iDE Bangladesh is looking for a qualified Technical Specialist in Monitoring, Evaluation, Results, and Learning (MERL). The overall objective of this project is to promote the sales and utilization of 51,000 eCook stoves in Bangladesh through an inclusive business model which will result in 100,000 tCO2-equivalent GHG emissions reduction per year and improve the livelihoods of 2,000 women and youth engaged in the Clean Energy Technology (CET) sector.
This position holder will lead all engagements of the MERL unit of the Project. This comprises planning, monitoring, data collection, analysis, management, and presentation of the results measurement findings on assigned projects. Capacity development of field-level project staff as well as field operations team (iDE) on the Monitoring and Results Measurement (MRM) tools/checklists will be key tasks for day-to-day activities. Maintaining an effective and proactive communication and coordination between field and Dhaka project management teams. will be a significant requirement for this position.

Roles and Responsibilities:
The responsibilities of the Technical Specialist-MERL will include but are not limited to the descriptions below-
General Responsibilities |
- Design study/assessment plans, data collection and analysis tools & guidelines, reporting outlines & formats, and process monitoring tools & guidelines
- Ensure that monitoring and results measurement (MRM) activities are well planned, resourced and carried out in a timely manner so that relevant and useful information is generated on intervention performance
- Assist in the development of results chains before implementation and ensure that a Measurement Plan is in place before interventions are executed and in compliance with the institutional M&E System
- Design, develop and conduct assessments/evaluations, baselines and surveys and assist in periodic project report writing
- Provide technical support and relevant training to results measurement unit at field level
- Facilitating knowledge acquisition, storage and dissemination.
- Work with project teams to review and revise the results chains, indicators and results measurement plans
- Monitor the progress towards project output and result (outcome) indicators as per project MRM Plans
- Report on Monitoring, Results measurement (on impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on a regular basis.
- Support for the validation of data arising from the implementation of the Measurement Plans to verify the results
- Support consultant/firm to conduct different surveys/evaluation under the project
- Respond to other results measurement data needs of the program as assigned by the Project Manager/MERL team

Setting the tone |
- Actively and openly engage with the Project Manager and Technical Specialists to strengthen Project implementation activities pertaining to Partners and market actors
- Proactive engagement with project team to resolve challenges on the ground associated with identifying, engaging and ensuring adoption of clean energy among market actors

Planning, and Strategy Development |
- Design and develop project MERL strategy/manual that includes monitoring and result measurement guidelines, data quality assurance (DQA) scheme, schedule for program learning workshops, and other MERL activities as required by the project
- Collaboratively support implementation of project activities through the preparation of multiyear and annual work plan in collaboration with the Project Manager and field teams
- Conduct regular documentation of technology adoption, key requirements and areas of value addition with support of Technical and Field Teams

Reporting and Submissions |
- Prepare periodic MRM report as per MERL manual
- Support in producing report with results as well as analyses and interpretation to be incorporated in the programmatic report
- Develop and document case studies, success stories and other relevant documentation as and when required
- Assist program documentation and ensure high quality in documentation

Finance and Administration |
- Carry out responsibilities in financial management and administration of M&E activities at the field level and ensure the efficient use of the project resources with consultation of supervisor
|
Monitoring
and Evaluation |
- Monitor the timely execution of Monitoring, Evaluation, Research and Learning (MERL) Plans of the project
- Monitor the achievement of project outputs and results (outcomes) as per programs MERL manual
- Report on (impact/ outcome level), Key Performance Indicators (KPI) and Management Dashboard of the assigned projects on regular bass
- Lead the capacity building of the program team in understanding results data, and in coordination with MERL Manager ensure the MERL system of the project operationally and intellectually captures, analyzes and utilizes this data for continuous improvements in decision-making across project managers, project teams and relevant stakeholders;
- Support developing study/assessment plans, data collection and analysis tools and guidelines, training on assessments and data collection, developing reporting outlines & formats, developing process management tools & guidelines for the project

