Terms of Reference
For Field Enumerators for the Inclusive Insurance Platform Project

1. Organizational Background

iDE is an international NGO with over 40 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor as well as the longest-established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has projects on agricultural markets, water, sanitation and hygiene (WASH), nutrition, and access to finance with a focus on women’s economic empowerment and climate-smart technologies.

2. Project Background

Inclusive Insurance @ iDE (iP3) is an insurance linkage platform designed to reduce the knowledge gap of insurance product accessibility and specifically link existing insurance products that will safeguard iDE-supported entrepreneurs in Bangladesh. Small-scale entrepreneurs, especially women, face many climate, and public health challenges and risks, including a lack of access to nutrition, and affordable and quality healthcare (including maternity). iP3 platform will be the first insurance linkage platform that integrates micro-insurances to iDE’s existing active entrepreneurs and addresses the barriers to entrepreneurs' growth and resilience. The goal of iP3 is to reduce the risk of business defaults and strengthen their ability to scale up their businesses to medium-to-large scale enterprises.

The solution that iP3 provides is an in-depth, research-based linkage system platform to existing insurance products for iDE Bangladesh. The main goal of the iP3 research project is to find three layers of knowledge gaps of iDE Bangladesh in the micro-insurance linkage system, while also developing the centralization and in housing insurance linkage platforms.

3. Understanding of the Assignment

iDE is looking to hire experienced and skilled field enumerators for the iP3 project in four districts – Sylhet, Moulvibazar, Bogura & Cox’s Bazar. The Field Enumerators will work under the supervision of a Technical Specialist and the field program implementation team (led by the Field Team Leader) based in Sylhet, Moulvibazar, Bogura & Cox’s Bazar (in the Activity’s working area), where they will mainly be engaged in data collection, submitting hard copies of the documents, etc. As per this ToR, iDE will select a total of 8 experienced data enumerators to undertake data collection with the highest quality measures and data entry. Priority will be given to candidates based on their location and proximity to the working areas of iDE’s existing projects.

The methods of data collection will be both quantitative and qualitative. The assessment will gather data on key indicators, activities, as well as geographic distribution of their services, service coverage, sales status, economic viability, and market connectivity. Data will be collected from project-supported entrepreneurs. These assessments will allow the program to produce unbiased, reliable, precise, and accurate data regarding the status of the iDE clients’ insurance needs across its programming.

The current plan calls for rigorous engagement and frequent travel to the different Upazilas. This is a two-week long assignment that will start from 15th April 2025 (tentatively) and finish by the end of the month (maximum 10 working days, including enumerator training session). iDE is committed to equal opportunities for all and does not discriminate on grounds of race, gender, religion, sexual orientation, or any other status. 4. Major responsibilities of the Enumerator

  • Develop an adequate understanding of the study population and study tools.
  • Attend training conducted by the MERL team and program staff.
  • Collect data through structured interviews with the sampled respondents using pre-developed questionnaires, and interview guides.
  • Ensure completeness of forms and accuracy and consistency immediately following data collection.
  • Ensure data quality and sampling protocols by accurately and strictly following the guide /survey tools used for the specific data collection.
  • Ensuring data accuracy and quality by reviewing and editing all collected data with proper checking of all intentional and unintentional errors daily.
  • Maintain effective communication with key staff to provide updates on the progress and challenges in the field and seek guidance on the way forward.
  • Participate in data compliance check exercises soon after data collection and have a close look at missing and error-reported data.
  • Ensuring that the data transcription is done with excellent English writing.
  • Proofread the transcribed data and submit error-free data.
  • Ensuring that the ongoing data daily reporting on data collection and entry progress for the research are kept up to date.
  • Respond to project email and attend the project event/meeting
  • Perform other duties as required

5. Skills and Experience

Successful Field Enumerators will have the following skills and experience and will be comfortable with the following conditions.

Education
  • Minimum HSC/high school certification, with preference given to those with a university degree
  • Preferable subjects include but not limited to Business Administration, Development Studies, and Agriculture

Work Experience

  • 1-2 years’ experience in any sector will get preference.
  • Previous experience with iDE will get preference
  • Fresh Graduates are also encouraged to apply

Key Competencies

  • Ability to coordinate and collaborate effectively with various stakeholders including government agencies and private sector service providers
  • High quality of written and spoken both Bangla and English with an ability to produce regular qualitative narrative reports
  • Familiarity and usage of KoBo Toolbox, TaroWorks, or other mobile data collection platforms
  • Familiarity and usage of Email software and Windows OS
  • Self-reliant, able to work independently and effectively in a multi-cultural environment, and willing to work under pressure in remote areas
  • Good communication skills and common sense to handle the unseen situation

  • Self-motivated, quick learner, energetic, and team player
  • Good analytical and problem-solving skills, ability to think creatively, and encourage community people to adapt to new initiatives
  • Prepared to undertake extensive travel
  • Ability to adapt and work with all genders, religions, nationalities, and ages

 

Other Information  and Conditions

  • Paid enumerators will earn a fixed rate daily upon completion of agreed assignments
  • The remuneration package, workdays, and deliverables might be changed based on negotiation between iDE management and the contract
  • iDE reserves the right to terminate this agreement at any time with the consultation of the employee as per HR policy

6. Major responsibilities of iDE

iDE will provide the Enumerators with the necessary support to undertake and implement the assignment and execute the objectives of this assignment. Such responsibilities include the following:

  1. iDE will take responsibility for the procurement of the enumerators,
  2. Provide initial briefing and training,
  3. Provide relevant tools and technical support,
  4. Guide the Field Enumerators to enable him/her to understand the Deliverables required,
  5. The field operation team will assist the Field Enumerators by providing information on project locations and respondents,
  6. Disburse payment as per the agreed schedule in the contract.
