The International Committee of the Red Cross (ICRC), established in 1863, works worldwide to provide humanitarian help for people affected by conflict & armed violence and to promote the laws that protect victims of conflict. As an independent and neutral organization, its mandate stems essentially from the Geneva Conventions of 1949. Based in Geneva, Switzerland, it employs around 20,000 people in 100 countries; it is financed mainly by voluntary donations from governments, the national Red Cross, and Red Crescent societies. The ICRC in Cox’s Bazar Office is now looking for an enthusiastic, dedicated and motivated person for the following position:

Position : Hospital Physician Generalist
Department : Health-Emergency Department Support (EDS)
Number of Position : One (01)
Location : Cox’s Bazar
Starting date : As soon as possible
Contract Type : Fixed Term Contract (Until 31st December 2022)

Reporting to the Health Project Manager, the Health Field Officer will work under the direct supervision and guidance of the Emergency Room Specialist Doctor.

Responsibilities:

  • Implements Emergency Department Support (EDS) program, skills training activities, IPC  protocols in Sadar Hospital, Cox’s Bazar.
  • Assists the Specialist Nurse, Doctor and Hospital Project Manager in implementing the emergency department programme(s) at Sadar Hospital, Ensures proper management of information collected and appropriate, relevant reporting
  • Helps organize meetings; advises staff members on various matters such as culture, politics, the economy, security etc.
  • Interprets at meetings and translates documents into local languages.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programmes. Represents the ICRC vis-à- vis national authorities
  • Works closely with the MoHFW, Hospital and Emergency Department Management from CXB Sadar Hospital to establish and follow up the EDS program (5 key areas: triage, crowd control, patient flow, standardized emergency care and documentation, public awareness).
  • Provide support with training activities like BEC, ERTC, MCP workshops.
  • In collaboration with his/her colleagues, implements teaching programs to develop the skills of the ED clinical and non-clinical staff, following the treatment guidelines and protocols.
  • Promotion of ABCD approach, team work and clinical expertise in management of emergency cases (capacity Building).
  • Contribute to and support Sadar Hospital ED staff in implementing a system of standardized patient documentation to improve the quality of data collection.
  • Support, monitor and evaluate the Emergency care provided in the ED.
  • Identify gaps in knowledge and recommend solutions in capacity building or procedure development.
  • Ensures rational prescription practices in accordance with valid national and international protocols/standards following the standard list of drugs for an ED.
  • In conjunction with his/her ICRC & Sadar hospital counterparts, implements Mass casualty Plan in the case of mass casualty influx to the facility. Preparing reports and statistics in a detailed and timely manner.
  • Carries out EDS related logistical tasks especially medical equipment’s, drugs & disposables to smoothly run the ED in the Sadar Hospital.
  • Contributes to any other activities, which may be considered necessary by the Hospital Project Manager, Health Coordinator and/or Management.

Educational Requirements

  • Bachelor of Medicine (MBBS) with 1-year internship having valid registration from Bangladesh Medical and Dental Council (BMDC)
  • Knowledge Required: Clinical knowledge in trauma, medicine, surgery, gynecology, obstetrics, Emergency Preparedness and Response. Specific interest in emergency medicine preferred. Good knowledge of the geographically assigned environment.

Professional requirements:

  • 3 to 5 years of clinical work experience as a doctor in government or a private hospital setting. Experience in the management of an emergency department would be an advantage. Good connections with the local health authorities or groups of interest for the ICRC
  • Additional Training: Preferred training as provider in Basic Life Support (BLS), Advance Cardiac Life Support (ACLS), Advance Obstetric Life Support (ALSO), Pediatric Advance Life Support (PALS), and Advance Trauma Life Support (ATLS).
  • Languages: Fluency in spoken and written English & fluency in local language
  • Computer skills: Excellent and proven command of Word, PowerPoint, and Excel.
  • Other skills: Evaluation, Analysis, and Results-Based Management.