Supervision and Staff Development |
- Develop effective guidelines/tools that are associated with relevant technical domain
- Provides close and supportive supervision and guidance to the field team and other stakeholders in the assigned areas to demonstrate outcomes and impact

Coordination
and Support |
- Participate in relevant working groups and Dhaka-level PM meetings and workshops
- Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists, and institutional support teams
- Quarterly travel to all field hubs at least once for problem solving and systems development
|
Rapport Building |
- Quarterly travel to all project areas at least once for problem solving and systems development using the CLEAR framework (Connect, Listen, Educate, Ask, Resolve)
- Engage with training provider partners to develop collaborative work plans
|
Other Responsibilities |
- Actively follow and engage with Global initiatives within iDE, both in iDE Bangladesh and other country programs for professional development and building network
- Actively learn and develop skills related to online platforms used by iDE including but not limited to: Google Drive, Google Docs, Google Sheets, Google Looker Studio, mobile data collection tools
- Maintain use of online platforms for sharing reports, documents and data
- Represent iDE at external events and meetings as agreed with supervisor
- Participate in all relevant meetings and workshops
- Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations

Skills and Experience:
A Technical Specialist, MERL are expected to have the following qualifications, skills, and experience
Education |
- Master’s Degree in relevant subject; Environmental Science/ Engineering/ Data Science/ Statistics/ Economics/ BBA/ Social Science/ Development Studies and other relevant subjects will get preference

Work Experience |
- Minimum 4-5 years of work experience in Monitoring and Results Measurement/ MEAL/ M&E in development projects.
- Must have demonstrated expertise/experience in development programming and implementation.
- Familiarity and experience with project management concepts.
- Ability to cohesively work with various team members and the flexibility to adapt to different work conditions.
- In addition to the above, the following are the technical orientation and experiences required for the incumbent of the role to be suited to the requirements of the role:
- Prior knowledge, understanding of market development Projects, social enterprises and other fast pace development initiatives focusing on enterprise development, job creation and placement
- Exposure and adept knowledge in Renewable energy, clean energy, climate change, environment and associated policies in the sector will be an advantage
- Understanding of NGO modes of operation and associations of CSOs with Access to Finance / Microfinance programs
- Knowledge of LGIs and their role in the renewable energy, clean energy and environmentally friendly solutions for last mile communities
- Understanding of Public Financing, Large Data management system, GIS and MIS System.

Technical Skills
- Proven experience of Capacity development, training, implementation design, result chains, systemic change, and the Market Systems Development (MSD) approach will be an advantage for the incumbent
- Knowledge on scoping, value chain actor identification, enterprise development, inclusive business will be an added advantage
- Capacity to design interventions in advocacy, utilizing relevant technical and field resources
- Demonstrated capacity of preparing reports, Project Proposal Development, and leading learning workshops for evidence-driven adaptive management
- Proficiency in English and Bangla writing skills will be highly valued.
- Experience in designing sampling strategies, survey design and leading field assessments
- Ability to adapt to operating in very data-limited environments in terms of network access, technology, and technical know-how
- Understanding of Renewable Energy, and knowledge of market actors in the Clean energy sectors of Bangladesh will be an advantage

Software skills
- Demonstrated experience with Business Intelligence (PowerBI, Looker Studio, Tableau), and statistical analysis (R, STATA, SPSS) software preferred
- Proficiency in using standard data management/ analysis tools such as Microsoft Excel, Google Looker Studio
- Introductory to Intermediate level of skill in business analysis/database design – able to gather requirements and convert them to technical specs
- Prior experience with mobile data collection software and systems, especially ODK/KoBoCollect, with a particular emphasis on/preference for prior experience with the TaroWorks platform for field data collection
- Usage of Google Workspace applications (Google Drive, Docs, Sheets, Slides, etc.)
