"Feasibility Study on Eco-Friendly Utensil Production Enterprise from Areca Leaves.”

Project: Food Security and Livelihood Support for the Host Community and the Rohingyas in Response of COVID-19 (Ref. APPEAL-BGD-191)

Background:

ICCO Cooperation is a leading INGO working for securing sustainable livelihoods justice and dignity for all in Bangladesh since 1972. After the 2017 influx, an office has been established in Cox’s Bazar to respond to the emergency needs of the Rohingyas along with host communities.ICCO Cooperation is currently implementing several projects in Teknaf and Ukhyia for the host communities and Rohingyas on strengthening economic and social participation, food security and livelihood. Very recently a project has been initiated to support Humanitarian Assistance and Resilience building for the Rohingya and the host community. The project covers enterprise promotion through skill development training, technical inputs, marketing support, business development training, seed capital to the vulnerable community people and other activities.Cox’s Bazar district is worldwide famous for its long sea beach, natural forests and hills.  Areca nuts are produced in almost all eight upazilas of the district , but Ramu, Ukhia and Teknaf are very favorable for areca nut farming and most of the produce comes from the three upazilas

The Daily Star report shows that every season, more than 3,400 hectares of land are brought under areca nut cultivation and about 27,000 people are directly involved in the farming. Around 1.36 lakh tons of areca nuts worth about Tk 272 crore are produced in the district every season

It is no doubt that areca nuts are considered a cash crop but the leaves are often used for cooking purposes. Very recently, small and medium companies have forward to utilize these leaves and make environment friendly utensils. This has helped reduce the use of plastic utensils. Most of these companies are located in the Southwestern part of Bangladesh. There is an opportunity to set up small/medium enterprises in the Cox’s Bazar region for productive and eco-friendly utilization of the areca leaves.The aim of this assignment is to conduct a feasibility study on setting up eco-friendly utensil production enterprises from areca leaves in Cox’s Bazar region along with conducting market assessment of the products.

Scope of Work

  • Assessing the feasibility of setting up an enterprise utilizing the areca leaves
  • Reviewing existing entrepreneurs who are currently working with areca leaves in the country
  • Conducting market assessment of potential products made from areca leaves
  • Assessing employment opportunities in this enterprise

Deliverables

  • Detail Study plan with time frame
  • Detail data collection tools
  • Data set draft report (at least 2 drafts)
  • Final Report

Time Frame of the assignment:

This consultancy is expected to be completed within 30 days after issuing the work order. It is expected that the work will start by the second  week of October 2020

General Instruction

It is the responsibility of the Consultant to plan and carry out the assignment. ICCO will provide financialsupportas agreed between ICCO and consultant and ensure timely feedback. The consultant will be responsible for maintaining correspondence and outputs in a timely and efficient manner keeping ICCO informed via written email correspondence.

Eligibility Criteria

The proposed consultant(s)/farms should meet the following profile:

  • Master’s degree in Development Studies/ Agriculture technology/Enterprise promotion or related field
  • Applicant(s) must have a solid and proven track record on research/ study of development activities at rural and urban areas as well as enterprise promotion
  • Applicant must have experience 5 years’ experience on research / study work on enterprise promotion
  • Experience in study or research at Cox’s bazar region will be given preference

Please note that if any applicant does not meet the minimum eligibility criteria, the application will be disqualified without further evaluation.

Fees and mode of payment

  • The fees of the resource person/ consultant will depend on study methodology and strategy and it will include VAT and Tax
  • The payment will be made by bank cheque after submission and acceptance of the study report by ICCO.
  • VAT and Tax will be deducted at the source of payment

Schedule of Payments

Based up satisfactory completion of the research / training Services ICCO will pay for the assignment through bank transfer/cheque in the following instalments

  • Completion and approval of detailed work plan for implementation of assignment
  • Completion of Agreement between ICCO and consultant/individuals/farm
35 % (1st instalment)
  • Finalized and submit the Study Report to ICCO
65 % (2nd instalment)

SUBMISSION OF PROPOSAL 

Interested consultant(s)/consulting firms must submit the technical and financial proposals.

The proposal should include: 

Technical Proposal:

  • Team composition for this assignment
  • Consultant CV highlighting past achievements 
  • Introduction letter including a brief overview of the assignment as understood by the bidder
  • Methodological outline or technical proposal for delivery in detail
  • Preliminary detailed itemized work plan – including timeframes for submissions of all deliverables. A smart work plan for possible work that can be performed in the current COVID-19 pandemic environment is also desirable as contingency.

Financial proposal 

  • Detailed itemized budget and price justification including VAT/TAX calculation  
  • Annexes: if Any documents, such as work samples, or other information, which the consultant feels will assist proposal review team in evaluating the proposal  
  • Formal evidence or proof of registered status of consultancy firm, TIN certificate and else.
