We are a world leader in making markets work for the poor as well as the longest established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households. iDE Bangladesh currently has eight projects in Agricultural Markets, Water Sanitation and Hygiene (WASH) and Access to Finance with a focus on women’s economic empowerment and climate-smart technologies.

Promotion of Integrated Sanitation Marketing (PSM II) is an innovative approach of increasing access to sanitation facilities among the host community people in Cox’s Bazar District.  The goal of the PSM Phase II Project is to increase access to sanitation facilities and improve hygiene practices among the host community and improve the overall health situation in Cox’s Bazar District using iDE’s systems-based approach to sanitation.

The Field Coordinator (FC) is responsible to ensure the field activities within the region/division of PSM Project in Cox’s Bazar including office management, administration and successful implementation of the project. The FC will also lead in planning and provide operational guidance for the field teams, technical and implementing partners and other stakeholders to achieve above and beyond the project mandate. The position may be required to manage multiple field offices within a single region/division and this should be done with strategic management and planning.

Key Roles and Responsibilities:

The responsibilities of the Field Coordinator include but are not limited to the descriptions below:


General Responsibilities
  • Function as Field Coordinator on all project activities within an assigned district, under supervision of the Program Manager
  • Function as the supervisor for iDE field staff WASH Officers, Hygiene Officers
  • Operate as a regional iDE contact person for institutional iDE requirements, roll-outs, security and coordination 
  • Ensure high quality technical support to the field team following organizational and market development principals
  • Facilitate project startup and phase out planning
  • Ensure delivery of iDE’s program of field activities at a high quality, in line with budget, and in accordance with institutional priorities

Setting the tone

  • Create a positive environment of piloting, trials, testing theories, learning from mistakes and critical analysis
  • Actively avoid an environment of activity-based implementation and traditional projects
  • Actively and openly engage with Program Manager and Knowledge & Data Management Officer to strengthen project strategy
  • Directly resolve with challenges with Program Manager, WASH Officers, Hygiene Officers and Knowledge & Data Management Officer to strengthen project strategy

Planning, and Strategy Development

  • Collaboratively plan and implement project activities through the preparation of multiyear and annual work plan in collaboration with the Program Managers and field staff
  • Facilitate and frame the strategic direction of the project in collaboration with the Program Manager
  • Ensure the application of iDE’s Sanitation market system approach and closely work with market actors specific to selected value chains and business groups/actors

Reporting and Submissions

  • Submit quarterly budgets and activity plans through online platform to Program Manager with live revisions and comments
  • Submit quarterly case studies, photographs and pulse checks in collaboration with the Knowledge & Data Management Officer through Google Drive

Finance and Administration

  • Carry overall responsibility of the field office management, administration and successful implementation of the project in order to achieve the project objectives
  • Manage budgetary control of expenditure, manage donor funds and prepare financial reports in line with donor requirements and iDE regulations

Monitoring
and Evaluation

  • Support the Knowledge & Data Management Officer in data quality control and timely entry of the project data into relevant database
  • Spot check data collection quarterly through process monitoring to ensure quality data in collaboration with the Advocacy Specialists and actively engage in initiating best practices, key learnings, unique cases and other relevant documentation to share with the wider team
  • Monitor progress and quality of field team and provide regular updates to iDE senior management team and the PM

Supervisor and Staff Development

  • Supervise relevant staff in project implementation as required for the project
  • Coach supervisees in development of skills in activity implementation, strategic thinking and critical analysis
  • Develop effective guidelines/tools that required for field implementation and orient staff on the tools and guidelines;
  • Develop and lead capacity building initiatives and monitor progress of staff improvement
  • Develop field team’s capacity to deliver training/ mentoring function
  • Collaboratively develop monthly work plans with staff balancing project implementation and team member capacity
  • Participate in the annual performance appraisals (APA) process for all supervisees

 

Coordination and Support

  • Based on guidance from the FC, support cross-program activities including:

            - Product innovation
            - Technology commercialization
            - Best practices documentation
            - Cross-project learning activities
            - Evidence and Analytics (E&A)

  • Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists and institutional support teams
  • Harmonize approach with other MASs in the program through best practice sharing and feedback loops

Rapport Building

  • Quarterly travel to all assigned upazillas at least once for problem solving and systems development using the CLEAR framework (Connect, Listen, Educate, Ask, Resolve)

Other Responsibilities

  • Actively follow and engage with Global WASH initiatives in other countries and other Bangladesh programs for stronger network connections
  • Actively learn and develop skills related to online platforms used by iDE including but not limited to: Salesforce, Smartsheets, Google Drive, Google Docs, Google Sheets
  • Maintain use of online platforms for sharing reports, documents and data
  • Represent iDE at external events and meetings as agreed with supervisor
  • Participate in all relevant meetings and workshops
  • Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations

Required Qualifications:  Successful candidate will have the following skills and expertise


    Education
  1. Master’s Degree, preferably in Business studies/ Development Studies / Economics/ Management/ Agriculture/ Social Science

 Work Experience

  1. At least 5-6 years of experience working on market system development including a minimum of 3-4 years in a managerial position and lead project implementation.
  2. Familiarity with WASH sector preferred
  3. Familiarity and experience with project management concepts such as Logical Frameworks, Impact Logic or Results Chains
  4. Considerable understanding and knowledge of rural markets, trading relationships and rural service provision

Management and Programmatic Skills

  1. Ability to responsibly manage district level funds, monitoring and team progress
  2. Ability to plan and implement iterative field level activities for market systems change (looking beyond the DIP)
  3. Understands the facilitative role and local market development approach
  4. Experience of value chain approaches, market development and deep dive research

Personal Skills

  1. Energetic and focused approach to engaging with multiple stakeholders to promote market system approach to WASH
  2. Excellent interpersonal and leadership skills
  3. Ability to work with various national and international team members and flexibility to adapt to different work conditions
  4. Ability to interact and collaborate with a broad range of public and private sector and NGO partners

Physical and Language Skills

  1. Ability to travel and undertake fieldwork in rural contexts
  2. Strong written and oral communication skills in English, including ability to present coherent and convincing messages to different audiences
  3. Strong computer skills in Microsoft Office Suite, email and the internet
  4. Familiarity with internet-based software systems such as Google Apps
