Terms of Reference for Constructing Technical and Vocational Education and Training (TVET) Centre under WFPs Upskilling Rohingya youths for acquiring portable skills:  Skill Development under Community Services Initiative project


1. PROJECT BACKGROUND

ICCO Cooperation (www.icco-cooperation.org) is an international organization, whose mission is to end poverty and injustice in the global south. We invest in the power and dreams of entrepreneurial people, stimulate their entrepreneurial spirit, and connect them with businesses, governments and social organizations. Besides, ICCO has been working globally with refugees and host communities during different emergency crisis situations, including the Rohingya influx in Bangladesh since 2017.

After generations of statelessness and marginalization in Rakhine State in Myanmar, extreme violence has forcibly displaced almost 860,000 people across the border since August 2017. According to the Joint Response Plan (JRP) of 2019 and 2020, these populations rely on massive food assistance and over 90% of them can only access food through humanitarian actors. Despite the restrictive policy, our needs assessment found that men frequently engage in informal income generating activities outside the camp settlements. Prime sources of income are casual labor and selling of humanitarian relief items. Women are hardly involved in income generating activities. In this context, WFP has taken initiative to implement skill development activities for the Rohingya community with the broader objective of enhancing community resilience and engaging these people, especially the adolescent boys and girls, in productive activities in and around the camps. The main purpose of these activities is to provide necessary skill training to the youth so that they can engage themselves in productive maintenance work all around the camps and eventually utilize the learned skills to create earning opportunities for themselves. The activities also intend to protect the youth from getting involved in risky behaviors/activities, like human and drug trafficking in Teknaf and Ukhiya regions.

2. WORKING AREA OF THE PROJECT

  1. Ukhiya (Camp-15, 16 and 19)
  2. Teknaf (Camp-23, 24 and 27)

3. PURPOSE OF THE CONSULTANCY & EXPECTED DELIVERABLES

The purpose of the contract is to construct Technical and Vocational Education and Training (TVET) centers at camp-15, 16, 19, 23, 24 and 27 as per set design. All interested vendors will be provided the design of the TVET center. The deliverables of this contract include one theoretical class room (around 520 sft), one practical class room (around 680 sft), one Office room (around 160 sft), one store room around (320 sft) and washrooms. The washrooms will be disable friendly.  There will be ramps to ensure easy access to people with disabilities.

4. DUTIES AND RESPONSIBILITIES OF THE VENDOR 

The chosen/selected vendor will liaise with the Project Coordinator or his designated person from ICCO Cooperation and if needed with the Head of HR and Admin of ICCO Cooperation and technical Partners throughout the period of the contract.
The vendor will be required to construct the TVET center as per the set design.
At a minimum, the likely scope of work would be expected to include:

  1. Understand contract objectives/purpose, project requirements, milestones, deliverables, end products, documents and reports that are expected to be provided by the vendor;
  2. Organize necessary construction materials and ensure transportation;
  3. Deploy sufficient number of construction technicians and labor as needed to complete the construction work within the timeframe;
  4. Ensure that no children are involved with this construction work;
  5. Explains all related tasks, duties, and limitations required which required to complete the construction work in accordance with the set design;
  6. Construction compliance will be followed in all respect;
  7. Visit project location with their own cost;
  8. Attend meetings/e-meetings with associates in Dhaka and Cox’s Bazar office.

5. ICCO COOPERATION DUTIES AND RESPONSIBILITIES   Mode

  1. Oversee the progress of the construction work as per set design;
  2. Payment will be made in three installments:

Note: VAT/Tax will be deducted as per Government rules.

6. TIME FRAME  
This construction work is expected to be completed within 20 calendar days starting from the date of the signing of the contract.

7. SUBMISSION OF PROPOSAL

Interested vendors must submit the following documents for appraisal. Proposers who do not submit the below mentioned documents will not be considered for further evaluation.
The proposal should include:

  1. Vendor’s portfolio;
  2. Legal documents that includes trade license, VAT/Tax registration certificate, TIN certificate and etc.;   
  3. Introduction letter including a brief overview of the assignment as understood by the bidder
  4. Methodological outline or technical proposal for delivery
  5. BOQ & Financial Proposals  with detailed itemized budget and price justification.
  6. Annexes: Any documents, which the bidders/proposers feels will assist proposal review team in evaluating the proposal
