Terms of Reference (ToR) for Consultant(s) to provide capacity building support on enterprise promotion (training) to the liter of light youth entrepreneurs in Teknaf upazila under the Cox’s Bazar district

1. ABOUT ICCO COOPERATION: ICCO Cooperation is an international organization, whose mission is to end poverty and injustice in the global south, in partnership with enterprising people. 2. PROJECT BACKGROUND: ICCO Cooperation has been implementing a livelihood and social cohesion strengthening project for the host communities of Teknaf Upazila with the financial support of GIZ from December 2019. The objective of this project is to assist the female headed vulnerable households to strengthen their livelihood through training, enterprise development and input support. All these households, in fact, have seen their income and economic opportunities reducing due to the influx of almost 700,000 Rohingya refugees in 2017. The major activities of the project are

  • Youth led micro enterprise promotion in host community
  • Provide support on enhance business skill, knowledge, inputs and improve market linkage
  • Raising awareness and practices of the host community on hygiene and social distancing principles

3. PURPOSE OF THE CONSULTANCY

To promote youth lead micro enterprises in the host community and Rohingya camps, the project provided technical training on how to produce the reusable low cost solar light through using the plastic waste materials to the 25 youth entrepreneurs. Targeted 25 entrepreneurs are technically enough knowledge to produce the solar night for the host community and Rohingya’s camps and they have started the light production. Due to the gaps of knowledge, skill and attitude to becoming an entrepreneur, targeted 25 youth beneficiaries are facing problems to operate their enterprises well. To address the gaps of entrepreneurs, the project wants to provide the capacity building training on enterprise development based on gaps finding of entrepreneurship development for the targeted entrepreneurs. The following task will be conducted through this assignment

  • Gap analysis/Training need assessment (TNA) of the targeted 25 entrepreneurs on the basis of business management knowledge, skill, attitude, behavior and capacity towards providing affordable entrepreneurial support to clients
  • Prepare training curriculum /module of enterprise /entrepreneurship development based on the findings of training needs assessment
  • Provide 07 days long training on enterprise development to the selected 25 entrepreneurs including business management, financial management, business plan development and business promotion activities
  • Support to develop the annual sales and marketing plan for the selected product (Liter of light) 

4. EXPECTED DELIVERABLES 

  • Report of gap analysis/training needs assessment on enterprise/ entrepreneurship development of the selected 25 beneficiaries
  • Print/soft copy of training curriculum /module of enterprise /entrepreneurship development
  • Print/soft copy of training completion report on enterprise /entrepreneurship development
  • Soft copy of annual sales and marketing plan for the selected product (Liter of light) 

5. TIME FRAME

This consultancy is expected to be completed within 30 days including weekends after the signing. The consultant(s)/firm will be expected 02 days more to submit all deliverables and adjust the review feedback from ICCO Cooperation.

6. REQUIRED EXPERIENCE OF CONSULTANT(S) 

  • Master’s in business administration, Social Sciences, Development, Enterprise, Economics or a related relevant field.
  •  At least 5 years’ experience in the design and performing of training needs assessments and training conduction on the entrepreneurship /enterprise development
  • Experience or proven knowledge of entrepreneurship development and capacitation of soft and technical business/enterprise skills
  • Specialization in capacity development/building, trainings
  • Previous experience delivering or developing ToT (training of trainers) curriculum/module
  • Sound knowledge on commercialization of youth lead enterprise development
  • Ability to work under pressure and to deliver in a timely manner without compromising quality standards

7. SUBMISSION OF PROPOSAL

Interested consultant(s)/consulting firms must submit the technical and financial proposals.

The proposal should include:

Technical Proposal:

  • Team composition for this assignment
  • Consultant CV highlighting past achievements
  • Introduction letter including a brief overview of the assignment as understood by the bidder
  • Methodological outline or technical proposal for delivery in detail
  • Preliminary detailed itemized work plan – including timeframes for submissions of all deliverables. A smart work plan for possible work that can be performed in the current COVID-19 pandemic environment is also desirable as contingency.

Financial proposal

  • Detailed itemized budget and price justification including VAT/TAX calculation 
  • Annexes: if Any documents, such as work samples, or other information, which the consultant feels will assist proposal review team in evaluating the proposal 
  • Formal evidence or proof of registered status of consultancy firm, TIN certificate and else
