Monitoring Expert, Cox’s Bazar  (No. of vacancy 01)

I. Job Context:

ICCO Cooperation is a leading INGO working for securing sustainable livelihoods and justice & dignity for all in Bangladesh since 1972. We established an office in Cox’s Bazar following the influx of more than 700,000 Rohingya refugees to the area from August 2017. Our interventions are in WASH, and food security and livelihoods, with beneficiaries from both the Rohingya and host communities.

We are looking for skilled and ambitious professionals for our office in Cox’s Bazar. The Monitoring Expert (ME) will work on our projects in the food security sector. The goal of these projects is to provide access to food and nutrition to Rohingya households offering a complimentary food assistance through a voucher modality.

The ME will be responsible for ensuring monitoring and evaluation activities that all Food Security project in Ukhiya, Cox’s Bazar adhere to ICCO monitoring, evaluation and learning standards. The selected candidate will work under under the Program Manager but with simultaneous help in data input in PROMEVA from the PMEL team in Dhaka

Overall Responsibilities:

The position will provide extensive supports for regular field visit, track progress, data quality control, post distribution monitoring, capture learning and best practice and support partner on ensuring program quality .

Key Responsibilities

  • Assist  to develop and implement of the M&E Framework for the Project.
  • Conduct regular field visit and meeting with partner, vendor and data quality assurance
  • Develop consolidated reports on a monthly and final, and review field data quality.
  • Design , conduct and oversee post distribution monitoring data collection using digital tool.
  • Collect case studies from the field for qualitative progress monitoring
  • Capacity building of PNGO staffs especially for M&E staffs
  • Assisting of the country office in PMEL matters where necessary

Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week.
  • Any other PMEL tasks assigned by the supervisor from time to time.
  • ICCO HR, Admin and Finance related policy are applicable.
  • The position will be field based in Cox’s Bazar.
  • Type of contract….
  • Contract from July to October with possible extension depending on fund availability and performance.

Key Qualifications and requirements:

  • Master's degree in a relevant subject, preferably Development studies, Agriculture Economics, Economics, Statistics, Social Science.
  • Minimum 5 years of experience in monitoring and evaluation systems for especially for humanitarian response programs.
  • Advance level knowledge and demonstrated experience in application of monitoring methods, approaches and tools for a working context relevant to the position.
  • Proven experience in data collection, including survey design and a mix of qualitative and quantitative techniques.
  • Knowledge on application of ICT tools (particularly smartphone technology) to collect data is an asset.
  • Experience in working with PNGO activity monitoring skills will be preferred.
  • Strong MS Office Skills (particularly Excel).
  • Excellent written and oral communication skills in English and Bangla, and Rohingya is a plus, including writing monthly reports, and present coherent and convincing messages to different audiences.
  • Ability to work with various national and international team members, and the flexibility to adapt to different work conditions.
  • Experience of working in a field context and an ability to cope with basic living conditions in the field
  • Motorcycle driving with valid driving license will be added value for this position.
  • Willing to provide 60%+ of his/her time for field visits as per project needs.
  • Prior GIS exposure is an advantage
