Communications Expert
Economic Acceleration and Resilience for NEET youth (EARN) Project
iDE is an international NGO with over 40 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor as well as the longest-established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has eight projects in Agricultural Markets, Water Sanitation and Hygiene (WASH), and Access to Finance with a focus on women’s economic empowerment and climate-smart technologies.
iDE, in consortium with Plan international, is seeking to fill the position of Communications Expert for the anticipated project EARN (Economic Acceleration and Resilience for NEET youth) funded by the World Bank. “The Selected candidates will receive a primary offer, with the final offer contingent upon the project being awarded”.
The EARN Project in Bangladesh aims at economic engagement of the NEET youth, especially women, in rural and semi-urban areas of the country. The project offers education and skills development with a focus on women-centric facilities, employment and enterprise development support, enhanced employability through creating employer linkages and upskilling of Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED) skill, incubation support for employment and entrepreneurship.
The Communications expert will play a critical role in overseeing the implementation of the Project’s Annual communication plan a knowledge management strategy. The incumbent of this role is expected to lead the Project visibility and branding, maintaining adequate proficiency in ensuring that communication contents maintain the required guidelines. The resource will drive the internal learning and also identify opportunities to showcase the Project’s achievements across different external stakeholders.

Roles & Responsibilities: The responsibilities of the Communications Expert will include but are not limited to the descriptions below-
General responsibilities
|
- Develop and oversee the implementation of an annual communications and knowledge management strategy
- The strategy should include a “learning agenda” and should be developed in coordination and consultation with the Project Team
- Assess current knowledge management practices as required for the Project
- Review what has been developed to date, and develop a digital inventory of existing KM products
- Develop specific knowledge products for the identification and synthesis of best practices and lessons learned
- Proactively engage with the various project teams to resolve challenges related to communications and knowledge management.
- Collaboratively plan and implement project activities through the preparation of multiyear and annual work plan in collaboration with Project Managers and field teams
- Maintain a communications calendar with key events, dates, and deadlines throughout the year.
- Conduct regular evaluations of communications and knowledge management outcomes, and adjust the strategy as needed
- Facilitate and frame the strategic direction of the project in collaboration with Project Managers
- Assist the Field Teams in planning and implementation of communication and knowledge management strategy

Photo, Video and Graphics |
- Edit and format photos and videos for digital media, adhering to IDE guidelines using Canva or Adobe products, including but not limited to Illustrator, Photoshop, and After Effects.
- Fluent Photography and videography skills to conduct training and take photos/videos in events and field
- Digital asset management, including cameras and any other equipment
- Archiving all digital knowledge products
- Working knowledge of G suite and its various applications

Knowledge Management |
- Coordinate with project team to write, format and compile success stories, project and organizational reports
- Write Photo captions
- Copy editing
- Develop Press releases and media advisories
- Archive iDE Knowledge products

Social Media |
- Promote iDE projects and organizational content & media coverage on iDE’s Social Media channels
- Create and coordinate content for social media campaigns and observances
- Source content from staff around the country and at events.
- Social media planning, research, reporting, and coordination as assigned

Media Relations |
- Compile and update media contact lists
- Identify and research opportunities to share iDE stories with relevant journalists and media outlets
- Press release/media advisory writing, editing, distribution, and media outreach
- Media interview scheduling and coordination of photo/video shoots
|
Events |
- Promote iDE by organizing and supporting various events
- Facilitate the enlistment of vendors and coordinate in organizing said events
- Design content and graphics for events
- Promote events externally and internally through various channels
|
Rapport Building |
- Establish and develop relationships with private sector actors and business development services (BDS) providers to identify and promote enterprise development.
- Lead in planning, market assessment, and programmatic guidance for the project staff, partners, and other stakeholders according to project guidelines and donor requirements.
- Facilitate to promote the positive image of the project initiatives through capacity building, employment creation including generating support from local and national stakeholders and connecting with local media.

Other Responsibilities |
- Attend and participate in meetings as required
- Format PowerPoint presentation template for other units as needed
- Report preparation for meetings and presentations

Skills and Experience: A successful Communications Expert will have the following skills and experience and will be comfortable with the following conditions.
Education |
- Master’s Degree, preferably in Social Sciences /Communication or relevant discipline.

Work Experience |
- At least 10 years’ experience, preferably in communication, advocacy in youth development, women empowerment, social norms and gender Inclusion.
- Excellent experience of rapport building, networking, liaison and relationship building for communication and advocacy.
- Expertise on support to communication firm to design, develop the communication strategy, materials for the project and implement advocacy strategy and plan through consortium.
- Have experience on document best practices related to Gender Equality & Inclusion, and youth empowerment and prepare evidence-based documents for conducting policy advocacy issues.
- Should have work experience in concerned division and local level language proficiency for ensuring better communication with beneficiaries.

Key Competencies |
- Proven capacity of using graphic design and video editing software (Illustrator/Photoshop/After Effects/Canva)
- Proficient in Microsoft Office, content management systems, and social media platforms.
- Prior experience in various donor-funded employment and enterprise development projects.
- Ability to coordinate and collaborate effectively with various stakeholders within Project teams, cross functional units and external agencies
- High quality written and spoken skills in Bangla and English with ability to produce reports
- Proficient user of computer software (i.e. MS Office, Google apps etc.).
- Self-reliant, ability to work independently and effectively in a multi-cultural environment and willing to work under pressure in remote areas.
