaboration across the private sector, government entities, and NGO coalitions.
  • Capable of designing and implementing iterative, field-based strategies for systems change—moving beyond rigid DIPs to adaptive approaches that respond to market dynamics.
  • Experienced in applying the facilitative role of the MSD approach, enabling local actors to take the lead in scalable, sustainable solutions.
  • Strong leadership in overseeing multi-sectoral integration, managing complex deliverables, and aligning team efforts toward common project outcomes.
