Planning, Monitoring, Evaluation and Learning (PMEL) Manager

Location: Dhaka

Reports to: Head of Programs

Nature of Job: Full time

Level: Mid-level position

I. Job Context:

ICCO Cooperation is a leading INGO working for empowering people that will build sustainable livelihoods within a society that will uphold their rights for all in Bangladesh since 1972 and also has innovative interventions in more than 42 countries since 1965.

The PMEL Manager is the mid-level position under ICCO Cooperation and responsible to ensure that planning, monitoring,evaluation and learning systems are consistently integrated and implemented throughout ICCO’s program activities in Bangladesh. This involves: creating and developing Monitoring & Evaluation (M&E) systems and supporting program teams to collect, aggregate, analyze data, and reflect and act based on the results. . The PMEL Manager must play a key role in ensuring that the reporting needs of key stakeholders are met. (S)he will be the country’s focal point to assist technical managers and project leads in the Monitoring, Evaluation, and Learning components of their respective projects and in building the capacity of field staff in effective use of the data management tools and reporting templates. The PMEL Manager will need to also champion prescriptive research, review and qualitative approaches to engender adaptive management within projects. They require a keen, scrutinous approach and will be expected to play key roles in fundraising and intervention design processes

Role & Responsibilities:

  • The position will provide extensive support for developing Results Frameworks, Change Pathways and implementing Program Monitoring Frameworks for the projects including detailed PMEL Plans.
  • Providing Support towards development and maintaining of MIS systems
  • Designs, develops and implements the M&E framework/strategy, systems,quantitative and qualitative tools, with a focus on potential HMISs strengthening and incorporating mobile technology.
  • Leads regular monitoring, data collection/enumeration exercises, verification, entry, analysis, reporting and sharing, ensuring accurate, high quality household, community and facility level data is collected on all Performance Measurement Framework indicators on a regular basis, adhering to agreed timelines.
  • Contributes to wider strategic development and implementation of present large projects, ICCO’s approach in inclusive sustainable livelihoods, profitable income generating opportunities and building resilient local agro-food systems
  • Work with Project staff and partners to generate evidence and key learnings, including evidence of project impact, capable of holding feedback and learning workshops with multiple stakeholders.
  • Play the lead role for report writing particularly progress report,  baseline, midline and evaluation of the projects.
  • Contribute for ToC development, logframe development for the fundraising initiatives and project proposal development.
  • Strengthen knowledge management and risk assessment processes to improve adaptive management processes and facilitate project designs/approaches.
  • Support innovation and learning in order to establish ICCO and partners as a thought leaders in the outcomes areas of its projects
  • Where required, contribute to PMEL capacity-building at the country level.
  • Requires the ability to produce, analyze and communicate complex information from diverse sources to a wide audience. Provides specialist advice or teaches specific skills to project staff and manages expectations of advisory and project staff
  • Stimulate responsible use, sharing and storage of data and ensure compliance to relevant policies and regulations
  • Decision-making and problem-solving requiring significant level of judgment based on technical experience, involving a range of external and internal factors.
  • Familiar with effective presentation techniques, including but not limited to infographic development, dashboard building and training others to implement and utilise analytics software.
  • Strong research enquiry and capable of performing needs, capacity assessments and scoping exercises for innovations, proposals, appraisals and assisting ICCO projects.
  • Contribute to the regional and global ICCO PMEL community’s knowledge exchange platforms
  • Perform Ad Hoc tasks to support multiple ICCO projects and departments as and when required

Technical Skills, Experience & Knowledge

PMEL

  • Well-developed research, analytical and planning skills and an ability to analyze and synthesize information from different sources.
  • Experience of leading the setting up and supporting PMEL systems for complex development programming, ideally across multiple contexts and sites.
  • Experience in developing capacities of staff and partners to undertake planning, monitoring, evaluation and learning activities – including meet both reporting and learning needs.
  • Knowledge of cutting edge tools and practices in development project planning and design, monitoring, evaluation and learning. Mindmapping tools, and an understanding of mobile data collection tools such as AKVO, Commcare and Kobo are assets.
  • Strong IT abilities are essential for this role, with strong competencies in Microsoft Packages, Excel, with statistical packages such as R/SPSS/Stata or with qualitative research packages an added advantage
  • Experience with performing of  household studies, participatory collection methods  (such as community score cards) and use of secondary data
  • Multidisciplinary social science research experience is highly desirable
  • Experience providing leadership in evidence, learning or evaluation functions in earlier organizations. An understanding of humanitarian or advocacy/influencing MEL an asset.
  • Strong understanding of PMEL practices with institutional donors. This includes knowledge of the challenges in managing innovative or adaptive work, while remaining accountable to a grant reporting framework.
  • Experience in working with European Union funded projects especially nutrition and/or governance related projects is a highly recommended.

Knowledge management

  • A mature understanding of the links between knowledge management, adaptive management PMEL and institutional development.
  • Relevant experience with knowledge management in similar organizations.

External

  • An aptitude for external linking, learning and representation with a clear ability to make connections and draw knowledge and ideas within and outside of the sector into the organization.
  • Good understanding of the external international development environment, PMEL and research in the SE Asia context.

Personal

  • A Team player, with abilities to work effectively with others to achieve results, with strong advisory / facilitation skills and experience in training and coaching teams and individuals – especially in PMEL.
  • Results-focused with ability to manage own workload proactively and with own initiative.
  • An excellent understanding of and commitment to promoting and championing gender equality at the heart of development and humanitarian work

Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week. This position may be required to work some overtime hours and travel across the region.
  • Ad hoc tasks assigned by the supervisor from time to time may be required.
  • Yearly renewable contract based on fund availability and performance.

Key Qualifications:

  • Master's degree in Social Sciences, Development Studies, Economics, statistics and relevant subject.
  • At least 5 years’ experience in relevant/ related field(s).
  • Excellent analytical and problem solving skills.
  • Strong, demonstrable multi-disciplinary research experiences
  • Skills in ICT based PMEL tools development and use.
  • Excellent in report writing skills particularly baseline, midline and evaluation of the projects.
  • Good in ToC development, logframe development for the fundraising initiatives and project proposal development.
  • Strong IT abilities are essential for this role, with strong competencies in Microsoft Packages, Excel, with statistical packages such as R/SPSS/Stata or qualitative data research are an added advantage. Experience with GIS software is desirable.
  • Experience of multiple sub-sectors within the development field
  • Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to a wide range of audiences, with limited oversight.
  • Good leadership ability to lead and motivate colleagues and project/program teams
  • Excellent interpersonal communication skills and willingness to immerse within a multicultural team
