Terms of Reference (ToR) for “Capacity Building on Youth Entrepreneurship Development and Green/Hygiene Enterprise Promotion”

BACKGROUND:

ICCO Cooperation (www.icco-cooperation.org) is an international organization, whose mission is to end poverty and injustice in the global south, in partnership with enterprising people. We invest in the power and dreams of entrepreneurial people, stimulate their entrepreneurial spirit, and connect them with businesses, governments and social organizations.

ICCO Cooperation is the lead for EU funded “Sustained Opportunities for Nutrition Governance (SONGO) project” which aims to improve maternal and child nutrition in Kurigram and Gaibandha districts. The SONGO is 5 years long project with 4 inter-linked outcomes; (1) Local nutrition governance and decision-making mechanisms are strengthened (2) Maternal and Child Health and Nutrition Practices are improved (3) Household WASH Practices Improved (4) Household access to nutritious food is improved.

 SONGO has been promoting the Nutrition Sales Agents (NSAs) for available and affordable nutritious, hygiene and SRH products for the low-income beneficiaries through linking with the project supported youth entrepreneurs and private sectors. To develop and strengthen the interconnected market between the youth entrepreneurs and NSAs, project want to build the capacity of youth green enterprise promotion for the youth entrepreneurs through the following scopes of consultancy works.

Scope of work:

  • Identify the suitable green enterprise for the youths which can support to the NSAs business portfolio (reusable sanitary napkin pad) and opportunity to create the income for the youths
  • Carry out the capacity needs assessment for the youths. This could be focusing on identifying the entrepreneur and the enterprise, assessing the capacity gap, ability to make business plans, ability to link it with various service providers and providing hand holding support in the field.  
  • Develop training curriculum based on the training/capacity needs assessment for the youth entrepreneurs
  • Provide 18 days residential training to the 12 youth entrepreneurs on selected training /enterprise topic
  • Ensure regular supply of the raw materials for selected products to the youth entrepreneurs or connect with them
  • Ensure sales of the products (Sanitary napkin) through the NSAs, linking with the other market channels or sourcing by the selected private sector/firm
  • Develop and strengthen the business model through identify the new components/ideas (Pad bank at the school, hygiene shop etc.) which will gear up the business acceleration of the enterprises
  • Develop and execute the follow up supporting plan for 06-month durations which will support to ensure the maturity business stage of the enterprises
  • Prepare and submission the business performance report  of the entreprenures before end of the contract.

EXPECTED DELIVERABLES 

  • An inception report and a retro plan
  • A short report on training needs based on the gap’s pf selected enterprises
  • Develop and share the 18 days training curriculum based on the findings of training needs assessment
  • Delivery 18 days residential training to the selected youth entrepreneurs
  • Develop and execute the 06 months follow up report
  • Develop and share the update business model which will be implemented at the ground level
  • Establish new components/ideas of the business model at least 3 places (Sanitary napkin pad Bank)

REQUIRED EXPERIENCE OF CONSULTING Firm/Individual(S) 

  • Applicant(s) must have a solid and proven track record on similar kind of assignments
  • Experience of similar work at Gaibandha and Kurigram districts will be given preference
  • Experience on zero waste/green enterprise promotion for the youth entrepreneurs
  • Excellent training facilitation skill and knowledge

SUBMISSION OF PROPOSAL
Interested consultant(s)/consulting firms must submit the technical and financial proposals.
The proposal should include:

Technical Proposal:

  • CV of the individual or team members
  • Introduction letter including a brief overview of the assignment as understood by the bidder
  • Methodological outline or technical proposal for delivery in detail
  • Proposed training contents in the technical proposal
  • Preliminary detailed itemized work plan – including timeframes for submissions of all deliverables. A smart work plan for possible work that can be performed in the current COVID-19 pandemic environment is also desirable as contingency.
  • Include the reference on similar kind of assignments in the Bangladesh
  • Annexes: if Any documents, such as work samples, or other information, which the consultant feels will assist proposal review team in evaluating the proposal 
  • Formal evidence or proof of registered status of consultancy firm, TIN certificate etc

Financial proposal

  • Detailed itemized budget and price justification including VAT/TAX calculation 

Evaluation Criteria:

  • Background of the organization/individual: 15%
  • Methodological outline: 10 %
  • Understanding of the assignment: 15%
  • Team composition: 15%
  • Prior experience of working on the similar kind of assignments: 15%
  • Budget: 30%
