Program Manager
Location: Dhaka Reports to: Head of Programs
Nature of Job: Full time Level: Mid-level position

I. Job Context:

ICCO Cooperation is a leading INGO working for empowering people that will build sustainable livelihoods within a society that will uphold their rights for all in Bangladesh since 1972 and also has innovative interventions in more than 42 countries since 1965.

The Program Manager is the mid-level position under ICCO Cooperation and responsible to achieve our dual objectives of binding inclusive markets and businesses, to design tailor- made funding mechanisms that allow for the combined use of grants, microfinance, loans, equity and guarantees. Should be able to mobilize public funds and private capital to flow to emerging market economies thereby producing positives results for both investors and communities
He/she has to advance the productivity and profitability of smallholder farmers and the agrifood industry at large through scalable and digital new technologies. abie to use the multiplying effect of innovative technology and data to increase economic and social impact in climate-resilient food systems and supply chains.
The Program Manager will serve as the focal point for market development, enterprise development, and access to finance by remaining well-informed about emerging best practices, current issues and trends in assigned program and regional areas; is also responsible for the capacity building of project staff, budget monitoring and over all implementation, fundraising and contribution to proposal development of ICCO Bangladesh. 

II.            Responsibilities and Tasks:  

Responsibility # 1 Market Development & Financial Innovations.

  • Design and implementation of market development (M4P) programs and diverse financial instruments.
  • Design of scaling up Crop Micro insurance
  • Scoping/Sectoral Research/Value Chain Analysis and Intervention/Program Perform primary and secondary market research, identification of constraints and opportunities, facilitation of Stakeholders Workshops, and formulation of intervention framework to identify new opportunities and engage with executives to establish strategies for pursuing those new opportunities.
  • Participate in process to provide best-fit alternative options to expand current core competencies. This will include the generation of intelligence derived by gathering and analyzing information by attending seminars, trade-shows, undertaking web research, compiling sales and customer input.
  • Value Chain Facilitator. Design and implementation of Intervention strategies on: Inter-firm cooperation, BDS delivery systems, firm – level upgrading, private – public partnerships/networking
  • Enterprise development Facilitator: Design and plan firm specific business development services in areas including but not limited to marketing, governance, financial system implementation, trade linkage to both local and foreign markets.
  • Engage consultants for implementation of business development services as required
  • Establish and maintain relationships with industry, trade bodies, research firms, partner organizations, consultants and professional organizations;
  • Incubation acceleration: Collaboratively build a successful/run an accelerator model and manage the operations of the accelerator to ensure startups are on track to meet achievements. Work with innovative teams to identify the right accelerator opportunities, achievements, metrics and critical metrics.Primary analysis of business and financial information relating to specific firm to determine how an organization is positioned to deliver value to stakeholders including but not limited to investors, donors, and other financiers.;

Responsibility # 2: Innovation and  new technology

  • Define and implement innovation strategy, projects and methodologies that envision, develop and incubate innovative ideas. This includes collaborating on new product design, social business ideas and types of response programming, designing and leading research and other ideas which improve precision agriculture in Bangladesh:
  • Location determination (via GPS)
  • Computerized geographic information systems (via GIS)
  • Computer guided controllers for variable rate application (VRA) of crop inputs
  • Sensing technologies (for automated data collection and mapping).
  • Develop partnerships with a diverse range of stakeholders involving technology, commerce, innovation, humanitarian and government in Bangladesh and abroad to promote new types of thinking and implementation of quality programs with support from people who have the appropriate skill set.
  • Provide full project management oversight to ensure excellence in execution of all innovative projects in ICCO BD.
  • Facilitate entrenchment of a culture of innovation through effective cultivation of ideas, best practices, pivoting and harnessing of lessons.
  • Maintain accurate documentation of best practices, results, learning and impact of programs.

Responsibility # 3: Coordinate with implementing partners to design, guidance and implantation.

  • Provide strategic and technical support to implementing partners for qualitative support towards the target community.
  • Develop detailed implementation plan (DIP) and budget.
  • Assist to develop contract/MoUs with implementing partners and CSOs.
  • Play a vital role in the  design and redesign of project activities based on ICCO global office and donors’ requirements.
  • Maintain liaison and networking with public, private sectors, service providers and CSOs.
  • Provide technical guidance to the field staff for timely delivery the project activities.

Responsibility # 4: General program  management.

  • Supervise project activities on time, in scope and with required quality.
  • Ensure cost effectiveness of the project activity.
  • Manage the office and office utilities as per ICCO policy.
  • Strengthening the field operation and monitoring field activity.
  • Prepare monthly, quarterly and annual report of projects.
  • Capture case studies and assist PNGOs in writing of case study & success stories.

Responsibility # 5: Participate and contribute to the development of concepts and proposals for fundraising

  • Liaise and collaborate with the Impact Investing team on the development of investment vehicles, business development, and capacity support services for the support of MSMEs in Bangladesh;
  • With support from Program Team colleagues, manage all aspects of new proposal development and submission
  • Manage grants to ensure that all internal and donor agency technical and reporting requirements are met;
  • Provide technical assistance in specified areas and advice, training and tools to support project teams in overall resource mobilization, grant management, and quality control;
  • Establish collegial, mutually beneficial relationships and share knowledge and expertise within the ICCO Foundation and Group B.V as well as strategic partners, if appropriate.

III.    Working Conditions:

  • Working days from Sunday to Thursday 40 hours per week. This position may be required to work some overtime hours t.
  • Any other tasks assigned by the supervisor from time to time.
  • Yearly renewable contract based on fund availability and performance.

V.    Key Qualifications:

  • Master's degree in MBA/Economics (major in finance).
  • At least 7 years’ experience in the related field.
  • Excellent analytical, interpersonal communication skills, problem solving skills, strong value based commitment to right based approach.
  • Good computer skills in MS Office, Excel, PowerPoint.
  • Excellent written and oral communication skills in English and Bangla, including ability to present coherent and convincing messages to different audiences.
  • Good leadership ability to lead & motivate the subordinates
  • Good business sense and professional & progressive attitude.
  • Strong knowledge to work with Private and Public sector
