Reporting Line Project Manager, CCSU

iDE Bangladesh is looking for a qualified Technical Specialist (Advocacy, Communication and Knowledge management) for the Clean Cooking Scale Up (CCSU) Bangladesh Project. The overall objective of this project is to promote the sales and utilization of 51,000 e-cook stoves in Bangladesh through an inclusive business model which will result in 100,000 tCO2-equivalent GHG emissions reduction per year and improves the livelihoods of 2,000 women and youth engaged in the Clean Energy Technology (CET) sector.

The position leads the online/offline marketing and SBCC interventions of the Project which leads to engaging with CSOs, LGIs and relevant stakeholders in the sector to create awareness, adoption, sales promotion and to solicit support for engaging with the Project or to ensure the positive adoption of key interventions. Secondly it looks over advocacy, communications and knowledge management roles with management driving internal and external communications as well as in capturing key learnings, tactic reports, case studies showcasing impact that are shared across different audiences.

Roles and Responsibilities: The responsibilities of the Technical Specialist (Advocacy, Communication and Knowledge management) include but are not limited to the descriptions below.

General Responsibilities

  • Working under the guidance of the Project Manager, the incumbent of this role will support in different outcomes of the Project which engages with different public sector stakeholders, NGOs, associations, private sector and partners in the Clean energy sector
  • Lead the Digital marketing and community level marketing and SBCC component for the wider market changes in the clean energy sector in Bangladesh by collaborating with key public and private institutions to generate recommendations for evidence-based policy and practices that can support greater commercialization of clean energy technologies.
  • Work with team members in the Project to organize, design and coordinate workshops, events, learning sharing among stakeholders at central and local levels
  • Support different research, learning generation within the Project as well as in collaboration with external stakeholders
  • Thorough understanding of policies in the sector relevant to clean energy, with capacity to do policy analysis and share across wider teams as well as utilize within own technical domain
  • Support internal and external communications for the Project, undertaking Knowledge Management initiatives that enable the Project to become a learning hub for clean energy

Setting the tone

  • Actively and openly engage with the Project Manager and Technical Specialists to strengthen Project implementation activities pertaining to Partners in private sector, LGI and CSO engagement at the regional level
  • Proactive engagement with project team to resolve challenges on the ground associated with identifying, engaging and ensuring adoption of improved technologies by LGIs and CSOs

Planning, and Strategy Development

  • Collaboratively support implementation of project activities through the preparation of multiyear and annual work plan in collaboration with the Project Manager and field teams
  • Conduct regular documentation of technology adoption, key requirements and areas of value addition with support of Technical and Field Teams

Reporting and Submissions

  • Support in the development of progress reports and other reports on a regular basis, documenting the key learning & findings, ensure accurate and timely data entry into the database
  • Create and update relevant technical materials, documentation and other collateral

Finance and Administration

  • Carry out responsibilities in financial management and administration at the local level and ensure the efficient use of the project resources with consultation of supervisor

Monitoring
and Evaluation

  • Support the MERL Expert in monitoring and result measurement related tasks that align with the incumbent’s technical area of work
  • Where relevant support with technical specialist and field teams  to support as required for reviewing and revising results measurement plans
  • Actively engage in capturing best practices, key learnings, unique cases and other relevant documentation within technical domain to share with the wider team

Supervisor and Staff Development

  • Develop effective guidelines/tools that are associated with relevant technical domain
  • Provides close and supportive supervision and guidance to the field team and other stakeholders in the assigned areas to demonstrate outcomes and impact

Coordination and Support

  • Participate in relevant working groups and Dhaka and Field based meetings and workshops
  • Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists, private sector partners and institutional support teams
  • Quarterly travel to all field operations at least once for problem solving and systems development

Rapport Building

  • Quarterly travel to all project areas at least once for problem solving and systems development using the CLEAR framework (Connect, Listen, Educate, Ask, Resolve)
  • Engage with training provider partners  to develop collaborative work plans 

Other Responsibilities

  • Actively follow and engage with Global initiatives within iDE  in other countries and other Bangladesh programs for stronger network connections
  • Actively learn and develop skills related to online platforms used by iDE including but not limited to: Google Drive, Google Docs, Google Sheets
  • Maintain use of online platforms for sharing reports, documents and data
  • Represent iDE at external events and meetings as agreed with supervisor
  • Participate in all relevant meetings and workshops
  • Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations

 

Skills and Experience: A successful Technical Specialist (Advocacy, Communication and Knowledge management) will have the following skills and experience and will be comfortable with the following conditions.

Education

 At least Bachelors in any subject from a reputed University; Social Science/ International Relations/ journalism and mass communication/ Economics/ Business Administration/ Development Studies, and any other relevant discipline is preferable

Work Experience

  • Minimum 5 years of experience in the area of Advocacy, Communications, Knowledge Management In Development Sector of Bangladesh Experience of working in any International NGO will get preference
  • Prior experience in Market Development, Digital Marketing, Clean energy sectors / knowledge on advocacy and Public Financing will be an added advantage
  • Engagement with Clean cooking and Energy related private sector and in partnerships will be an advantage

In addition to the above, the following are the technical orientation and experiences required for the incumbent of the role to be suited to the requirements of the role:

  • Prior knowledge, understanding of market development Projects, social enterprises and other fast pace development initiatives focusing on enterprise development, job creation and placement
  • Exposure and adept knowledge in Renewable energy, clean energy, climate change, environment and associated policies in the sector will be an advantage
  • Understanding of NGO modes of operation and associations of CSOs with Access to Finance / Microfinance programs
  • Knowledge of LGIs and their role in the renewable energy, clean energy and environmentally friendly solutions for last mile communities
  • Understanding of Public Financing

Technical Skills

  • Proven experience of understanding, synthesis and framing of policies and analysis of these policies
  • Strong understanding of Renewable Energy, Clean energy sectors of Bangladesh
  • Understanding of Local Government and Central level public sector stakeholders in regional levels and their activities in Renewable Energy and Clean energy
  • Knowledge of NGO, CSOs and associations engagement in the Clean energy sector
  • Capacity to design interventions in advocacy, utilizing relevant technical and field resources
  • Demonstrated capacity of preparing reports and other relevant materials

  • Ability to travel and undertake fieldwork in rural contexts
  • Exceptional written, oral, interpersonal, and presentation skills. Demonstrated ability to convey messages through clear and concise writing.
  • Adept writing and documentation skills in both Bangla and English
  • Good communication, presentation and negotiation skills in both Bangla and English
