Technical Specialist – Hygiene Market Systems

The Feed the Future Bangladesh Nutrition Activity (BNA) is a USAID-funded nutrition project implemented by a consortium comprising Abt Associates (prime), iDE, Dhaka Ahsania Mission (DAM), Friends in Village Development Bangladesh (FIVDB), and Jagorani Chakra Foundation (JCF). The goal of BNA is to improve nutritional outcomes of children under five, pregnant and lactating women, and adolescents by (1) increasing consumption of nutritious, diverse, and safe diets by rural households; (2) improving social and economic empowerment of women and adolescents; and (3) increasing adoption of improved water, sanitation, and hygiene (WASH) practices. BNA seeks to achieve its goal by combining a market systems development approach with a strong emphasis on social behavior change.

iDE is currently looking for a Technical Specialist - Hygiene Market Systems for BNA, who will be responsible for project implementation related to Hygiene interventions and supporting other related WASH interventions. He/she will contribute to program/project design, implementation, private sector engagement, learning, monitoring and evaluation through active collaboration with all team members and consortium members. He/she will play a technical leadership role within the implementation team, ensuring that Hygiene programs are delivered with high quality and meet recognized standards within relevant timeline.

Key Responsibilities and Tasks
The key responsibilities of the TS-HMS will include the following:

General Responsibilities 
  • Provide strategic and technical leadership under the supervision of WASH Technical Lead on implementation of Hygiene and other related WASH activities
  • Develop and maintain relationships and work closely with national and local WASH actors, including national and local government, private sector partners, community, NGOs, other donors
  • Work closely with Social and Behavior Change (SBC) Lead to integrate relevant WASH and hygiene behavior change messaging into the framework of the Activity
  • Contribute to and provide inputs of annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned
  • Document lessons learned related, evaluate impact and modify approaches as needed
  • Help develop internal organizational WASH-related training and development of tools, guidelines, standards to improve program quality
  • Lead rapid prototyping, field testing, installation, and full-scale manufacturing of WASH based technologies
  • Support the implementation of different WASH-related interventions by the district field teams
  • Provide guidance on the necessary steps and organization of activities

Consortium Engagement

  • Provide strategic and technical leadership on implementation of WASH activities
  • Develop and maintain relationships and work closely with local WASH actors, including national and local government, private sector, community, NGOs, other donors
  • Work closely with SBC Lead, Communications Director to integrate relevant WASH SBC messaging into activities and manage the use of SBC communication tools and materials across project
  • Contribute to and provide inputs of annual work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, collection / sharing of lessons learned
  • Document lessons learned related, evaluate impact and modify approaches as needed
  • Help develop internal organizational Hygiene related training and development of tools, guidelines, standards to improve program quality

Setting the tone

  • Create a positive environment of piloting, trials, testing theories, learning from mistakes and critical analysis
  • Actively and openly engage with Technical Lead, other Technical Specialists, Field Team Leader and Market Development Officers to strengthen project strategy
  • Directly resolve with challenges with Technical Lead and technical staff

Planning, and Strategy Development

  • Collaboratively plan and implement project activities through the preparation of multiyear and annual work plan in collaboration with the Technical Specialists and consortium partners
  • Facilitate and frame the strategic direction of the project in collaboration with the Technical Lead
  • Ensure the application of iDE’s WASH market system approach and closely work with market actors specific to selected value chains and business groups/actors
  • Assist the Field Team Leader in planning and provide technical guidance for strategy formulation and implementation to achieve required changes in the market system related to WASH.

Reporting and Submissions

  • Assist WASH Technical Lead to submit timely donor reports on weekly, quarterly and yearly basis as determined in the contract
  • Assist WASH Technical Lead to manage the contracting cycle and the required project documentation
  • Present progress report and other reports in a regular basis, document the key learning & findings, ensure accurate and timely data entry into the database

Finance and Administration

  • Budget development
  • Budget reporting
  • Budget burn rate monitoring

Monitoring
and Evaluation

  • Support the MEL team to ensure data quality control and timely entry of project data into relevant database
  • Work with other technical specialists, field team leader and field teams to review and revise results measurement plans
  • Actively engage in initiating best practices, key learnings, unique cases and other relevant documentation to share with the wider team
  • Ensure that the intervention outreached are being properly captured

Supervisor and Staff Development

  • Develop effective guidelines/tools that required for field implementation and orient staffs on the tools and guidelines;
  • Provides close and supportive supervision and guidance to the field team and other stakeholders in the assigned areas to demonstrate outcomes and impact
  • Support field staff to develop technical capacity of WASH and Hygiene entrepreneurs;

Coordination and Support

  • Coordinate and liaison between field team and consortium partners
  • Maintain close contact and communication for project planning, strategy, technical guideline formulation and other issues with Supervisor and counterparts, service providers, government, private sector and project clients.
  • Based on guidance from the Technical Leader, support cross-program activities including:
    • Product innovation
    • Technology commercialization
    • Best practices documentation
    • Innovation and Quality Management
    • Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists and institutional support teams

Other Responsibilities

  • Actively follow and engage with Global WASH initiatives in other countries and other Bangladesh programs for stronger network connections
  • Actively learn and develop skills related to online platforms used by iDE including but not limited to: Google Drive, Google Docs, Google Sheets, BNA-MIS software
  • Maintain use of online platforms for sharing reports, documents and data
  • Represent iDE at external events and meetings as agreed with supervisor
  • Participate in all relevant meetings and workshops
  • Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations

Education

  1. Minimum Bachelor’s degree from a recognized university in any of the following: Environmental Science, Economics, Development Studies, Civil/Environmental Engineering, Public Health or a related field associated with water supply, sanitation and hygiene behavior change. Master’s degree is preferred.

Work Experience

  • At least 3 years of experience working on market system development, local economic development, private sector development or WASH sector. 
  • Prior experience in managing technology design and development process through conducting Human Centered Design (HCD) research
  • Experience in WASH initiatives in a combination of health and nutrition, livelihoods, gender, and agricultural development or similar Feed the Future (FtF) initiatives
  • Proven knowledge to incorporate qualitative analysis to develop design directions for solving the problems
  • Demonstrated ability to document information through materials such as case studies, narrative reports, fact sheets, infographics, blog post, catalog, and job aid
  • Expertise to facilitate training and to develop training manual for capacity building of field staff & implementation partners
  • Familiarity with rapid prototyping, field testing, installation, and full-scale production of WASH based technologies
  • Understanding of social and behavior change (SBC) approach and experience in managing development of BCC materials

Management and Programmatic Skills

  • Ability to responsibly manage funds, monitoring and team progress
  • Ability to plan and implemented iterative field level activities for market systems change (looking beyond the DIP)
  • Understands the facilitative role of the market development approach

Personal Skills

  • Excellent interpersonal and leadership skills
  • Ability to work with various national and international team members and flexibility to adapt to different work conditions
  • Ability to interact and collaborate with a broad range of public and private sector and NGO partners

Physical ability and mindset

  • Ability to travel and undertake fieldwork in rural contexts
  • Strong written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences
  • Strong computer skills in Microsoft Office, email and the internet
  • Familiarity with internet based software systems such as G Suite
  • Excellent presentation design skills with visual graphic for targeted audiences

Other Information and Conditions

  • The position would be the regular employment of iDE-Bangladesh
  • The remuneration package, work days and deliverables might be change based on negotiation between iDE management and the contract
