RURAL WOMEN SMEs FOR WOMEN’S ECONOMIC EMPOWERMENT THROUGH STRENGTHENING MARKET SYSTEMS (WEESMS) PROGRAMME

INTRODUCTION TO IDE:

1. REQUIREMENTS :
iDE Bangladesh invites qualified financial service providers (FSPs) to submit a proposal for a joint venture agreement to facilitate access to financial products and services for rural women SMEs in its project regions of Women’s Economic Empowerment through Strengthening Market Systems (WEESMS) Programme. Please refer to the detailed ​Terms of Reference (TOR) Annex A ​of this document and related annexes to prepare a responsive proposal.

2. PROPOSAL INFORMATION:
The proposal for facilitating access to financial products and services for rural women SMEs requires both an in-depth Technical and Financial proposal. The annexes with this RfP include:

  • 2.1 Annex A - Terms of Reference for facilitating access to financial products and services for rural women SMEs - ​The details of the project, the constraints being addressed and the scope of the assignment are elaborated here.
  • 2.2 Annex B- Content of the Technical Proposal- ​The guidelines for the technical project proposal are provided here.
  • 2.3 Annex C- Content of the Financial Proposal ?- The budget template for the financial proposal are provided here.
  • 2.4 Annex D- Proposal Evaluation ?- The evaluation and selection criteria for the proposals are stated here.

    • NOTE: ?Upon selection, it is mandatory for the selected organization to complete the due diligence process which requires to submit documentary evidence demonstrating their legal, taxation, and financial audit reports to be awarded the assignment.

3. PROPOSAL SUBMISSION:

All proposal submissions (both technical and financial proposals) should be submitted using the format as suggested in Section 2.2. and 2.3. The proposal submission must be submitted in its original format (Word) along with any supporting documentation to the following email address: bangladesh.procurement@ideglobal.org with the subject line reading ​“Facilitating access to financial products and services for rural women SMEs for WEESMS programme” Size of the email should be limited to 25MB. Please zip your file to ensure that it is within the allowable 25MB​. All submitted proposals on or before the deadline shall be evaluated and only eligible organization deemed qualified< will be shortlisted for further communication.

Language of the proposal:​ ​Proposals must be submitted in English

Proposal Submission Deadline: ​The submission for the proposal is open from 22nd August 2019 to 30th August 2019.
